COVID-19 Delay Action Plan

Dear Boater,

As the Chairman of ANT I would like to inform you that the ANT Directors have authorised the triggering of our ‘COVID 19 Delay Action Plan’.

As the COVID 19 situation escalates in the UK, and many organisations are triggering their action plans. As a tier 2 statutory responder we similarly are triggering our action plan which took effect as of 14th March 2020. This plan has been developed with advice from other responders and H&S professionals.

Effectively we are going to protect our volunteers and staff from the risk of exposure to COVID 19 while still trying to run our organisation, administering and maintaining the river. The details are as below.

Tier 2 Statutory Responder COVID 19 Delay Plan.

Effective 14th March until 30th June. (Extension to be considered during period)

  • The ANT Office and wharf is closed to the public. Notices are in place directing people to contact us via our website, phone or email.
  • Stratford Waterways Information Centre is closed to the public. Notices are in place directing people to contact us via our website, phone or email.
  • Tewkesbury Lock to open to boaters for the season on Saturday 21st March as planned with COVID 19 control measures in place as per government guidelines.
  • Tewkesbury lock will be closed to the public on foot.

  • Vulnerable people (paid staff & volunteers) as defined by government guidelines to be stood down from active duty.
  • Personnel who have any symptoms, been potentially exposed to COVID 19 or have COVID 19 to self-isolate as per the government guidelines.
  • All meetings and gatherings to be cancelled or postponed including the support of any festivals.
  • All operational meetings to be with 5 or less attendees, where possible virtual meetings undertaken using conference calls, skype, Microsoft Teams etc
  • All operational staff and volunteers to pass a ‘COVID 19 Personnel Risk Assessment’ before any works are authorised.
  • All operational tasks to pass a ‘COVID 19 Activity Risk Assessment’ before work is authorised.
  • All risk assessments, method statements and safe operating procedures to be updated to include COVID 19 measures.
  • All operational personnel (paid staff & volunteers) to be regularly trained, instructed and briefed in the latest government advice to limit personal exposure and risk of contracting COVID 19.

We appreciate that this is very frustrating, however we find ourselves in a very serious situation and we hope that you will all work with us to try to manage through this very difficult time. During these inconvenient but necessary actions that we need to take as an organisation, we intend to try and provide the best possible service to our boaters and continue with business as usual as best we can with reduced and constrained resources.

I hope you agree that the response is proportionate and measured. The Trust has a duty of care to all its staff and volunteers and we take this duty very seriously.

If you wish to discuss the situation or need clarification on the action plan, please do not hesitate to contact Clive our CE.

Regards

Jack Hegarty

Chairman
