GOVERNOR’S EXECUTIVE ORDER AND CLINIC OPERATIONS
This Executive Order has created quite a bit of confusion when interpreted as inconsistent with your federal directive, as FQHCs and RHCs, to operate pursuant to emergency preparedness plans. Please know that by design, it is important that certified providers continue to operate as safety-net providers delivering essential health care services. The definition of what is and is not an essential health care service will require clinicians to use professional medical judgment. Wellness visits need to be postponed. The use of telehealth should be maximized. Clinicians should use their professional medical judgment and continue to deliver chronic care and disease management services as necessary. Immunizations should continue to be provided as needed. The same applies to MAT, behavioral health and enabling services. READ MORE

President Trump signed H.R. 6074, the “Coronavirus Preparedness and Response Supplemental Appropriations Act of 2020,” into law earlier this month, providing emergency supplemental funding in response to the coronavirus, also known as COVID-19. READ MORE
President Trump Expands Telehealth Benefits for Medicare Beneficiaries During COVID-19 Outbreak
On March 17, the Trump Administration announced expanded Medicare telehealth coverage that will enable beneficiaries to receive a wider range of health care services from their doctors without having to travel to a health care facility. Beginning on March 6, 2020, Medicare—administered by CMS—will temporarily pay clinicians to provide telehealth services for beneficiaries residing across the entire country. READ MORE
Gov. Beshear has issued an executive order to waive copays, deductibles, cost-sharing and diagnostic testing fees for private insurance and state employees and asked providers to expand their networks to patients that may go outside their normal providers. READ THE DECLARATION
The Kentucky Primary Care Association is strongly recommending that all of our dental clinics postpone all non-emergent care until April 6.
With growing concerns about COVID-19, a few states yesterday issued similar recommendations and we expect all states to follow, so in order to protect our dental staff and patients, we are being proactive and making this recommendation now for several reasons. READ MORE
Wage replacement for first responders and medical personnel.
Gov. Beshear announced effective immediately that Kentucky Employers’ Mutual Insurance (KEMI) will provide wage replacement benefits for first responders and medical personnel who have been quarantined for COVID-19 as a result of their increased risk of exposure in the course of their work.
