Bad Timing: Legislators Talk About New Transportation Funding Plan as Low-Carbon Fuel Standard Looms
The Senate Transportation Committee held a work session this week on Forward Washington, a $17-$19 billion transportation package that pairs new revenues with investments in the state's transportation network. 

Carbon taxes, a cap and invest program, gas tax increases and other fees are among several ideas being discussed. 

Washington employers recognize the need for continued investments in transportation infrastructure, and are "generally positive" toward the proposal, AWB's Mike Ennis told the committee.

But Ennis testified in opposition to the measure.

"The business community believes there is a correlation with infrastructure and economic development," Ennis said. "There is a return on our investment…But with the prospect of a low-carbon fuel standard hanging over our heads, we cannot support a transportation package at this time."

The low-carbon fuel standard could raise the price of gas by 57 cents per gallon, and the price of diesel 63 cents per gallon. The most recent bill that passed the House does not invest in roads and bridges, and provides minimal reductions in greenhouse gas emissions. AWB is opposed to the measure.

The committee has released a side-by-side summary of three Forward Washington proposals, which include revenue sources and where the money would be spent.

Chamber Leaders: Contact Senators, Oppose Low-Carbon Fuel Standard
Help spread the word about the high cost and low benefit of a low-carbon fuel standard that recently passed the House of Representatives.

Contact your state senator to voice your concerns, and please share this with your members.

The bill has been referred to the Senate Environment, Energy and Technology Committee. No hearing has been scheduled, but now is the time to connect with your state senator and tell them why this bill would harm businesses.

An LCFS is estimated to raise the price of gasoline up to 57 cents per gallon, and the price of diesel up to 63 cents per gallon. Virtually none of the money from this new mandate would go to fix Washington roads or transportation networks. And the measure will do little to reduce greenhouse gas emissions.
