City Council Meetings are Going Virtual
Harrisburg City Council are holding meetings as live-streamed videoconferences. To submit comments that will be read into the record during the public comment period, residents are encouraged to email publiccomment@harrisburgpa.gov prior to 4 p.m. the day of the meeting. Comments should follow the same criteria as in-person sessions, including the following:
- Must include the resident’s name and address
- When read aloud, the comments should be under 2 minutes
- One comment per resident

Neighborhood Business Stabilization Program to Help Small Businesses Announced
Impact Harrisburg and the City of Harrisburg have partnered to build a one million dollar fund to help Harrisburg small businesses impacted by the coronavirus shut-down. The Neighborhood Business Stabilization Program (NBSP) is designed to provide emergency cash flow help during these difficult times.

The City of Harrisburg is updating the website with a whole new look and exciting features, but we need your help! The website will have improvements in page structure, layout, and design for better navigation and user experience. Your feedback is important. What do you like and not like with the current website? ArtsFest is going Virtual!
Artsfest 2020 will go virtual amid the COVID-19 pandemic. An online artist marketplace will be available to browse and shop the handcrafted wares. Some artists will offer specials and discounts valid only during the festival. Videos featuring bands and festival entertainment will be available throughout the weekend along with a Spotify playlist. Food vendors will provide recipes and meal kits for making festival favorites and new dishes at home. Children’s activities will also be available. Those interested in participating in the virtual Artsfest activities should follow the Facebook event and http://harrisburgpa.gov/Artsfest. The City does not intend to keep this virtual format for next year and looks forward to welcoming visitors, vendors and the community back to Riverfront Park for Artsfest 2021 on May 29-31.

Can you believe Spring is here already? With the changes to our society recently, Parks & Recreation wants you to remember the value of your family time. We want you to remember your parks are here to serve you as a place of relaxation, exercising, friendship, and fellowship.
Visiting Parks
With respect to the guidelines provided for COVID-19, we recommend that when visiting the parks, you plan ahead for your family’s needs and wants. This may involve planning for drinking water, sanitizers, gloves, masks and any other protective materials you chose. The Parks will remain open to the public; therefore, we recommend only using open space at this time. We do not recommend using the basketball courts, tennis courts, play equipment or using the pavilions for gatherings.
Vehicles at Parks
When enjoying your Parks please remember that safety is our number one priority. This is reflected in many ways. We are asking for everyone to drive the posted speed limit in or around the Parks. At stops signs and when making turns, please look at least two times before proceeding. Vehicles must be parked in designated parking spots only. This will prevent accidents and minimize driving hazards.
Social Distancing
During the Stay at home order, it is important to stay active. Walking and running are activities which you can participate in alone. If you have others participating, keep everyone at least 6 feet away from each other. Activities will keep your mind moving and the body working as one. Please keep in mind we will be following the guidelines provided to us by the Governor.
Tree Shade Program
This program applies to trees planted along streets, in medians, and in public parks. Those growing elsewhere on private property fall under city jurisdiction only if they pose a threat to public health, safety, or property. A Tree Permit is required for planting, pruning or removing trees along city streets. If you think a street tree should be removed or pruned, or if you’d like to plant a new tree within the public right-of-way, the first step is to request a street tree inspection via the form on the website at http://harrisburgpa.gov/trees/ or by phone at (717) 255-3003. The City Forester, a Certified Arborist, will visit the property to assess the situation and determine what work is needed. Suggestions for a new tree that will suit your site can be provided, as well. The owner of the property adjacent to a street tree is responsible for planting, pruning and removal costs. An exemption is granted, however, to owner-occupied properties of those aged 65 and older. The City will prune or remove hazardous trees at such properties at no charge. Geographic Information System (GIS) Maps
In an effort to improve community outreach and the dissemination of public documentation such as meeting agendas, to better connect the city’s residents to groups that represent their neighborhood, and to illustrate the evolution of Harrisburg’s neighborhoods over time, the City has developed an interactive GIS map of the various neighborhoods in the city. This map was developed from various records in the City’s files and thus the information may not be current or complete. The Planning Bureau is seeking to re-establish and formalize a list of the neighborhoods and active neighborhood associations within Harrisburg, as well as the contacts for those organizations.

The public is encouraged to submit questions and concerns in advance, which can be done as comments on the City of Harrisburg Facebook posts about these announcements.

Suspension of Parking Tickets Extended
The suspension of ticketing in residential neighborhoods, at parking meters, and for street sweeping, which was originally scheduled to expire on March 29th, has been extended through the duration of Mayor Papenfuse’s disaster declaration.

The City of Harrisburg Bureau of Police will extend residential permit parking for the duration of the City’s disaster declaration.

Mayor Eric Papenfuse has suspended the eviction and displacement of residential tenants and occupants for the duration of the City’s disaster declaration.

City of Harrisburg Delays Tax Filing Until July 15, 2020
The City of Harrisburg has aligned with both the Federal and State income tax filing deadlines. Individual local income tax returns and payments are now due July 15, 2020.
First quarter 2020 estimated payments initially due 4/15/20 are also extended until 7/15/20. Second quarter estimated payments continue to be due 7/15/20. This extension is automatic and no action is required by the taxpayer.
City business mercantile tax filing and payment is also extended until July 15, 2020. This includes the first quarter 2020 estimated payment.
No penalty or interest will apply to filings or payments made by July 15, 2020.
