Managing the impact of Novel Coronavirus (COVID-19) on supply chains

The Ministry acknowledges many of you are concerned by the possible impact of the Coronavirus outbreak on supply chains, programme timing and cost.

We recognise that Coronavirus is a significant global event and encourage you to check with your supply chains to proactively reduce any potential impact and to raise any issues with us as early as possible.

Our Capital Works delivery managers will be making contact with all project teams over the coming weeks to discuss any related issues you may be experiencing.

The Ministry's engagement of 10YPP consultants in 2020 

The Ministry has changed the way that 10 Year Property Plan (10YPP) consultants are selected to complete school 10YPPs. The contractual relationship of 10YPP consultants moved from schools to the Ministry last year. This year, the Ministry will again appoint, fund and manage the contracts of 10YPP consultants nationally for all schools which fall into the 2021/22 5YA funding cycle (1 July 2021 – 30 June 2026).

The decision to directly engage consultants followed two years of testing and we expect to continue to deliver the following benefits as part of this year’s Ministry engagement of consultants:
  • reduced administrative overhead and operational expenditure for both schools and suppliers
  • increased clarity for suppliers on the Ministry’s requirements for the timeliness, cost and quality of each 10YPP
  • increased opportunities for those suppliers who continually perform well
  • an improvement in the relationships between consultants, schools and the Ministry 
  • the ability to understand and incorporate consultant and school feedback into the 10YPP process. 
Previously, schools were offered the option to continue managing their own 10YPP contract. Now, all schools will have consultants engaged by the Ministry. There will be no option to opt-out. 

The Ministry will bundle schools in a way that is practical, efficient and manageable for contractors and will conduct a closed tender process with existing 10YPP panel consultants between March and July 2020.

Ministry of Education welcomes launch of the Construction Sector Accord Transformation Plan

The Construction Sector Transformation Plan was launched by the Minister of Building and Construction last month.

As one of the largest buyers of non-residential vertical infrastructure, we are proud to be a part of the Accord’s shared commitment between government and industry to transform the construction sector.

The Transformation Plan helps ensure everyone involved in the construction sector is working together for the shared goals for the sector and – most important for the Ministry of Education – that learners have quality learning environments that support equitable and excellent outcomes in education.

This Plan builds on the momentum of the Construction Sector Accord, launched in April last year. It delivers on the pledge made by government and sector leaders to work together develop an action plan that addresses the challenges and transform it into a high performing sector.

We are leading three beacon projects that feed in to the Transformation Plan and these will require working collaboratively with our suppliers, industry organisations and other Crown construction buyers.

Construction CoVE process underway

The Government has called for expressions of interest to set up a Centre of Vocational Excellence for the construction and infrastructure industries.

This CoVE will focus on making step-change improvements to construction-related vocational education that will help fix the industry’s long-standing skills challenges — including looking at new and disruptive technologies, practices and values.

NZ Infrastructure Commission publishes Lifting Our Gaze

The NZ Infrastructure Commission published the report Lifting our Gaze at the end of January.

EY was commissioned to explore the role of infrastructure investment as a catalyst for delivering wider public outcomes for New Zealand.

The report finds that consideration of broader social outcomes will require a concerted effort by Government procuring agencies, the construction industry and the wider infrastructure community. It also examines the shift in mindset required to consider infrastructure investment from a pan-Government perspective – including to challenge current Budget and business case processes.

The report is closely aligned with other Government and industry initiatives such as the revised Government Procurement Rules, the Construction Sector Accord and the Living Standards Framework, and is intended to foster conversations among agencies and across the industry about how to start putting these ideas into practice.
