Get ready to rediscover beauty on your doorstep

Our tourism and hospitality leaders have been commended for their role in developing a new initiative aimed at driving the industry’s recovery from the impact of COVID-19.

Led by Council, the ‘MEA Hospitality and Tourism Recovery Task Group’ – which includes Tourism NI, Tourism Ireland, the Northern Ireland Hotels Federation and a number of key businesses – are working together to deliver a recovery plan to restore and sustain industry growth.
The Task Group is already working to establish a range of practical support interventions focused on delivering solutions to the immediate needs of local businesses in the borough. 

This will be underpinned by a bespoke, phased marketing and communications plan that will target specific market segments such as ‘staycations’, day-trippers and visitors from GB and ROI, aligned to evolving government guidance.

Accommodation providers, eateries and attractions across Mid and East Antrim are preparing to welcome visitors again with all necessary safety measures implemented.  More details coming soon!  #RediscoverMEA

Wondering if your business can reopen yet?
Retail and outdoor facilities are up and running and the Economy Minister has now announced the acceleration of the re-opening of the tourism and hospitality sector as follows:     
  • Caravan parks, self-catering tourist accommodation and camping sites can re-open on 26 June.
  • Other tourist accommodation can re-open from 3 July.
  • Additional sectors of the tourism and hospitality industry can re-open from 3 July – including cafes, restaurants and coffee shops.
  • Public houses and bars will be permitted to re-open from 3 July for the purposes of selling food and alcohol on a table service basis. Public houses and bars with outside spaces, such as beer gardens, can use these spaces to serve alcohol on a table service basis.
  • These relaxations also apply to hotel restaurants, bars and outdoor areas. However, spas and leisure facilities at hotels will not be permitted to open at this stage.
  • Visitor attractions can also open from 3 July.


The full timeline for businesses opening can be found here.  These conditional dates are based on the Northern Ireland Executive's ongoing assessment of the control of the transmission rate of COVID-19 and are subject to change.

Whilst we await Northern Ireland industry guidelines, which are due in the next few days, Failte Ireland has produced industry guidelines for each sector, which could help you kick start your risk assessment. Other useful documents for industry re-opening have also been published by Visit BritainHospitality Ulster and Northern Ireland Hotels Federation.

Have your say on plans for tourism recovery
Tourism NI have shared updates on the Tourism Recovery Working Group and outlined how to engage with the Task and Finish Groups. 

They want to ensure that all businesses and stakeholders underpinning the Northern Ireland tourism industry have the opportunity to inform and influence planning and preparations for recovery.
Their new industry engagement platform is available to share updates on the work of the Working Group and to engage with wider industry through discussion forums and surveys. Click here for platform.

Tourism NI recovery campaign kicks off 

Tourism NI is providing industry support to help tourism businesses recover from the impact of COVID-19. It will deliver a range of digital and other advertising.

The Northern Ireland Hotels Federation will assist the industry in supporting this activity and securing direct business.
This campaign is a development of the successful Republic of Ireland campaigns run over the last few years but with some important differences:
•    Funding is now 75%;
•    It covers N. Ireland and ROI; and
•    It is open to self-catering, B&Bs, hotels, attractions and more as long as you are at least 3-star graded.

There are two phases with closing dates of 30 June and 31 July respectively and up to £5K of funding available for every applicant. Click here for further details.  
Town centres plan for recovery 
A Town Centre Recovery Group has been established in Mid and East Antrim. The group, which is chaired by the Chief Executive of Mid and East Antrim Borough Council, consists of partners from the 3 main towns, Carrickfergus, Ballymena and Larne. The group is supported by representatives from statutory organisations including DfC, DfI & PSNI. 

Engagement and actions within the group to date have largely been focused on supporting and assisting businesses to re-open safely.  The task group will continue to meet and support the local business community in the coming months.  E: amplify@midandeastantrim.gov.uk

Source your PPE & social distancing products
Mid and East Antrim Borough Council, with the support of Invest NI, have been working to adapt the existing BuySupplyNI portal which services the manufacturing industry, to provide a means to match buyers with local suppliers throughout N. Ireland to access products needed to return to work safely.
 
The site now features a dedicated COVID-19 supplies section for suppliers and buyers across all industry sectors to register for free and upload the products they can supply or detail the products they require. This is a NI-wide initiative and with participation from Northern Ireland companies it can be developed to fill the current and growing need for PPE and other social distancing supplies during the pandemic. Get help with digital skills and innovation 
Do you need help with your digital marketing or online retail activities?

