Progress on Meeting the July 1, 2025 Deadline

RiverRenew achieved a major milestone with the issuance of the Tunnel System Project Request for Proposal (RFP) Documents to the shortlisted Design-Build Teams on February 11. This milestone is critical to meeting RiverRenew's schedule, one of the most accelerated of its kind in the United States for combined sewer remediation projects. Shortlisted Design-Build Teams were selected based on their experience and qualifications on similar projects and have been invited to submit proposals as the second step of the procurement process. Upcoming opportunities for the community to engage with RiverRenew: 
  • February 27: Join us at AlexRenew (1800 Limerick Street) for the next City Council/AlexRenew CSO Workgroup Meeting from 5:00 p.m. - 7:00 p.m.
  • February 28: Stop by our next pop-up event at the Eisenhower Metro Station to meet the outreach team and learn more about the project. We'll have coffee and snacks for you to enjoy and some treats for your pups, as well!

Program Update

Funding the Largest Infrastructure Project in the History of Alexandria 
 

To assist in funding RiverRenew, AlexRenew is pursuing alternative funding sources to help minimize the financial burden to ratepayers. In April 2019, the Virginia General Assembly authorized a $25 million bond to support RiverRenew. An additional funding request of $65 million was incorporated as part of the Governor's 2021 legislative package to the General Assembly. The majority of RiverRenew's funding will come through loans secured by AlexRenew through the Virginia Clean Water Revolving Loan Fund and the EPA's Water Infrastructure Finance and Innovation Act (WIFIA).

In August 2019, construction kicked off at AlexRenew's 35-acre Water Resource Recovery Facility (WRRF) to pave the way for the RiverRenew Tunnel System Project. To minimize impacts on the community, AlexRenew will serve as the main hub of construction for the Tunnel System project. Watch the video below to see our current construction team in action!
