As our community gradually begins the process of reopening and recovering from the impacts of COVID-19, the City will resume the Weekly Update in a slightly abbreviated format, but will continue the COVID-19 Updates as needed. 

COVID-19 Related Information

BEACH UPDATE: 
The Brevard County Board of County Commissioners voted to open County park beachfront parking (to include Cherie Down Park in the City of Cape Canaveral). At this time, public parking on City street ends remains closed in the City of Cape Canaveral. Stay tuned for updates!

Beachgoers must abide by Social Distancing (minimum 6 ft.). Social Gatherings of 10 or more people are prohibited. Please note: there are not restrictions in place for sunbathing or alcohol consumption. 

Additional City COVID-19 Updates:
  • A newly updated Tropical Cyclone Preparedness and Recovery Plan was distributed to all staff members. The updated document incorporates hurricane response and COVID-19 planning in preparation for the quickly approaching 2020 Atlantic Hurricane Season.
  • Staff is currently assessing and scoping the installation of Ultraviolet (UV)/Bi-Polar Ionization equipment within facility HVAC systems to disinfect air handlers and duct-work in preparation for an eventual reopening of facilities when appropriate and feasible.
  • City staff is actively developing a COVID-19 Reopening and Recovery Strategy document to map out a phased and safe reopening of City facilities and services.
  • City staff has ordered no contact thermometers in preparation for staff temperature checks upon an eventual reopening of facilities when appropriate and feasible.
  • Staff has ordered a mobile UV disinfection lamp used for new deep cleaning procedures of City facilities and fleet vehicles.
  • Leisure and Public Works Services staff installed Plexiglas barriers across previously unprotected receptionist areas in preparation for an eventual reopening of facilities when deemed appropriate and feasible.

Please note: The City of Cape Canaveral, in a proactive attempt to encourage social distancing, will continue to evaluate the cancellation or postponement of future events on a case-by-case basis. Please check our website or Facebook for cancellations.

  • Continued preparing and reviewing items and agenda for May 19, 2020 Regular Meeting.

City Elections

  • With the adoption of City Ordinance No. 02-2020, the official Qualifying Period for the November 3, 2020 City Election will now run from Noon on Monday, August 3, 2020 to Noon on Friday, August 14, 2020. The Election is for two City Council seats.
  • All registered voters who have been a City resident for at least one year prior to an upcoming election date are eligible to run. Please contact the City Clerk’s Office for important and critical information on City elections.

COVID-19 Remote Meetings and Other Items

  • City Clerk’s Office Staff continues to work remotely, handling day-to-day operations as well as attending/making use of online training opportunities.
  • In addition to working remotely, the City Clerk has also been handling a select number of duties on-site in a limited capacity, abiding by local, state and federal social distancing and PPE guidelines/recommendations.
  • Training sessions for transition to new financial software.
  • Informational discussion regarding potential electronic signature contractor.
  • ADA-compliant training options.
  • Records Management orientation for new Public Works employee.
  • Cross-training has begun and will continue between Administrative/Financial Services and the City Clerk’s Office Staff for Business Tax Receipt process sustainability.

  • Interim City Manager holds regular meetings with Emergency Operations Team.
  • Interim City Manager met with City Attorney and Community Development Director on Holiday Inn Vacation Club site plans.

Sustainability

Years in the Making!
On March 6, the City of Cape Canaveral was awarded a U.S. Green Building Council (USGBC) Award for "Most Successful Community Engagement." For a number of years, the City lacked a dedicated “center” or area where residents could gather for commerce, cultural, and leisurely activities. In 2018, the City Hall complex was completed after being a Council goal, and after numerous outreach sessions with the Community. With its centralized location, the complex is a walkable and bikeable area comprised of several municipal buildings, Zagster bikeshare, electric vehicle (EV) chargers, parks and pedestrian infrastructure that create a sense of place and offer public services. City Hall itself is LEED Silver equivalent and includes low-impact development, design, construction, and energy use standards that aim to make the building more sustainable. The result is a complex that contains the new City Hall building, adjacent plaza, Cape Canaveral Public Library, Brevard County Sheriff's Office, Rover’s Space (the City’s first ever dog park), a soon-to-be renovated cultural center (the old City Hall), and the City’s Leisure Services facility which encompasses a series of tennis and racquetball courts, open grass areas, and a mural commemorating the City’s relationship to space exploration.
 
This is a major accomplishment for City and Staff will continue to be forward-thinking as we pursue additional sustainable and resilience-related goals!