The Council's digital skills and innovation programme is open to micro tourism businesses in the borough. The support includes 10 hours 1:1 mentoring support and a digital action plan.
Specialist mentors will cover: digital marketing, web development, e-commerce, social media strategies, AI, product development, productivity, collaboration and virtual hosting / customer engagement. For further information email:

HOMEFEST -  'Camp Dalfest at Home'

CAMP DALFEST, which attracts in excess of 30,000 people every year to the grounds of Glenarm Castle, may have been cancelled this year but you can still be part of HOMEFEST 'Camp Dalfest at Home' this July and enjoy an action packed festival programme in the comfort and safety of your own home.

Camp Dalfest will go live on the morning of Saturday 18 July running a full day of entertainment online, some pre-recorded and some live. That evening, there will also be a fireworks display against the backdrop of Glenarm Castle. Those taking part can hire a luxury glamping tent, at a reduced price, which will be erected for them, and order a range of packs including BBQ, breakfast, drinks, pizza kits and party packs, which include bunting, fairy lights and merchandise.

Meet the Buyer 2020 goes virtual 

Meet the Buyer, the flagship business to business networking event, which was due to take place in March has been rescheduled to take place virtually between the 28 and 31 July 2020.

Northern Ireland tourism businesses that were originally registered for the March Meet the Buyer will be invited to participate in this postponed event. 

Organised by Tourism NI, in partnership with Tourism Ireland, this valuable sales platform will see local tourism businesses and buyers from overseas markets engage in one-to-one pre-scheduled video appointments through ‘Converve’, the appointment match making platform.

Apart from securing future bookings, the event will allow local industry to create valuable business connections and showcase what’s available in Northern Ireland for future programmes or itineraries.

Bellahill Cookery bake along
Zoom in with Arlene Thompson at Bellahill Cookery kitchen and have some fun baking. Arlene will guide you step by step through each recipe, as you bake along with her, in your own kitchen. Planning for a pavement café?

The Licensing of Pavement Cafés legislation normally requires business owners to have a pavement cafe licence permitting them to place tables and chairs on a public footpath. 

Mid and East Antrim Borough Council is keen to support our local hospitality businesses in preparation for easing of the COVID-19 lockdown restrictions by temporarily relaxing controls in relation to pavement café licence requirements, as some businesses may wish to consider increasing the amount of seating space they have outdoors to address social distancing.

Council will however still need to ensure that any new pavement café areas being set up are safe, both in terms of social distancing and to allow pedestrians enough space to safely use the footpaths to move around our town centres.

Due to space restrictions some pavements outside premises may simply not be an option. However, Council are keen for our businesses to use public spaces within our town centres to facilitate street cafés and additional outdoor seating space.

Staff from Mid and East Antrim Borough Council 's Arts and Culture Service are providing a virtual service for local people to enjoy arts and heritage. Look out for new digital activities over the summer. Check out MEArts at Home from Monday 15 June. An Exploring Your Roots theme features on Heritage Tuesdays in June. There will be lots of ideas on how to signpost and encourage your visitors to find out more about their family roots in Mid and East Antrim.

Since social distancing has made it difficult for weddings to take place this year, Glenarm Castle has had many requests from couples wanting to hold their outdoor ceremonies at the estate.

As part of that offering you can stay over in the Ocean View Pods - now that's something a little different for the bride and groom, and their guests!  Just a meander from the coast, you’re within reach of spectacular scenery and attractions. The pods open for certain from 10 July, and after recent announcements are reviewing if they will open earlier in July, so watch this space. In light of the devastating impact of the COVID-19 crisis, Ireland's Association for Adventure Tourism (IAAT) is inviting activity businesses to join them and be part of the recovery for the adventure sector.  Check out membership requirements and eligibility criteria here.

IAAT membership fees are currently suspended, so there is no cost to join and no commitment required to remain as a member after fees are re-introduced (date TBC).  You can join the 150+ members across the island of Ireland by completing the online form here.

Major private investment planned for borough
Glenarm

Council recently approved the sale of a development site within Glenarm to serve as a catalyst to breath new life into the area - boosting the local economy, increasing tourism and creating jobs.

The successful bidder has exciting and inspiring plans for the three plots, including the development of a 4* hotel and a cultural, heritage and community hub on the former quarry site. This will be complemented by the development of an Irish whiskey distillery, supported by a state-of-the-art visitor experience, at the former fish factory and Eglinton Yard sites.  For full story click here.
Larne

Mid and East Antrim Borough Council's planning department has approved a planning application for a new 24 bedroom boutique hotel in Larne which will be a major boost to the area's tourism industry. 

