Coronavirus Disease 2019 (COVID-19)
What You Need to Know 
The Mayor's Office of Homeless Services (MOHS) recognizes that recent news reports regarding COVID-19 (coronavirus disease 2019) may be causing growing concern about the possible spread of the virus to our region and how it may impact homeless services delivery.

MOHS  is in contact with Baltimore City Health Department (BCHD), and the City of Baltimore is monitoring the situation and ready to implement any guidance that will come from local and national health officials.

As the homeless services field prepares for a potential coronavirus outbreak, we encourage partners and community members to continue to practice healthy habits during the cold and flu season, as these steps remain the best known defense against coronavirus, flu, and other communicable diseases.

Mayor Young Launches
Text-to-Give
 Campaign
On March 4th, Mayor Bernard C. “Jack” Young joined Jerrianne Anthony, Director for the Mayor’s Office of Homeless Services (MOHS) to launch The Journey Home’s Text-to-Give Campaign, a  new initiative that aims to support Baltimore City's Action Plan on Homelessness. Text-to-Give is a fundraising method that allows people to donate to causes they care deeply about via text message. Read the full press release here. 
FUNDING OPPORTUNITIES
Emergency Shelter
Request for Proposals 

Application Deadline: April 9, 2020 at 5pm 
The Mayor’s Office of Homeless Services (MOHS) announces a request for proposal for the Emergency Homeless Shelter Grant to provide shelter services for persons experiencing homelessness within the City’s Continuum of Care. The emergency homeless shelter sites support persons experiencing homelessness to successfully transition back to housing stability. APPLY HERE.  
 

PRE-PROPOSAL CONFERENCE
In order to assist potential applicants, MOHS will host a free Pre-Proposal Conference on Tuesday, March 24, 2020 at 10:00 a.m. Participants are required to sign in at the entrance lobby.

FY 2021 Consolidated Funding Application RFP 
Application Deadline: Wednesday, March 25, 2020 / 12:00 pm EST
The Mayor’s Office of Homeless Services is requesting new and renewal project proposals from qualified organizations to provide services to individuals and families who are: (1) at-risk of homelessness, (2) currently homeless, and/or (3) living with HIV or AIDS.

Through the Consolidated Funding Application, programs may submit one application for funds and be considered for multiple eligible sources of funding that are administered by the Mayor’s Office of Homeless Services (MOHS).  While exact levels of available funds will not be known until early summer 2020, MOHS anticipates flat or slightly increased funding to be made available through the following federal and state sources:

  • U.S Department of Housing and Urban Development - Emergency Solutions Grant (ESG)
  • State of Maryland - Homeless Solutions Program
  • Baltimore City Department of Social Services
  • U.S Department of Housing and Urban Development - Housing Opportunities for Persons with AIDS/HIV (HOPWA)
  • Maryland Department of Health (MDH)  – State Special Funds

Programs receiving funding under this request for proposals will have a performance period of July 1, 2020 through June 30, 2021 (City Fiscal Year 2021).

UPCOMING EVENTS

Homeless Services Provider Fair
CALLING ALL NONPROFIT CHANGE MAKERS!!!

The Mayor's Office of Homeless Services (MOHS) is inviting nonprofit service providers and change makers to learn about Baltimore City's vision for addressing homelessness and upcoming funding opportunities. 

REGISTER TODAY and join us on Monday, March 16th at 9:00 am for a Homeless Services Provider Fair. Participants will learn more about the following:

  • Baltimore City's Action Plan and its specific goals to prevent and end homelessness
  • MOHS' vision for change in Baltimore City
  • Upcoming funding opportunities and application processes
  • Opportunities to collaborate
  • Efforts to prevent and end homelessness among youth and young adults

*Organizations that are not currently providing homeless services but are interested in joining the movement are strongly encouraged to participate.

REMINDERS

Continuum of Care (CoC) 2020 Meetings Dates

Please mark your calendar for this year's Continuum of Care (CoC) meetings. The next CoC meeting is scheduled for March 12th from 2pm to 4pm and the agenda is available here.
Meetings are scheduled quarterly on the 2nd Thursday of the month. Additional 2020 meeting dates are listed below:

June 11th: 2pm-4pm
September 10th: 2pm-4pm
December 10th: 2pm-4pm

Location: All meetings will be held at Our Daily Bread Employment Center, located at

Continuum of Care (CoC) Board Meeting Schedule

Quarterly Board meetings will be held on Thursdays from 2:00pm to 4:30pm and are open to the public to attend.

Sign-Up for Action Committees
Click here to read more about the Continuum of Care's progress on the Action Plan on Homelessness.  Members of the Continuum of Care are strongly encouraged to join the committees to help oversee the implementation of the Action Plan. Action Committees began launching in January to oversee efforts on each of the five key strategies of the Action Plan on Homelessness. More information about the Action Committees is available here.
