Fremont's Temporary Housing Navigation Center
On September 10, 2019, in response to the growing homeless crisis, the Fremont City Council unanimously approved the rear parking lot of Fremont City Hall for the location of the temporary Housing Navigation Center (HNC). Approximately 56 parking spots in the rear parking lot of City Hall, 3300 Capitol Avenue, will be temporarily repurposed and developed to accommodate the HNC. The HNC will operate for an initial three years with an option to extend for two additional years. The Center will accommodate 45 unsheltered community members who can stay up to six months while they are supported and focused on finding permanent and stable housing.
Construction of the HNC will begin the week of February 17, 2020, and is anticipated to continue through July 2020. Parking will be restricted within the footprint of the HNC starting on Monday, February 17, 2020, onward. In addition, 10 parking spaces along the south edge of the parking lot, adjacent to 39180 Liberty Street, will be restricted during the duration of construction. The City invites community members to join us in addressing the homeless crisis and support the HNC through monetary or in-kind donations. To date, the City has received $22,000 in donations and many in-kind contributions. The City will also host volunteer service days in late spring 2020.

Energy Consulting Program for Multifamily Properties
All-electric construction is on the rise, and East Bay Community Energy (EBCE) wants to help multifamily properties be part of the movement!
EBCE, Fremont's electricity provider, has contracted with the Association for Energy Affordability (AEA) to provide assistance for high-rise (4+ story) multifamily projects interested in voluntarily going all-electric. AEA has extensive energy consulting experience on all-electric buildings, including both new construction and retrofits, and can offer assistance with the following:
- RFQs and RFPs – AEA can help developers develop Requests for Qualifications/Proposals to help identify sub-consultants and contractors with all-electric experience.
- Gap Analysis – AEA can work with design teams to perform gap analysis of major and minor hurdles to achieving all-electric design so the teams can begin addressing each issue systematically.
- Design Charrette – AEA can facilitate detailed all-electric strategy and design charrettes to help design teams develop holistic approaches to building systems electrification and break down silos.
- Equipment Options Analysis – All-electric equipment options may be unfamiliar to some design teams, and AEA can help identify options and help teams consider the advantages and disadvantages of different approaches.
- Equipment Manufacturer Coordination – While not intended to replace close engineer coordination with equipment manufacturers, AEA can connect design teams with manufacturers of all-electric equipment to facilitate design review and assistance from manufacturer representatives.
- Equipment Review – AEA can help review electric (heat pump) water heating systems, electric space heating systems, and electric cooking systems for feasibility and performance and suggest approaches for improved performance.
Given the increase in the interest for all-electric construction, this assistance offers a great opportunity to get ahead of the curve and learn what technologies work in these buildings and how to model their performance for Title 24 approvals.

Calls for Artists
Calling all eco-friendly artists! This year, Earth Day 2020 marks the 50th anniversary of the largest environmental movement in the world. To celebrate, East Bay Community Energy, Fremont's electricity provider, is inviting artists to submit Earth Day inspired art for buttons and posters that will be distributed at different Earth Day events this April, including the annual Fremont Earth Day event on Saturday, April 18 at Washington Hospital. Each selected design will also receive $500. Find more information and apply. The deadline to apply is Sunday, March 1.
Calling all professional artists! The City is seeking artist proposals for the commission of an innovative and permanent public art installation for a new outdoor plaza, Urban Plaza, in Fremont’s Warm Springs Innovation District. The call is open to all professional artists nationwide. The maximum budget for this project—including design, fabrication, and installation—is $320,000.
