Message from the Chair


I want to thank you for everything each of you is doing during this challenging period. Many people are understandably anxious about COVID-19 and the unknowns that it poses. And yet, GVPT is doing a remarkable job rising to the challenge: from our staff who are continuing to serve our faculty and students; from the faculty rescheduling events, projects and moving their classes online, to our graduate students who are balancing their course work and teaching/research responsibilities. Message from the Director of Graduate Studies


These are challenging times for all and the already difficult balance for Ph.D. students to engage in their training and GA work has been made more complicated. Please reach out to me if you have any questions or concerns.

The Graduate School has a website for information related to changes designed to address COVID-19. Please see: https://gradschool.umd.edu/coronavirus. I would like to call your attention to counseling help and changes to graduation policy from the Graduate School's FAQs. You can reach the Graduate Academic Counselor at slivings@umd.eduFor Spring graduation, all final dissertations and supporting documents must be submitted by April 21, 2020. Students who submit by May 29, 2020 do not have to pay additional tuition or fees but will have a Summer graduation date. Students can graduate with the Ph.D. without paying Summer 2020 tuition if all materials are finalized and submitted by July 31, 2020, but they will have to register for 1 credit of 899. I strongly recommend you plan to register prior to June 1.

Until campus opens for in-person work again, dissertation defenses will take place remotely. Please ensure that your chair has filled out the form at https://umdsurvey.umd.edu/jfe/form/SV_6u24uoAOIJZJOGF .

Anyone who might need an extension either pre- (5 years to reach candidacy) or post-candidacy (9 total years to get the degree) should contact me as soon as possible. I expect the Graduate School to be very flexible but I also expect a large number of requests so the sooner we can submit the request the better.

Ric Uslaner
Edited Volume


His work, National Identity and Social Cohesion, co-edited with Nils Holtug (University of Copenhagen), is in progress for ECPR Press. Ric also co-edited, with Chong-Min Kim (University of Korea), Inequality and Democratic Politics in East Asia (Routledge, 2019). In this work, he wrote "Trust, Corruption, and Inequality."

Awarded for the best conference paper or journal article by a graduate student in the Department.

Winner of the Roger H. Davidson Award

Awarded for the best paper by a graduate student in the field of American Politics.

Zachary Scott
Winner of the Conley H. Dillon Award


Awarded to a doctoral candidate whose dissertation makes an original contribution to those fields and questions that occupied Professor Dillon throughout his career, in particular, intergovernmental relationships within the United States, American Government, or public policy in the U.S.

Margaret McWeeney
Winner of the James F. Hoobler Award


Awarded to a graduate student in the Department of Government and Politics at the University of Maryland at College Park interested in public policy and management.

Xiaonan Wang
