15 Days In!

We have made it past the fifteenth day of this year’s legislative session and there a lot of exciting updates to share with you! On day one of the session, I introduced my first bill of 2020: HB20-1003 “Rural Jump-start Zone Act Modifications” (more on this bill below). We completed our annual SMART Act hearings, more bills I am sponsoring were introduced, and I attended many great events both in HD26 and at the Capitol.

Upcoming Town Hall Meetings 
Talking to constituents to give them an update on the legislative session and answering their questions is a top priority for me. I hope you can join me at one of my first town halls of 2020. Can't make it? Don't worry, there will be many more this year all across Eagle and Routt Counties!

Here are some big things you should know that happened in first two weeks:

1. My First Bill of 2020 - putting small businesses and rural economic development first! 
HB20-1003: Rural Jump-start Zone Act Modifications
Sponsors: Reps. Roberts & Rich;, Sens. Donovan & Scott
The Rural Jump Start Program provides tax incentives to new businesses in economically distressed parts of rural Colorado. HB1003 seeks to improve the program's eligibility requirements and extend the program another five years. To date, the program has helped over twenty businesses open their doors and hire employees in rural Colorado and with the changes proposed in my bill, that number could increase drastically.

Taking action to lower prescription drug costs!
HB20-1160: Prescription Drug Price Transparency & Rebate Reform

Introduced: 1/21/20
Yesterday we unveiled the Colorado Prescription Drug Transparency Act of 2020, which aims to bring down the costs of Rx Drugs by holding pharmaceutical manufacturers, drug middlemen, and insurance companies accountable for the rise in drug prices. This bill addresses two primary concerns: first, it would provide the state and policymakers with critical data needed to understand and address the factors that are driving up the cost of prescription drugs. Second, it would provide immediate relief to consumers by ensuring that the rebates insurance companies receive from drug manufacturers are passed along directly to reduce premiums across the board. By revealing how the currently hidden pharmaceutical supply chain operates, policymakers can better determine and address the key factors that are driving up the costs of prescription drugs.

3. SMART Act Hearings: Last week I served as the Chair of the Joint Agriculture, Natural Resources, and Rural Affairs Committee. We conducted SMART Act (State Measurement for Accountable, Responsive, and Transparent Government) Hearings for the Colorado Department of Agriculture and the Colorado Department of Natural Resources.
 
4. Public Option: The Negative Ads in your Mailbox
You may have received a flyer in the mail, attacking the yet-to-be-introduced public option bill that I am working on with my colleagues and many other stakeholders.

I won't be intimidated. You sent me to the Capitol to work to lower health care costs, increase choice and competition, and to make sure that your health and financial security is prioritized over massive industry profits.

If you have questions about this plan, you can contact me anytime. The status quo health care industry wants to use scare tactics to try to dissuade us from making reasonable change to help Coloradans. Meanwhile, I'm committed to the facts and will meet with and work with anyone who wants to work to find solutions to the high cost of health care in Colorado.

Highlights from Session So Far!
Top: (1) Had a great time meeting these educators from Eagle County Schools, Steamboat Springs School District, and Roaring Fork School District on 1/16 for their day at the Capitol; (2) Photo from yesterday's press conference on HB20-1160 w/ Rep. Jackson, Sen. Ginal, and Sen. Donovan (more on this bill above); (3) Great times at the Great Outdoors Colorado (GOCO) breakfast last week on 1/17 meeting Mackenzie and James from Eagle County!; (4) Spent time with students from University of Colorado Anschutz Medical Campus and Rocky Vista University yesterday, 1/21, at the Capitol; (5) Collecting items for LiftUp of Routt County with Routt County Commissioner Beth Melton in Steamboat on 1/19; (6) Women’s March on Steamboat Springs 2020 on 1/18.

HB20-1157:  Loaned Water For Instream Flows To Improve Environment
Prime Sponsors: Rep. Roberts; Rep. Will; Sen. Donovan
Introduced: 1/17/2020
This is a great bill to protect our state's precious rivers and guard against the economic and ecological damage of dry water years. Under current law, the Colorado water conservation board may use loaned water for instream flows if the loaned water is used for preserving the natural environment of a stream reach that is subject to a decreed instream flow water right held by the board. The bill expands the number of years within a 10-year period that a renewable loan may be exercised from 3 years to 5 years, but for no more than 3 consecutive years, and allows a loan to be renewed for up to 2 additional 10-year periods. I am thrilled to be bringing this bill forward with bipartisan sponsorship

SB20-048: Study Strengthening Water Anti-speculation Laws
Prime Sponsors: Rep. Roberts; Rep Catlin; Sen Donovan; Sen. Coram
Introduced: 1/8/2020
This bill would direct a comprehensive study of the state of anti-speculation law and practices in the state of Colorado and determine what, if anything, we should do to further protect against out-of-state interests coming into Colorado to abuse our precious water by treating it like a commodity. 

SB20-065: Limit Mobile Electronic Devices While Driving
Prime Sponsors: Rep. Roberts; Sen. Court
Introduced: 1/8/2020
This bill is concerning a limitation on the use of mobile electronic devices while driving. The bill makes it illegal to use a mobile device while driving, except through the use of hands-free equipment and in other circumstances like reporting an accident, using a medical device, law enforcement and first responder use, etc.