Exciting Announcement! 
The City of Cape Canaveral has established the Adopt-A-Mangrove Program to provide interested property owners with the opportunity to “adopt” Mangroves. This is a voluntary program that will assist with the planting and care of these important plants, which serve a critical role in the health and well-being of the Indian and Banana River Lagoon systems. Rules and guidelines must be met and followed by interested Mangrove “Adopters” who wish to partake in this volunteer community outreach initiative before planting on one’s property can begin. These guidelines are meant to ensure resident safety, City Code and state compliance and local environmental well-being. Not meeting any one of the following can result in the refusal of participation by City Staff. Please read the Adopt-A-Mangrove Program Guide for more information. Only those with properties that directly border the lagoon or a waterway connected to the lagoon are eligible for this program. 
Mangroves are a critical aspect of Florida’s marine ecosystems. Sometimes called the “kidneys of the coast,” Mangroves filter the water they are situated in and can maintain water quality that helps coral reefs and near shore sea grasses grow. Due to their dense root structures, Mangroves also help to stabilize coastlines by reducing shoreline erosion, decreasing incoming wave energy, minimizing storm surge heights and potentially providing a wind break. This program falls in line with the City’s goal of planting 300 new Mangroves on its lagoon shoreline within five years.

The City of Cape Canaveral has been nominated for Plug In America’s 2020 City EV Award in recognition of its efforts to support, enhance and adopt electric vehicles (EV) and their infrastructure; both for City operations and resident use. This nomination was supported by the Southern Alliance for Clean Energy (SACE), a non-profit, nonpartisan energy watchdog group based in the Southeastern United States that promotes responsible energy choices to ensure clean, safe and healthy communities. Plug In America is also a non-profit group whose mission is to accelerate the shift to plug-in vehicles through education and advocacy. They also host the annual National Drive Electric Week (NDEW), a week-long celebration of electric vehicles held around the country. Last year the City of Cape Canaveral hosted its first NDEW event with much success, attracting over 200 attendees and showcasing over 30 electric and plug-in hybrid vehicles.

The City currently has six public level-2 EV universal charging stations (with 12 charging ports) that are available to residents and visitors free of charge. Locations include the Cape Canaveral Library (two ports), at City of Cape Canaveral City Hall (six ports), Manatee Sanctuary Park (two ports), and Banana River Park (two ports).

The City has also begun to transition its vehicle fleet to all-electric or hybrid vehicles in an effort to reduce fuel consumption and emissions while increasing savings. To date, the City has one fully electric vehicle and three SUV hybrids. Each is projected to save the City thousands of dollars in fuel costs over their operational lifespans. Additional electrified vehicles will be added to the fleet where appropriate and feasible as older vehicles are retired. Besides the City’s public charging station network, an additional level-2 charging station containing one port has been installed for fleet specific usage at the Public Works Services Facility on Thurm Boulevard.

Public Works Services

  • Sidewalks are continuing to be installed on both sides of Pierce Avenue from SR A1A to Ridgewood Avenue.
  • Staff is removing and installing areas of sidewalks that have been compromised. This is an ongoing project throughout the City. 
  • Staff completed the construction of the west side of Wagner Park. The area consists of Florida native plants, a bench, pervious walk way and a shade structure.
  • The new bike racks are in!!!!! The new bike racks will be placed at the beginning of each crossover in the City. These are replacing the old stone bike racks.
  • STOP! Flashing red lights were installed on the north and southbound stop signs on the corners of Harbor Heights Boulevard, Oak Lane, and N. Atlantic Avenue. These lights were installed to increase the safety at this four way stop intersection.
  • Plexiglas was installed at the Leisure Services building to prepare for the reopening of the City. The City will be taking every precautionary step to bring safety to employees as well as residents.
  • City staff laid sod in areas of right-of-ways where there was little-to-no grass to enhance the aesthetics of the roadways. This is an ongoing project throughout the City.

Canaveral Fire Rescue

  1. Weekly virtual meeting with BCSO and Port Public Safety.
  2. Daily virtual meeting with the Port’s Unified Command.
  3. Virtual meetings with BCEM, Space Coast Fire Chiefs, Florida Department of Health and USCG.
  4. Lifeguards finished painting the tower and are replacing the signage.
  5. Personnel continued pressure washing Station 52.
  6. Personnel trained on and mounted our new Edraulics tools. These tools, also known as Jaws of Life, were received through a grant from Firehouse Subs.
  7. Continued procurement of PPE for personnel through various sources.
  8. Crews participated in a thank you parade for the staff of Cape Canaveral Hospital.
  9. Crews along with BCSO provided a drive-by birthday party for a young man.
  10. Fire Prevention continues to do plan reviews and are updating our new computer inspection program. Additionally, they continue to perform New Construction inspections and answer complaint calls.
  11. Personnel responded to 167 calls for emergency service in April; 145 were in the City. This week alone we responded to two structure fires and a high-angle rescue of a Trauma Alert patient. Working side-by-side with our great partners from Cocoa Beach, we were able to remove the severely injured patient from a bucket that was elevated approximately 35’ and was not able to be lowered.
  12. Proposal prepared for Charleston Fire District for LNG and Shipboard Firefighting classes. This training will be for Fire, Police, EMS and Harbor Masters. 
  13. Numerous Confined Space and Hot Work permits issued.
