WTO Digital Trade Negotiations

The WTO commenced negotiations of a plurilateral agreement on digital trade last year. This was prompted by exponential growth of electronic commerce, creating the need to develop global rules on digital trade. Following a WTO General Council meeting in December 2019, the negotiations are set to continue this month, through the Twelfth WTO Ministerial Conference (MC12) taking place this June. Please join the Association of Women in International Trade (WIIT) for a discussion with negotiators and business experts following the first round of negotiations this year.

Ishan is a performance coach who specializes in training executives in productivity enhancement strategies and mindfulness-based stress reduction modalities. Ishan’s breathing protocols will aim to help us flush out accumulated mental and emotional debris and bring in a rush of positive energy so essential to our daily lives.

  • Decalcify and activate the pineal gland (the seat of intuition) and expand our consciousness and awareness.

Proposed ICTS Supply Chain Review Regime: Devising a Roadmap 

A Non-CLE Program Proudly Presented by The Association of Women in International Trade (WIIT), and The ABA Section of International Law (ABA SIL)


On November 26, 2019, the US Department of Commerce ("Commerce") issued a highly anticipated proposed rule with proposed regulations to implement Executive Order 13873, “Securing the Information and Communications Technology and Services Supply Chain." The executive order gives the Secretary of Commerce unprecedented authority to prevent or modify transactions involving information and communications technology and services (“ICTS”) originating in countries designated as “foreign adversaries” which pose an undue risk to critical infrastructure or the digital economy in the United States, or an unacceptable risk to US national security or the safety of United States persons. Any transaction in any industry that is ongoing as of, or was initiated on or after, May 15, 2019, can be reviewed on a case-by-case basis and there is no mechanism by which a company may seek to clear transactions in advance. The proposed regulations in the current form will likely create substantial uncertainty for the U.S. and global companies that engage in ICTS transactions, potentially endangering deals.
 
Commerce received a significant number of public comments on the proposed rule. During this program, we will hear from a panel of speakers representing trade associations and companies that submitted comments. We will discuss the roadmap outlined in the proposed regulations, the challenges for U.S. and global companies, and the solutions presented by the speakers in their comments.

WIIT President Elect Andrea Durkin was featured on the Trade Matters podcast from the Clayton Yeutter Institute at the University
of Nebraska. She discusses the U.S.-China Phase One deal, explaining why she believes it is an example of U.S. leadership at its best and how it may help U.S. agriculture over the long term. She also discusses the lesser-known joint effort of the U.S., EU, and Japan to tackle industrial subsidies to state-owned enterprises—a problem at the heart of the U.S.-China dispute—and highlights a trade issue that she believes should get more attention in 2020 and beyond. 1/3 of exports to Latin America flow through Florida and 39% of Florida exports flow to free trade partners. On Wednesday, January 29, WIIT in partnership with Florida House on Capitol Hill co-hosted a trade talk titled, “Perspectives From Ana M. Guevara, Deputy Assistant Secretary for U.S. Field Operations, US Department of Commerce.” The trade talk focused on the important role of Florida in global trade, with a emphasis on Latin America. Ms. Guevara also discussed USMCA and the importance of women owned businesses in the global economy.   

 
 
UK Views on the Brexit, Trade Deal with the U.S., and Implications for Agriculture: A Roundtable with Ceri Morgan, UK Deputy Director for Global Trade 
   
    
 
WIIT and the Washington Agricultural Roundtable hosted a well-attended panel discussion with the Ceri Morgan, UK Deputy Director for Global Trade Negotiations in the Department of Environment, Food and Rural Affairs, on January 19th at the British Embassy. Morgan provide insightful remarks on several key and timely issues. Morgan discussed the potential impacts of Brexit on the UK food and agriculture sector as the UK begins negotiations with the EU that will define the future of the relationship including through a free trade-agreement. Morgan also offered insights on the upcoming U.S.-UK trade negotiations which are expected to begin later this year. Morgan’s remarks were well timed—taking place the day after the Parliament voted to leave the EU effective January 31st.  Morgan’s remarks and the following Q&A session was moderated by Archer Daniels Midland Company’s Senior Director for International Government Relations, Lorraine Riffle Hawley.  Morgan was visiting the U.S. as a part of a multi-state visit designed to bolster U.S.-UK agriculture trade ties and to enhance bilateral partnership on efforts that can improve opportunities for farmers, food manufacturers and agriculture producers in both countries.
