Agenda Item 4.0

Remote Learning in D59: Video - 4.01
The board moved the review of Remote Learning in CCSD59 to be included in discussion item 7.02.

NSSEO 2020-21 Budget Presentation - 4.02
Dr. Judy Hackett, Northwest Suburban Special Education Organization (NSSEO) Superintendent, and Julie Jilek, NSSEO Assistant Superintendent, presented the NSSEO FY21 Tentative Budget. Along with the proposed budget, information about the NSSEO program, mission and vision, core values, and focus areas were highlighted. NSSEO provides CCSD59 and surrounding districts with a variety of support services for students with special learning needs.

Board Reorganization

Agenda Item 5.0

Determination of Length of Office - 5.01
The board established the length of office for the board president, vice president, and secretary to be for a period of one year with the next election of officers to occur in 2021.

Establishment of Stipend for the Board Secretary - 5.02
Board Policy 2.110 states the board secretary may receive compensation as determined by the board before his/her election. The board determined, as in previous years, to not pay the stipend to the board secretary.

Nomination and Election of President - 5.03
The board elected Janice Krinsky to serve as the CCSD59 Board of Education President for a one-year term.

Nomination and Election of Vice-President - 5.04
The board elected Randy Reid to serve as the CCSD59 Board of Education Vice-President for a one-year term.

Nomination and Election of Secretary - 5.05
The board elected Patricia Petrielli to serve as the CCSD59 Board of Education Secretary for a one-year term.

Set Time, Date, and Location for Regular Meetings - 5.06
As required by Illinois School Code, the board set the date, time, and place for its regular meetings for the 2020-21 school year. This information can be viewed here.

Appointment of IASB Governing Board Representative - 5.07
The board discussed the appointment of an IASB Governing Board Representative. Additional discussions are scheduled for the next board meeting on May 11, 2020.

7.01
Discussion of Electric Service Provider
Strategic Direction (SD)4: Long-term Financial Stability and Fiscal Integrity

The District’s current contract for electricity expires in May 2020. A Request For Proposal (RFP) was sent out to potential providers in March.

The RFP provided two term options (24 and 36 months) for a fixed rate contract to provide the District with electric services including all costs, fees, and discounts associated with the purchase of electricity, excluding the delivery costs. Delivery service charges are billed by ComEd and include customer charges, standard metering charges, distribution facilities charges, and IL electricity distribution charges.   

The District will see significant savings in electric services with this contract because of lower prices in energy. The electric quote provided by AEP Energy in the amount of $.04556 for 36 months was the best potential bid, and AEP, the District’s electric supplier since 2014, has provided satisfactory service to the district.

The board will vote on approving the contract at the board meeting on May 11, 2020.

SD1: Student Growth - Educating the Whole Child Academically, Physically, & Emotionally

A remote learning summary of events was presented to the board. The presentation covered the timeline of events in response to COVID-19, including the planning, development, and implementation of remote learning curriculum, family support resources, and upcoming next steps.

9.01
Approval of Renewal For Refuse/Recycling Service
SD4: Long-Term Financial Stability and Fiscal Integrity

CCSD59 is currently in the second year of a contract with Republic Services for general refuse and recycling services, with an option to renew one more year based upon the district’s satisfaction with Republic’s performance.

The board approved renewing the contract with Republic Services with a 1% rate increase due to a rise in operating expenses, which resulted in an additional $41.38 per month for the district’s service. With the increase, the total charge will be $4,221.22 per month instead of the previous $4,179.84 per month under the renewed contract.

Approval of PTAB Authorization to Intervene On Assessment Appeals
SD4: Long-Term Financial Stability and Fiscal Integrity

At last month’s board meeting, the board discussed a resolution authorizing CCSD59 to intervene on all 2020 assessment appeals, rather than each time a notice is received from the Cook County Board of Review on a newly-filed appeal. CCSD59 intervenes on all cases, sometimes in partnership with District 214, depending on the location of the property and the requested amount of assessed value reduction. 

The board authorized Franczek Radelet P.C., as its legal representative, to file a Request to Intervene in Appeal Proceedings in all 2016-2020 assessment-year appeals filed at the Property Tax Appeal Board (PTAB) for which the board receives notice from the Cook County Board of Review and to represent the board’s interests in these proceedings.

Approval of 2020-21 School Year Pay Bus Fee
SD4: Long-Term Financial Stability and Fiscal Integrity

Each year, the board approves the pay bus fee for the coming year. The pay bus fee is the amount a family pays for transportation if the student is non-eligible for free transportation. The pay bus fee for 2020-21 is based on the weighted cost per pupil calculation set by the state and the estimated regular education transportation costs. 

The board approved a resolution establishing the pay bus fee for 2020-21 at $379. This reflects an approximate 5% increase from the 2019-20 fee of $361 and is reflective of the higher contracted transportation cost.

Proclamation for Volunteer Appreciation Week April 20-24, 2020
SD2: Communications and Community Relations

School Volunteer Appreciation Week will be celebrated throughout CCSD59 during the week of April 20-24, 2020. In recognition of the hours of service provided by volunteers who assist the children and staff of our school system, the board adopted the annual proclamation recognizing volunteers for their service to the children, staff, and school district.

Proclamation for Staff Appreciation Week - May 4-8, 2020
SD2: Communications and Community Relations

The week of May 4-8, 2020, was set by the board as Staff Appreciation Week within CCSD59 as a time to recognize employees of the district for their dedicated contributions. The proclamation can be read here.
