CEO Report January 2020
TREATY 

We are very pleased to advise that Marcus Stewart, the elected TLaWC representative, has been elected as the Co-Chair (with Geraldine Atkinson) of the First Peoples’ Assembly of Victoria.

It is a full-time role and Marcus has left his job at the Federation and is now settling into his very important new leadership role.

He will be working closely with the elected members of the Treaty Assembly to drive forward three key objectives:

  1. To develop a Treaty Negotiation Framework
  2. To establish the Treaty Authority as an independent umpire responsible for the negotiation process and for bringing all parties together
  3. To establish a self-determination fund to enable Victorian Aboriginal communities to make key policy decisions and to invest in what they see as priority areas.

As a Co-Chair, Marcus will be the face of the Assembly, committed to driving negotiations between the Assembly and the Victorian Government to establish the above key workflow objectives.

Particularly important will be the establishment of an Elders’ voice and a cultural governance committee to ensure good cultural decisions are made in the future.

Marcus is facing a massive task and has stated that he sees it also as a massive honour.
 
He will be working out of the Carlton offices of the old Treaty Commission and his admin team are tackling the task of physically setting up the business; from establishing a premises and communications to ensuring compliance with the relevant legislation.
 
Marcus will be talking to all the mobs and especially to his own mob, the Taungurung nation, as he is our representative.
 
We expect to have a dedicated email soon, so that TLaWC members can make appointments online to meet Marcus, possibly at the Broadford office.

Marcus intends to send further information very soon and hopes to host a treaty consultation for the Taungurung mob in February.

GENERAL MANAGER, OPERATIONS
I am excited to accept the position of General Manger of Operations, beginning in February. 
After serving on the TLaWC Board for two years, I can now bring my experience with staff management and leadership skills, developed through extensive project and event management. 
With strong relationship and stakeholder communication I hope to do all I can to keep TLaWC growing in line with our strategic plan. 
After watching TLaWC grow over the last couple of years, I hope we can empower our people to be the best they can be in future employment and other areas of their lives.
REPATRIATION OF REMAINS

The skeletal remains of a Taungurung ancestor have been held by the Melbourne Museum for some time and the TLaWC Board is very anxious that the repatriation (reburial) of this ancestor is not delayed unduly.

Mick Harding will be facilitating a meeting of interested persons to plan for the reburial but there are a few issues that need to be resolved first. 
We will provide further advice as soon as we are able to organize the meeting.
CULTURAL HERITAGE
Our TLaWC team based at Alexandra were kept very busy during the recent bushfire event on country over the New Year Period.

Rodney Monk, Michelle Monk, Corlene Button and Francisco Almeida were on hand to liaise with various government agencies, in particular DELWP and Parks Vic in order to manage and protect cultural assets and scarred trees as well as other property.

The team did us proud and we are very grateful for their efforts – and for the efforts of other people connected with them.

Francisco was informed by Mark Eccleston, senior DELWP manager, that he had organised for Taungurung to be the point of contact for Cultural Heritage advice for all the fires happening on Taungurung Country.

Chiko immediately called the Shepparton Incident Centre to inform about our concerns for the rock art places
and began a high level advice report to be delivered to the emergency agencies, so that clarity exists on Taungurung Country when it comes to cultural heritage management during emergencies.

One area that was highlighted is the need to reassess the system of recording scarred trees, as a couple of trees recorded as scarred trees turned out not to be cultural scarred trees at all. There was other incorrect location information, therefore misleading both the TLaWC team and the fire crews.

This added a great deal of confusion to an already hectic situation and clearly highlights the necessity of inspections by Taungurung and other Traditional Owners of all the currently registered places in Victoria and the urgent need to undertake post fire surveys in fire affected areas.
We will endeavor to discuss this with the various government agencies and local government authorities in order to rectify and improve the recording of cultural sites.
ELDERS MEETING
Last year we held two Elders meetings in March and June where we talked about the formation of a TLaWC Elders Advisory Group. 
The Board was provided with a report on what came out of those meetings and it has been decided that more discussion is required. 
We would like to invite all interested Taungurung Elders to a meeting to be held next month to finalise the discussions and agree on the way forward.  We will have a new facilitator, Jason Mifsud, tasked with keeping us focused and on track. 
Elders attending will be paid a sitting fee of $100 in the form of a gift card.
Travel assistance of 70 cents/ km per vehicle will also be provided.
Lunch will also be provided.

EXPRESSION OF INTEREST

FOR ARTISTS
Exciting opportunity for interested Taungurung artists to work on signage at the Euroa Arboretum.

The Arboretum is creating a dedicated walk throughout the grounds to showcase the various bush foods and medicine plants of our people.

Some of the spaces include wetlands, grasslands and ponds.The signs will indicate the various plants and potential animals in that place.

The project will be run by the Euroa Arboretum and will be collaborative, involving several different Taungurung Traditional Owners with knowledge of bush foods, medicine plants, language and cultural practices.

PARK RANGER POSITIONS
As per the November 2019 newsletter, we are still seeking Expressions of Interest for Park Ranger positions. 

We will also be running a Park Ranger information session on the day of the Full Group meeting on Saturday 14 March. 
Parks Victoria will be able to provide further insight and answer questions regarding the role of a Ranger. 

As the Taungurung ILUA/RSA is nearing registration, TLaWC is looking forward to parts of the agreement that provide employment opportunities for the mob. One of these opportunities is ongoing funding to employ Taungurung people as Park Rangers. There will be six positions available for Taungurung people to become Park Rangers once the ILUA/RSA is registered and implemented.

To commence the process, we are sending out an invitation to all Taungurung people who may be interested in becoming a Taungurung Park Ranger, employed by Parks Victoria in collaboration with TLaWC. 

All Taungurung people interested in becoming a Park Ranger will require the following:
  • Valid driver's licence - MUST BE ABLE TO DRIVE A MANUAL VEHICLE
  • Police check
  • Willingness to move on Country (Mansfield, Bright, Alexandra, Yea and surrounds)