The 'Inver River Hotel' will have 24 bedrooms, a traditional bar with food, drink and entertainment, a relaxing restaurant offering fresh, locally sourced produce and banqueting and event space for up to 220 people. Its opening will create 38 new jobs and bring regeneration to the Riverdale area of the town.  For full story click here.
Changes to COVID-19 support measures
The Coronavirus Job Retention Scheme (CJRS) will change from 1 July until the grant closes on 31 October 2020 including changes to the government contribution, required employer contribution and amount employee receives.  Full details and key dates can be found here.

The Self-Employment Income Support Scheme (SEISS) has been extended. Applications for a second payment will open in August and will give eligible self-employed workers a final grant worth 70% of their average monthly trading profits for June, July and August.

Survey highlights importance of the outdoors
A recent survey conducted by Outdoor Recreation Northern Ireland, has highlighted a dramatic rise in the use of the outdoors during COVID-19 lockdown.

Nearly half (47%) of the population of Northern Ireland are spending more of their free time outdoors now, than they did this time last year and 51% expect to do more after lock down.  After lockdown people would most like to be able to visit local parks, the countryside and coast, to walk on off-road trails and to spend time with family and friends.  For more press report highlights click here or for full report click here.

Ballymena bears get back to business
In a sure sign that better days lie ahead, the giant Ballymena Bears, made entirely of miniature shrubs and plants, will soon be back on display at key locations in Ballymena.  Last year, the Ballymena Business Improvement District, in partnership with Council, unveiled these special bears to attract shoppers and visitors to the town, and they’ll be ready and waiting to greet our citizens and visitors once again. The bears have been glammed up for their return to public life, with a special tribute to our NHS and keyworker heroes who have been keeping us safe during the COVID-19 lockdown.

Exciting new retail opportunities in Whitehead

Since the 1970's the old art deco style cinema in Whitehead has been run by the Community Association as a social hub.
Thanks to funding from the Coastal Communities Fund and Council works began in October 2019 to create 3 new business units as well as modernising the takeaway, a new office for the centre and a welcome centre/community hub, featuring attractive landscaped frontage.

Improvements to toilet facilities for visitors
Larne Town Parks

Toilet facilities in Larne Town Parks are to be refurbished to the tune of £240,000 in one of the first steps of the Town Parks Concept Plan, which was developed through extensive public consultation.

Council recently approved the relocation and rebuild of a new fully accessible toilet block which will be located next to the car park.  It is expected works will be completed by early next year.  For full story click here.
Carnlough public toilets
Work started in early March to carry out improvements to both the male and female toilets. Temporary facilities have been installed to ensure services remain available to the public.  Unfortunately due to the COVID-19 shutdown, these works are now not expected to be completed until the end of August 2020.
COVID-19 recovery planning guidance from VSG

The Visitor Safety Group has developed free guidance which seeks to cover the key areas all landowners and countryside managers will need to consider and assess when re-opening and managing outdoor public access sites / attractions and associated indoor spaces during COVID-19.

This has been endorsed by the Outdoor Recreation Network but must also be underpinned by the regulations, guidance and advice from the Northern Ireland Executive.

Funding boost for presidential cottage

The Ulster-Scots Agency has confirmed funding of £50,000, for interpretation at the Andrew Jackson Cottage.
This funding has been agreed with the Department for Communities within this financial year. Council officers have met with the Agency and designers to progress.  Efforts are already underway to highlight Mid and East Antrim's Ulster-Scots culture and to make the current heritage offering more attractive to tour operators and international visitors.

Carrier bag levy generates environmental funds 

Environment Minister Edwin Poots announced that 24 environmental projects across Northern Ireland will share £2.2 million of monies generated by the carrier bag levy (introduced in April 2013), with funding amounts ranging from £6,746 to £257,468.

The Environment Fund 2020/21 uses the proceeds of the carrier bag levy to enable not-for-profit organisations and councils to deliver key environmental outcomes across Northern Ireland. For full story including organisations receiving funding click here.
Whitehead Railway Museum moves on 
Whilst Whitehead Railway Museum has been closed their Curatorial Committee has produced an entertaining five-minute video to mark the 50th anniversary of the end of steam on Northern Ireland railways.
 
The last big operation involved steam-hauled spoil trains running daily from Magheramorne to Belfast, between 1967 and May 1970.  This was to transport stone, used to reclaim land on the lough shore – and to create the foundations for the busy 10-lane M2 motorway from Belfast that we use today. A commemorative final train – the 7,600th spoil train - was operated on 2 May 1970. The completion of the spoil train contract brought the curtain down on regular main line steam operations in the British Isles.
 
