Qualified Target Industry (QTI) Incentive

Tampa Bay EDC President and CEO, Craig Richard has written an influential thought leadership post about Florida's expired QTI incentive program.

He notes that:

"The loss of QTI could not come at a worse time for Florida, and for Tampa Bay in particular. Over a million Floridians are out of work now, and our unemployment rate is over 14%. Florida has one of the highest number of COVID cases in the country. For the past two years, we, along with our colleagues in the Florida Economic Development Council (FEDC), have been reaching out to our legislators to explain why QTI is one of the most valuable incentives in our toolkit and one that is vital to our ability to compete for projects. But our efforts were ignored.

And now our competitors are wasting no time taking full advantage of our current situation to win massive projects that were considering Tampa and other markets in the Sunshine State. ...

Our competitors are celebrating their good fortune. Chris Chung, CEO of the Economic Development Partnership of North Carolina, told the Triangle Business Journal that 'You have to imagine the QTI incentive was an important part of the ‘total package’ that Florida offered to both those companies. So, in that context, it’s fair to assume that Florida no longer having its flagship incentive program will diminish its competitiveness relative to other states like N.C. that can still utilize the full breadth of their incentives arsenal.' "

FEDC Virtual Engagement Series - FDOT's Florida Transportation Planning and M-CORES Overview

As a friendly reminder are excited to promote FEDC’s next virtual engagement in partnership with the Florida Department of Transportation. FDOT’s Chief Planner, Huiwei Shen, will outline the Florida Transportation Plan, including how this 25-year plan connects with the 5-year Work Program and the development of the Strategic Intermodal System. She will also introduce the role of Florida’s Metropolitan Planning Organizations (MPO), rural planning processes, and opportunities for economic development organizations to be involved in this process.

This includes all modes of transportation in Florida: rail, road, seaport, and air.

We will conclude with a panel of FEDC members who have expertly served on each of the three M-CORES task forces this past year and a glimpse into the economic development opportunities and constraints considered.

Cybersecurity Maturity Model Certification (CMMC) Stays on Track

As another reminder, a landmark effort by the Department of Defense to shore up cybersecurity across its 300,000+ contractor base is coming closer to fruition.

The CMMC program will require all Department of Defense contractors to undergo assessment and third-party certification of their cybersecurity posture to be awarded a DoD contract.

The Foundation of Associated Industries of Florida (FAIF) will co-host the second annual Cybersecurity Forum on September 16th and 17th. This will be a great resource for those looking to comply with the CMMC. The Forum will be co-hosted by the Florida Department of Economic Opportunity, FloridaMakes, and the Workers' Compensation Institute (WCI). Senator Marco Rubio will be the keynote speaker.

FEDC is a proud supporter of this event and wants to emphasize that it's important for economic developers as this approach is likely to affect all federal contracting in the future.
