Market performance quarterly review January 2020

This review covers a broad range of topics in the electricity market and provides data and commentary. It is published quarterly to provide visibility on the regular monitoring undertaken by the Authority. This review includes special topics on marginal price setting generation and high prudential prices in Quarter 3 2019.

Release of consumer and stakeholder surveys 2019

We commissioned UMR Ltd to undertake two surveys in March/April 2019, one of consumers and the other of electricity industry stakeholders, to better understand how they perceive the electricity industry.

This is the sixth year the Authority has undertaken the surveys to measure competition, reliability, and efficiency. The surveys are carried out every two years.

Making it easier for consumers to share their consumption data – decision paper released

The Authority has decided to implement a series of initiatives to make it easier for consumers to share their electricity consumption data with businesses and organisations they trust.

The initiatives include:
  • amending the Electricity Industry Participation Code 2010 (Code) to provide agents the ability to request consumption data on behalf of a consenting consumer 
  • streamlining and standardising the data request process by improving data exchange protocols EIEP13A, EIEP13B, and EIEP13C
  • making more registry data available through the existing application programming interface and My Meter webpage.

Extended reserve draft data specification

The system operator has been developing a data specification for historical automatic under-frequency load shedding (AUFLS) demand data. This data will be used to baseline the current level of North Island AUFLS provision and inform the transition planning for the 4-block AUFLS scheme. 

The data specification is also intended to apply to future operational monitoring of the 4-block AUFLS scheme. The data format and submission tools will be refined during the first half of 2020. The request for data is expected to be sent to current AUFLS providers mid-2020.

14 December 2018 under-frequency event final determination

Earlier in 2019 we withdrew our final determination for the 14 December 2018 under frequency event. We have now considered all submissions and made a final determination that Transpower New Zealand Limited, as the grid owner, is the causer of the under-frequency event on 14 December 2018 at 12.20 pm. The reasons for our determination are available on our website.

If a substantially affected participant would like to dispute the final determination, they can provide a written notice to the Rulings Panel within 10 business days after the publication of this document. Please send notices to the Rulings Panel at registrar@electricityrulingspanel.nz by 5pm on 29 January 2020.

Call for nominations for the Security and Reliability Council

We are calling for nominations for three members of the Security and Reliability Council (SRC). The SRC provides us with independent advice on reliability of supply issues, and on the performance of the electricity system and the system operator. The SRC comprises senior members of the New Zealand electricity industry, including consumers.

We are particularly interested in nominations from people who can credibly represent the interests of commercial and industrial businesses, especially businesses connected directly to Transpower’s grid residential consumers and/or small- and medium-enterprises. Experience in electricity transmission, distribution and demand-side management is desirable.

We intend to appoint the successful nominees in March 2020 for an expected term of three years.

Closure of investigations

We have discontinued the following investigations into alleged breaches of the Electricity Industry Participation Code 2010 (Code).
  1. Genesis Energy Limited (Genesis) was alleged to have breached clause 13.2A of the Code for not disclosing to the market that Meridian Energy Limited (Meridian) had made a call under their swaption arrangement.
  2. Meridian was alleged to have breached clause 13.2A of the Code for not disclosing to the market that it had made a call under the swaption arrangement it had with Genesis.
  3. Genesis was alleged to have breached clause 13.2A of the Code for not disclosing gas outage forecast information provided by its gas supplier and its potential effect on its contractual position.

We have published the agenda from the Market Development Advisory Group (MDAG) teleconference meeting held on 17 December 2019.
