CSAC Officials Travel to Washington, D.C.; Attend Series of Meetings on Key County Priorities
CSAC leaders traveled to the nation’s capital late last week to promote the association’s federal policy priorities. Led by President and Orange County Supervisor Lisa Bartlett, CSAC’s Officers, along with association staff, met with members of Congress and Trump administration officials as part of a packed lobbying itinerary. The Officers subsequently attended the National Association of Counties’ (NACo) Legislative Conference, which brings together elected and appointed officials from all over the United States.
 
This year, CSAC’s leadership team focused its advocacy efforts on two of the association’s major legislative priorities -- homelessness and resiliency. Among others, CSAC met with Representatives Juan Vargas (D-CA), Katie Porter (D-CA), and staff to Representative Brad Sherman (D-CA); all three of the aforementioned members serve on the committee with primary jurisdiction over homelessness and housing legislation. The group also met with Representative Jimmy Gomez, (D-CA), a key member of the Congressional Homelessness Caucus, as well as staff to House Speaker Nancy Pelosi (D-CA).

California Counties Working Around the Clock on COVID-19

Counties are working around the clock to identify and respond to the spread of the novel coronavirus in California. Federal, state, and local governments and departments have closely monitored the developments of the novel coronavirus, dubbed COVID-19 by the World Health Organization.

CSAC, along with the County Health Executives Association of California (CHEAC), sent a letter to Governor Newsom last Friday, February 28 detailing the critical efforts of local health departments to protect the health of local communities. These efforts include contact investigations, tracing any individual’s whereabouts, notifying any individuals that may have been in close contact, and conducting the necessary laboratory testing and/or follow-up include education on preventative measures.

Counties Reap Mixed Results on Ballot Measures
Counties from Trinity to San Diego had measures on the ballot this week, some placed there by the Board of Supervisors, some by initiative, and two by referendum. Across the 58 counties, the March 3 ballot featured 13 questions about taxes, two bonds, five measures to expand or limit development, and a handful of others. The results across the board were notably mixed.

Humboldt County has taken its code enforcement of illegal cannabis grows to new heights – thousands of miles above the Earth to be exact. It’s a state-of-the-art strategy being employed by the County Planning and Building Department to identify unpermitted cannabis cultivations. Now instead of sending staff into the depths of the 4,000-square-mile county to come across grows that are not in compliance, all it takes is a click of the mouse to review current satellite footage.
Humboldt County Takes Code Enforcement of Cannabis to New Heights
Illegal cannabis grows are nothing new to Humboldt County. It’s estimated that at the time of legalization in 2016 there were more than 15,000 cultivation sites on 6,000 parcels.  Despite the legalization of cannabis, there are still an enormous number of illegal grows taking place. And that means cultivations that are not in compliance and causing significant environmental impacts.

CSAC Provides Testimony at Legislative Wildfire Mitigation and PSPS Oversight Hearing
The Assembly Utilities and Energy Committee held an informational oversight hearing Thursday regarding Investor Owned Utility (IOUs) Wildfire Mitigation Plans and Public Safety Power Shutdowns. During the hearing San Diego Gas & Electric, Southern California Edison and Pacific Gas & Electric provided detailed descriptions and updates about their wildfire mitigation plans and Public Safety Power Shutdown procedures.

Available Now – SB 2 Permanent Local Housing Funding NOFA
The California Department of Housing and Community Development (HCD) has released the Permanent Local Housing Allocation (PLHA) Program entitlement and non-entitlement Local Government Formula Component Notice of Funding Availability  (NOFA) for approximately $195 million and the PLHA Formula Allocation Application.

The Pretrial Reform and Operations Workgroup will host public comment sessions on the use of pretrial risk assessment tools to further its mission of reviewing and identifying next steps for reforms to California’s system of pretrial release and detention.

BSCC Hearings Set on Jail Inspections, Regulation Revisions
The Board of State and Community Corrections (BSCC) has set the dates for three statewide listening sessions so that members of the public can give comments on separate but related topics: the agency’s efforts to improve jail inspections and the biennial update of the adult regulations governing jail operations.

Do You Know? Calaveras County
Calaveras County gets its name from the Calaveras River. The word calaveras itself means skulls in Spanish. The river was reportedly so designated by an early explorer who found numerous skulls on the river banks. The County boasts the longest continuously operated tourist facility in California- Big Trees State Park. It's home to the “Discovery Tree” or “Big Stump," a Sierra redwood first noted by Augustus T. Dowd in 1852.
