COG Updates

Todd Fontanella Joins the WestCOG Team
Todd has over thirty years of experience in transportation grant programs, MPO activities and transit planning.  Before coming to WestCOG, Todd worked with the Massachusetts Department of Transportation (MassDOT) and at the Merrimack Valley and Central Massachusetts Regional Planning Commissions.  He holds a B.S. in Environmental Design from the University of Massachusetts at Amherst and a Masters’ in City Planning from Boston University.
WestCOG Attends REPT 1 
Kevin Moynihan, Mike Towle, and Nicole Sullivan attended the Department... to represent WestCOG. During the REPT1 meeting each of the emergency sectors provide updates on their regional initiatives. WestCOG provides updates on municipal activities and for ESF1 Transportation. ESF 8 Public Health was an active sector as the group discussed the numerous concerns facing the region and state. 
New Project! - WestCOG Hazard Mitigation Plan 
WestCOG will be developing an ambitious eighteen town Regional Hazard Mitigation Plan for its partner communities. The plan will designs a strategy for communities to pursue projects and funding which will ultimately assist in mitigating the impacts of natural disaster (flooding, blizzards, earthquakes). The plan has new components in it as well, it aims to provide credit within the FEMA Flood Insurance Savings Program known as CRS and will also target credits for communities participating in Sustainable CT.  WestCOG has selected Milone & Macbroom Inc. to create the plan. WestCOG's Planner, Nicole Sullivan, will be managing the project. Expected Completion date is Winter 2021. Please contact Nicole Sullivan if you have any questions.
March Data Campaign 
Every Quarter (March, June, Sept, December), WestCOG launches Data Campaigns to collect the latest in parcel, CAMA, and planning data from its member municipalities. Collected datasets are intended for display with the Regional Viewer (with exceptions to sensitive datasets). This quarter we are attempting to update Wetlands and Zoning Data. New Resource! - MS4 Priority Mapping Strategy
Muncipalities have the daunting task to map/inventory all of their stormwater infrastructure by July 2020. Most towns will not be able to reach this target with existing resources. To address this, communities are encouraged to address priority areas (areas with highest levels of impervious cover). WestCOG has coordinated with UCONN CLEAR and CT DEEP to create priority lists and a reference maps to assist with MS4 Permit Mapping.

Opportunities

USDOT BUILD Discretionary Grant Program 
USDOT has announced a funding opportunity through the Better Utilizing Investments to Leverage Development (BUILD) Transportation Discretionary Grants program. This program provides funds for investments in surface transportation infrastructure that will have a significant local or regional impact. BUILD funding can support roads, bridges, transit, rail or intermodal transportation. Grant applications are due by May 18, 2020. Details regarding this grant program, including eligibility, application process and evaluation criteria may be found on the Build Grants Webpage.
UConn T2 Center: Upcoming Training Workshops 
Signal Troubleshooting Basics – March 26th in Storrs, CT: In this workshop, participants will learn the 6-step troubleshooting process and keys to identifying the most common traffic signal malfunctions. Participants will spend the remaining time in hands-on practice, identifying and troubleshooting common issues on traffic signal controller cabinets. Seasoned technicians will be available to answer questions and discuss issues participants may be encountering in the field.

Modern Roundabouts, Intersections Designed for Safety – April 7th in Newington, CT: This class aims to advance the practitioner’s knowledge of traffic operations and geometric design beyond basic awareness. T2 will share both best and noteworthy practices, as well as the latest research in modern roundabout design. Attendees are encouraged to bring local case studies of current or potential roundabout projects to be discussed during the workshop. Existing Connecticut roundabout projects and lessons learned will also be examined.