No. 4 was one of the locomotives which hauled that train and before COVID-19 closure, could often be seen out on the main line by visitors to the museum. 
Rates relief for tourism and hospitality sector 
An unprecedented £213m rates support package for businesses has been announced, building on March's £100m scheme, which gave all businesses a three month rates holiday.

The new scheme, developed with independent analysis from the Ulster University Economic Policy Centre, will see the sectors hardest hit by the pandemic pay no rates for the full financial year up until 31 March 2021.

This rates support package includes:
  • 100% relief for hospitality, tourism, leisure and retail properties (with exception of retail food stores over 300m² and off-licences) to 31 March 2021 - £175m;
  • 100% business rates holiday for all properties for a further 1 month to end of July (excluding public sector and utilities) - £34.5m;
  • 100% rates relief for Belfast City, Belfast International and City of Derry airports until 31 March 2021 - £2.2m; and
  • 100% rates relief for childcare business until 31 March 2021-£1.4m.
Golf swings back into action
Golfers across Mid and East Antrim have been getting back into the swing of things since courses reopened to members on 20 May.

Last year was an extraordinary year of golf with the ISPS Handa World Invitational, presented by Modest! Golf, being held in the borough. Despite this year's prestigious event being cancelled, golfers have been getting back to the tee boxes in their droves and enjoying the borough’s excellent golf courses, which are now in tip top condition.

The Golf Union of Ireland (GUI) have issued a Phase 2 guideline for NI golf which will enable fourball groups and member visitors. Check it out here.

Hospitality news update 
GUINNESS has partnered with digital platform anyExcuse to provide all licensed trade outlets with free usage of table booking, table service and click & collect services for six months, valued at €1,200 / £1,080 per business.

A tender for a drive-through McDonald’s restaurant at the former ramp lorry car park in Larne was successful in a recent development brief bidding process.

Sadly Granny Shaw's Fudge Factory has now left their first home at Glenarm Castle but are opening a new shop in Ballymena town centre within the next few weeks.

Food Standards Agency in Northern Ireland has published new guidance for food businesses looking to operate during the COVID-19 pandemic. The guidance offers practical information and advice to help employers, employees and the self-employed understand how to work safely in the food sector, specifically: farming and agriculture; food manufacturers and restaurants and takeaways.  Read the guidance in full here.

Have your say on key issues
Community multi-use trail 
Council are working in partnership with Outdoor Recreation NI to develop a multi-use community trail in Bracknamuckley Wood, Portglenone. Initial designs have been developed and Council wants to hear your views. For full information and to access the public consultation questionnaire and proposed designs, email the Council's outdoor recreation team. Consultation period closes Tuesday 18 August 2020.

Business skills shortages

The Migration Advisory Committee is asking N. Ireland businesses to share their recruitment experiences as part of a review of the shortage occupation lists. Whether an occupation is in shortage will be one of the key factors for which a migrant will be able to score tradeable points under the proposed new points-based immigration system. Closing date for submissions is 24 June 2020.  For full details click here.

NITA’s Tourism Recovery Survey
As we enter the recovery phase, and start to build a stronger, sustainable and more resilient industry, The Northern Ireland Tourism Alliance, wants to continue to provide a strong and reflective voice for the industry, and are asking trade to complete their survey.  Results will not be attributed to individuals but used as a consolidated response to inform their strategy and reinforce lobbying efforts going forward. Belfast International Airport resumed its first passenger flight on Monday 15 June.

A new Park and Ride in Carrickfergus has been approved alongside the development of the railway station at Trooperslane to encourage greater use of the railway to commute in and out of Belfast and further afield.

‘Heritage Digital’ is a new initiative aiming to increase the amount of free digital skills training and support available to heritage organisations across the UK. A training programme is being created to respond to sector needs, consisting of digital comms, digital strategy, digital rights and digital tech. It’s supported by The National Lottery Heritage Fund under the Digital Skills for Heritage initiative.  The project portal will launch in late June; sign up to be kept informed here.

Northern Ireland Chest Heart and Stroke is now recruiting businesses for a free workplace health and wellbeing programme, funded by the Public Health Agency. ‘Well Team’ aims to improve the health and wellbeing of employees through the development of a 3 year action plan tailored to employee need.

The COVID-19 Charities Fund
A £15.5m fund to support the charity sector during the COVID-19 crisis opened on Monday 15 June 2020.  It provides grant awards to meet unavoidable costs for charities which have exhausted all other avenues of support and are facing imminent closure.  The programme is administered by the The National Lottery Community Fund Northern Ireland.
