Policy Updates:
  • Refugee Patriot Act: This has been introduced and will go to the floor in the next few months. The goal is protecting the refugee ceiling which is currently set at 18,000.
  • Opting In: States have to opt in (organize themselves, prepare documents to Office of Refugee Resettlement) to receive refugees. In Texas (largest refugee resettlement state), the governor stated that he will not opt in. The consequences may include the closing of resettlement agencies.
  • Unaccompanied minors: The administration wants to increase the number of unaccompanied minor beds from 12,000 to 25,000 beds in the next two years. This is not a humanitarian effort, but a business effort.
  • Executive Order: There is another potential executive order to expand the Muslim ban to include countries such as Venezuela, Syria, and Libya. The Supreme Court has banned the executive order and nothing is confirmed.
  • Public Charge: There is a ban on public charge. The Trump administration wants the Supreme Court to overlook the lower court order and to lift the ban. Refugees and asylum seekers are not affected by public charge. It is important to let the community know that the public charge is blocked and to continue to enroll in All Kids, Medicaid, SNAP, TANF, etc.

It will send uniform, curated, bilingual (English and Spanish) messaging (one-pagers and social media memes) about the importance of filling out the Censes to hard-to-count communities.
