The Dare County Division of Public Health has announced the second positive test result for COVID-19 in Dare County. The first positive test was reported on Wednesday morning, March 25. The two cases are not connected.

“The individual has been self-isolating since being tested last week and continues to be monitored,” according to Dr. Sheila Davies, Director of the Dare County Department of Health and Human Services. It is believed the individual acquired the virus through direct contact when out of the area. This is not a case of community spread. The individual’s spouse has also been tested but we have not yet received the test result.

Similar to the first reported case, this case will not show up as a Dare County case with the North Carolina Department of Health and Human Services. Although the test was performed in Dare County, the individual did not provide a Dare County address when being tested. Dare County Department of Health & Human Services will not release further details about the individual to protect their privacy.

In accordance with state guidelines for communicable disease reporting, Dare County Department of Health & Human Services staff is conducting an active investigation into this individual’s activity. Anyone who is determined to have had direct contact will be notified by public health staff.

Dare County Department of Health & Human Services will continue to provide regular updates for our community regarding COVID-19. We appreciate the strong coordination between our agency, North Carolina Department of Health & Human Services, Dare County Emergency Management, Outer Banks Hospital, and local healthcare providers to identify and manage any person who develops signs or symptoms consistent with COVID-19.

It cannot be stressed enough how important it is for each of us to do our part by following the social distancing guidance and other recommendations from the CDC and NC DHHS for the protection of public health. Residents are encouraged to rely on credible sources for updated information regarding COVID-19. Visit the CDC website www.cdc.gov/coronavirus or NCDHHS at www.ncdhhs.gov/coronavirus. The Dare County COVID-19 Call Center is open Monday through Friday from 8:30 a.m. to 5:00 p.m. to help address your questions on COVID-19 and can be reached at 252.475.5008.

Town of Duck Services

To protect our citizens and staff, we ask you to call or email the office to ask how we can assist you remotely. The office is open from 9 a.m. to 5 p.m. Monday - Friday.

 
Services
Trash and recycling collection will continue as scheduled. No items outside the receptacles will be collected.

The Town’s spring bulk waste collection, originally scheduled for April 17, will be postponed until a later date. The Town will provide notice once a new date is scheduled.
 
The Public Safety building is closed to non-emergency issues, including facility tours and the T-shirt shop.

The Town of Duck Police Department continues to monitor unoccupied properties throughout town. Should signs of unauthorized entry or other issues be observed, the homeowner or property management company will be contacted.

The April 1 Town Council meeting will be live streamed. Instructions for public comment and viewing are posted below.

The April 8 Planning Board meeting has been canceled.

Town Council Meeting April 1, 2020

To continue to observe best practices to prevent the spread of COVID-19 while maintaining government services and transparency, the Town of Duck will enable stakeholders to view the April 1, 2020 Council meeting live through a web platform. Based on local and state health guidance, the public should not attend this meeting in person.

In order to view and participate in the meeting you’ll need to have access to an internet or data connection via computer or mobile device.

The meeting will be live streamed at 7:00 p.m. at https://youtu.be/UNkN6ZZhIqQ.
Clicking on this link will allow you to view the video in your browser or in the YouTube app (not required). *A 15 minute test will be streamed at the link above at 5:30 p.m.  on April 1 so that you can test your system.*

Public Comment
To submit public comment, please email councilmeeting@townofduck.com. Emails received prior to 7:00 p.m. on April 1 will be read into the record during the first public comment on the agenda. Emails received after 7:00 p.m., but before the second public comment period will be read during the last public comment portion.

Comments should include your name and address, and must be limited to 3 minutes when read aloud.

If you are signed into a Google account (gmail, etc.) you can use the chat function on the YouTube live stream to submit comments as well.

The meeting recording will be available online as soon as possible after the live meeting.

Flood Damage Prevention Ordinance

 
Consistent with the adoption timeline set by federal law, the new FEMA flood maps and accompanying flood damage prevention ordinance must be adopted by the Town of Duck effective June 19, 2020. The upcoming flood map amendments show 837 properties in the Town of Duck being shifted out of current special flood hazard areas (V and A flood zones) and significant lowering of the base flood elevation in remaining A flood zones.

To address these changes and comply with new FEMA standards, the Town of Duck Planning Board has recommended amendments to the Flood Damage Prevention Ordinance. All the proposed standards are intended to improve the Town’s resiliency to coastal flooding and minimize property damage due to flooding. Many of the proposed standards will have the additional benefit of improving the Town’s CRS rating and potentially reducing insurance rates.
