Dear Briton in Europe,

Since we last wrote to you three weeks ago, a new and more pressing concern has arisen for Britons in Europe in the form of the COVID-19 outbreak.

Advising you about Coronavirus is well beyond our remit, but we have produced a list of websites (see below) for you to refer to. Perhaps we can also use the connections that have developed amongst us in our struggle for citizens' rights to help us get through this new challenge. One thing we have learnt is that facing uncertainty and dealing with anxiety is easier if done with others.

The new scenario might impact the time spans of the implementation of the Withdrawal Agreement for UK citizens as Member States focus their energies elsewhere. As always, British in Europe has been feeding into the process, both in Brussels and London.

On 4 March we presented a paper to the European Commission on their decision to prescribe a standard format for the new ID cards for Britons protected by the WA. Amongst other things, we pointed out that there is no provision for recording whether the holder is a permanent resident. Two days later, we sent the UK government our comments on the new support fund for Britons in Europe, something that we have been seeking from HMG since 2018. We  asked for more information about the groups selected to provide registration assistance for Britons. We stressed the need for effective monitoring mechanisms for the the seven organisations chosen to carry out this critically important role in Member States.

THE CORONAVIRUS OUTBREAK IN EUROPE

 

BiE has been watching the development of the COVID-19 (Coronavirus) outbreak across Europe with concern. We appreciate that members are worried and looking for advice and support as cases rise across the EU.

Introduction


How will country-based mitigation measures influence the course of the COVID-19 epidemic?

As an introduction you’ll find good general information on Coronavirus in an article from The Lancet, written in early March. It tries to answer a lot of the questions that we are all asking, such as the likely impact of the Italian mitigation and containment measures, the differences between ordinary flu, COVID-19 and SARS, how and when COVID-19 may be transmitted, and for how long people are infectious. It also considers whether warm weather will slow down the infection rate.
