In North Carolina, there are currently 764 cases of COVID-19 in 61 counties.There have been three fatalities in NC associated with COVID-19 and there is now evidence of community wide spread in 31 of North Carolina’s 100 counties.
The Dare County Control Group met Friday morning to receive a briefing from public health officials and discuss further restrictions necessary to ensure the public health and safety of our community. As part of their continued response to the COVID-19 pandemic, additional restrictions have been added to the State of Emergency Declaration that is currently in effect. The “Stay Home - Stay Healthy” declaration goes into effect on Saturday, March 28 at 5:00 p.m. and is being implemented to further minimize opportunities for exposure and transmission of COVID-19 in Dare County.
The declaration directs residents to “Stay Home - Stay Healthy” by limiting nonessential movements outside of their homes and limits gatherings to no more than 10 people. These measures will be regularly reviewed and will remain in effect until it is determined they are no longer necessary to protect the public health and safety of our community.
This is not a Shelter in Place declaration. Shelter in Place only permits emergency travel and emergency services. Dare County is not currently planning to enact a Shelter in Place order.

Dare County
The Dare County COVID-19 Call Center is open daily from 8:30 a.m. to 5:00 p.m. to help address your questions on “Stay Home, Stay Healthy”, travel restrictions, testing and symptoms, and can be reached at 252.475.5008.

Surf Pediatrics and Medicine
Surf Pediatrics and Medicine continues to serve the community and are stressing the importance of providing medical care during this time – we have segregated the two offices into a well and sick center to keep you safe during your visit. Since March 18, our Kitty Hawk office has been a dedicated well center to continue preventative and chronic care follow-ups. We have enhanced cleaning procedures and patient triage protocols to safeguard the community at this location. Sick visits have been directed to our Kill Devil Hills center where a dedicated medical team can provide in-car services and have the necessary patient protections in place based on CDC guidelines.
The American Academy of Pediatrics has reaffirmed its recommendation that all routine well child care continue as usual, given its important role in keeping kids healthy and provide critical vaccinations. We urge you to keep your scheduled well visit appointments, and to make one if you haven’t gotten around to it yet or might be overdue.
Surf Pediatrics and Medicine also has the capability to provide online telehealth virtual visits, which can be used for sick visits and chronic care follow-ups, such as ADHD, mental health, asthma, blood pressure, and diabetes checks.
Town of Duck
The April 1 Town Council meeting will be live streamed. Instructions for submitting public comment and viewing the live stream will be posted on the Town’s website prior to the meeting.
The Planning Board meeting scheduled for April 8 has been canceled.
Town of Southern Shores
Town Facilities-Town facilities remain closed to the public and all Town Hall business is being conducted via phone, email, fax, or other virtual means. In the event of an emergency, please call 911.
Meetings-The next Town Council meeting is scheduled for April 7, 2020 which may be subject to change. We are currently evaluating services that would allow electronic viewing and participation.
Building Inspections-Building inspections are still being conducted, however, meetings in person with the Building Inspector on-site are limited. Inspection requests should be called in to the Planning & Code Enforcement Department by calling 252-261-2394 ext. 3 or email Dabni Shelton, Permit Officer at dshelton@southernshores-nc.gov. Permit applications can be submitted online by utilizing the link to Citizenserve on the Town website: https://www.southernshores-nc.gov/online-permit-submittals/. Bulk Waste Collection-Originally scheduled for the Town of Southern Shores on Friday, April 3rd has been postponed. A new bulk collection schedule will be announced at a later date.
Town of Kill Devil Hills
The Town of Kill Devil Hills is here for you, even if that looks different. Kill Devil Hills’ Town offices are accessible by appointment only. Nevertheless, our Staff members are continuously working hard to provide top-notch customer service. Our first priority continues to be the health, safety, and well-being of everyone.

Town of Nags Head
A reminder – To keep children and families safe and healthy, the playgrounds at Nags Head’s Dowdy Park, Town Park, and Whalebone Park remain closed.
Nags Head’s Planning Board will hold a virtual, remote meeting on April 1, 2020 at 9:15 am. The focus and only non-procedural agenda item for action will be consideration of a recommendation on draft amendments to the Flood Damage Prevention Ordinance and related sections of the Unified Development Ordinance to allow for the adoption of the updated Flood Maps due to imposed deadlines for adoption. The public will be able to attend the meeting using the Zoom app or by calling in to the meeting. Town of Manteo
Board of Commissioners – The 04/01 Board meeting will be held at 6:30 p.m. via telephone. The public may access the meeting by calling 301-715-8592, 669-900-6833, 346-248-7799, or 929-436-2866 and then entering the Meeting ID of 296-841-306. Public comment will be available.
Town Operations – Sanitation, Water & Sewer, Permits & Inspections, and Law Enforcement continue service delivery. Access to Town Hall is limited. Call 473-2133 first to see if your item can be handled over the phone, online, or via other means. You will need to ring the doorbell and use the intercom prior to entry. Utility service disconnections are suspended during this emergency. Please note that utility fees will still be charged.
Public Facilities – Town parks remain open, and park visitors must avoid crowd-gathering and use social distancing. Playgrounds and public restrooms are closed until further notice. Downtown Marina is closed to visitors.
Special Events – The 05/02 Litter Pick-Up is postponed to 11/14. The Downtown Market is postponed until further notice.
