Adoption of the Building Blocks for the Development of an International Framework on Space Resource Activities
On 12 November 2019, the members of the Hague International Space Resources Governance Working Group adopted the Building Blocks for the Development of an International Framework on Space Resource Activities, during the last meeting of the Working Group that took place in Luxembourg from 11 to 12 November 2019. The Building Blocks are the result of four-year discussions among the Working Group participants and aim to lay the groundwork for a future potential framework for the governance of space resources. The Building Blocks consist of twenty provisions that address different aspects of space resource activities, such as key terms, responsibility, jurisdiction and control over space-made products, priority rights, resource rights, due regard, harmful impacts from space resource activities, safety zones, sharing of benefits, registration, assistance in case of distress, visits related to space resource activities, and dispute settlement. The Building Blocks also provide for the objectives, the principles and the scope of the governance framework, as well as for appropriate institutional arrangements and for its monitoring and review.
The Working Group that included many of the IISL Board members and members identified these issues as essential in the discussion about the governance of space resources and recommends that they are taken into consideration by States, international organizations, and other entities, which may be involved in the negotiations of a governance framework. As it is mentioned in the introduction of the Building Blocks: “Guided by the principle of adaptive governance, the Working Group considered it neither necessary nor feasible to attempt to comprehensively address space resource activities in the building blocks. Space resource activities should be incrementally addressed at the appropriate time on the basis of contemporary technology and practices”. The text of the Building Blocks is available online on the website of the Working Group and will be printed in booklets for distribution to various occasions. Furthermore, the Working Group will produce a Commentary to the Building Blocks, in order to provide background information regarding their formulation.

The article Lacuna in the Updated Planetary Protection Policy and International Law by IISL members Patricia M. Sterns (dec.) and Leslie Tennen has been published in Life Sciences in Space Research (LSSR) in volume 23, pages 10-21 (November 2019). Leslie Tennen presented this article to the 42nd COSPAR Scientific Assembly in Pasadena, California in July 2018. 6th Annual Space Traffic Management Conference
The Space Security and Safety (SSS) Program at the University of Texas at Austin’s Strauss Center, and the Cockrell School of Engineering, in partnership with the International Academy of Astronautics (IAA), are excited to announce the dates for the 6th annual Space Traffic Management conference, "Facing the Security Challenge." The conference will take place on Wednesday, February 19, 2020, and Thursday, February 20 at the University of Texas at Austin. The conference will be organized by IISL Board member Corinne Jorgenson, IISL members Daniel Porras and Moriba Jah, and IISL Executive Secretary Diane Howard.
Experts from all over the world will gather to discuss and exchange on space traffic management. Technical sessions will be devoted to several topics like Range Management, Airspace/Orbital Space Integration, Space Safety, Security, and Sustainability, Space Environment Effects and Impacts and Related Issues.

Essential Air and Space Law (EASL) book series
In 2005 a new book series entitled Essential Air and Space Law (EASL) was launched with the aim of establishing a collection of prominent studies in this particular field of law especially for experienced practitioners, in addition to scholars involved in the research and study of air traffic and space law. The series has become a useful source of information also for technical experts and familiarizes its readers with the legal aspects and implications of international air transport and the exploration or use of outer space. Further, questions of disarmament are of vital importance, involving legal, technical and political aspects.
Authors who are eligible for the series should be experienced practitioners or scholars specialized in these particular fields of law. Although the series is a collection of legal studies we also encourage the submission of interdisciplinary studies that are co-authored by lawyers and technical experts, possibly in co-operation with political scientists and/or disarmament experts. This applies especially to the field of international space law since we believe that the technical aspects of the exploration and use of outer space are equally as important as the legal ones since technical facts constitute the sound basis for any reasonable legal evaluation as well as for practicable regulations in this particular field of high technology.
Submission of manuscripts EASL is primarily comprised of single topic monographs and edited volumes of previously unpublished material. The series editor will review all manuscripts within a month following their submission. You are invited to submit manuscripts or drafts of manuscripts to either Eleven International Publishing, or directly to the series editor Marietta Benkö marietta.benkoe@gmail.com.
