Merridith, brings a wealth of experience and passion on addressing the issues of homelessness and supportive housing and looks forward to coordinating with all 19 Continua of Care in addressing your advocacy needs. She will be reaching out to all CoC Leads and Supportive Housing providers to introduce herself. Please welcome her and feel free to let her know your immediate needs.

COVID-19 UPDATES
 
Thank you to all who have been reaching out and responding to our requests for information. SHPA in cooperation with our partners have been working with the Department of Humans Services on regular basis communicating your ever changing needs and this crisis progresses. DHS and the Pritzker Administration have been taking a very proactive approach to addressing the issues you are facing and are responding as quickly as possible.

IDHS Secretary Hou, announced the following;
  • Balance of FY20 Contracts for Homeless Service providers will be distributed soon
    • This process has begun and please be sure to watch for any communications regarding potential information needed to process these payments. 
    •  
  • IDHS is making available $6M throughout the state to offer isolation housing for people experiencing homelessness through the local Continua of Care. 
    • IDHS has engaged with All Chicago to facilitate and coordinate the distribution of these funds to all 19 CoC's across the state of Illinois. Here is a message from All Chicago, however, should you have any questions please be sure to contact your local CoC lead. 
Message from All Chicago:
To ensure that all Illinoisans have a safe place to shelter during the COVID-19 emergency, the Illinois Department of Human Services (IDHS) is making $6 million available throughout the state for emergency lodging for people experiencing homelessness. CoCs throughout Illinois will access funding through All Chicago and work with local service providers to pay for solutions tailored to the unique needs of communities throughout the state.
 
Each CoC lead agency will be responsible for local prioritization of funds and will submit an application to All Chicago no later than 5pm on April 3rd. The CoC’s lead agencies in Illinois received email notification on March 27th. If the CoC’s lead agency did not receive the communication, please contact Elizabeth Perez at eperez@allchicago.org
 
For Chicago CoC: All Chicago has developed a simple application process to make private and state funds available as efficiently as possible. We will work closely with leaders across the city and state to monitor agency needs and guide the Chicago COVID-19 Homeless System Agency Emergency Fund toward system funding gaps.  Please find more detailed information and application instructions here.

  • IDHS will be increasing existing homeless service providers funding by 5% to increase capacity during this crisis. 
FY20 Homeless Service contractees will see a 5% increase to thier FY20 contracts. You should have received notice of request to submit a revised 2020 budget. If you have not done so please do so asap. If you have questions about the funding, how these funds can be uses, or believe that you will not be able to expend these funds please reach out to the appropriate program manager at IDHS as we want to make sure that these funds are going to be fully utilized as they are intended.  

SHPA will continue to work with IDHS Homeless Services to address all needs of supportive housing providers including those funded by the Division of Mental Health to which similar actions are being requested as well as suspension and/or delays of SFY21 renewal applications and reporting requirements during this crisis.

IDHS PARTNERS - Request from Secretary Hou;

I appreciate your support and hard work throughout this public health emergency. I am writing today with a brief request for your participation in an important survey.
 
In order to understand the acute needs for Personal Protective Equipment (PPE) among community-based organizations across the state, please consider completing this short survey before April 1. 
 
The survey is designed to more precisely understand statewide PPE needs. Please note that completing the survey, unfortunately, is not a guarantee that you will receive the supplies, and it is not a purchasing order.
 
As you fill out the survey, please give your best estimate of need over the next 30-90 days, accounting for both your organization’s staff and customer/client populations.

Message from IDHS:

As we all work to navigate the situation surrounding COVID-19, we at IDHS appreciate that Illinoisans are facing unprecedented challenges.  We understand that many agencies are working with less staff and/or having staff work from home in order to increase social distancing.  To support these efforts, we are changing the due date for Homeless Services (ETH, HP, and SHP) FY21 grant applications.
 
We strongly encourage you to submit your application components as soon as possible, but recognize that you may need additional time.  Therefore, the new due date for these applications is Thursday, April 9th, 2020. 

 
  • The current deadline of April 9 remains in place however, since this is not a NOFO there is some flexibility. If you believe that you will need some additional time please contact your respective program manager. 
 
Many IDHS staff will be working from home for the next two weeks, but we WILL still have access to email and voicemail.  Please do not hesitate to reach out to us if you have questions during this time.
