Trade facilitation in times of pandemic: practices from South and South West Asia

The world and regional economies have been hit hard by the COVID-19 crisis. The combined effects of the pandemic and global and national lockdowns have caused havoc in the countries of South and South-West Asia (SSWA), with their trade severely impacted. This paper investigates the subregion’s experience implementing trade facilitation measures in the times of COVID-19. The paper indicates that the SSWA countries have achieved remarkable progress in trade facilitation, especially as the COVID-19 crisis progressed. Although the policy responses in the initial months of the outbreak appeared to be fragmented and lacked coherence, countries in SSWA have shown convergence toward simplification of trade procedures, and enhanced transport and logistics and digital trade facilitation. While these measures have helped the SSWA countries secure supply of essential goods and services, some have simultaneously enforced stringent protection measures which represent a risk. The responses to the COVID-19 crisis suggest a greater scope of regional cooperation in the subregion. A cross-border regional protocol may strengthen the preparedness for future pandemics or similar disasters in future. As the current pandemic recedes, there are other opportunities such as in trade finance, cross-border e-commerce, and innovative application of emerging technologies, among others. Digitalizing the trade processes in SSWA, including by signing on to the Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific, would be the next step toward the needed paperless trade environment. The purpose of the workshop is to improve the knowledge and understanding of policy analysts and applied policy researchers in the Asia-Pacific region and beyond in evidence-based policymaking to facilitate the deepening of integration between Asia and LAC. The workshop will focus on the input-output approach for formulating supportive trade and industrial policy for international value chain development. The workshop will be held online. The structure of the workshop will alternate between live discussions and self-study sessions during which participants will be required to watch VDO lectures and complete assignments, including discussion questions and empirical exercises. The Need for WTO Reform: Where to Start in Governing World Trade?

The World Trade Organization (WTO) faces an existential crisis and its main functions are eroding. Its rulemaking function must be revised to govern the current trading environment. Its dispute settlement system, particularly the Appellate Body, has been deadlocked; the impasse must be resolved. Leading stakeholders have presented several reform proposals; however, the main challenge comes from systemic issues embedded in the geopolitical rivalry among major Group of Twenty (G20) members. The G20 represents a critical mass of world trade and must play a collective leadership role with deliberate dialogue in order to provide a coherent approach that identifies divisions and creates solutions. This policy brief provides recommendations for the initial steps that the G20 can take to support WTO reforms. More...

PEP Online Training Program: Applied Development Economics

In collaboration with Université Laval in Canada, the Partnership for Economic Policy (PEP) is offering four online distance-learning courses from January 11 to April 30, 2021.

Course 1:  Policy Impact Analysis
Course 2:  Computable General Equilibrium Modelling
Course 3:  Measuring and Alleviating Poverty and Inequality
NEW! Course 4:  Gender Analysis in Economic Policy Research

Upon the successful completion of each course, Université Laval will provide students with an electronic transcript. Université Laval will award a graduate microprogram certificate to students who complete three courses of their choice within a maximum of four years.

Winter School 2020

The Econometric Society, jointly with the Centre for Development Economics and the Department of Economics at the Delhi School of Economics, is now accepting contributed papers for the Delhi Winter School (WS2020) to be held from December 14 to December 17, 2020. Considering the ongoing uncertainty caused by the COVID pandemic, it is decided that the conference will be held fully online this year. 

Submission Procedure: The contributed paper submission process will remain open until October 15, 2020. Papers must be submitted electronically in pdf format through the Conference Maker website. A person may submit and present only one paper. However, a person may be a co-author of several papers submitted to the School. Early submissions are encouraged. Decisions will be conveyed by the first week of November.

 

2020 RIN Online Workshop Series on COVID-19

October 2020

The COVID-19 pandemic has caused health, economic, and social crises all over the world. Various emergency actions addressing these crises have been taken, but no one knows right now if these actions will be sufficient. It is more uncertain how we can reshape our societies while controlling the virus.

On this occasion, caretakers from four RIN institutes—SIIA, ANU, TDRI and IDE-JETRO—propose a new series of online workshops to our RIN fellows.

The goal of the workshops is to share our views/perspectives about the multifaceted impacts of COVID-19 on the Asia-Pacific region and recovery strategies.

 

We hope to make the workshops a casual forum for nurturing research collaboration among RIN institutes. More...
