IMPORTANT Survey on Development Code Changes

 
Survey responses due by 1 pm August 13th!!

On August 10 at 5:30 p.m., two representatives from the Neighborhood Leadership Alliance (NLA) will participate in a Planning Commission work session on proposed amendments to the Bend Development Code as they relate to Oregon State House Bill 2001 and the City of Bend’s 2019-2020 Council Goals.

This work session provides an opportunity for the public to learn of the proposed changes as they are presented by City staff to the Planning Commission. During this work session, participating advisory committee members will offer input on the proposed amendments to help guide Planning Commission as they give direction to City staff before the public hearing on August 24.

You can view the proposed code amendments in the Planning Commission agenda at www.bendoregon.gov/planningcommission. You can also view the meeting live at the link above by clicking on “Video.” I’ve attached a short video showing these steps to help guide you.

After listening to the work session, the NLA asks that you provide your input in this survey no later than 1 p.m. on August 13. The NLA will then use the responses received to submit a letter of position to the Planning Commission for their hearing on August 24 at 5:30 p.m.

Please note: The responses to this survey are for use by the NLA only. Any responses submitted will not be entered into the legislative record. In order to submit a formal comment for the record, please email cityplanningcommissionall@bendoregon.gov any time prior to the hearing on August 24, or provide public testimony during the virtual hearing. There have been some questions about how to find and access information on upcoming City Planning Commission meetings.

How to view Planning Commission Meetings and provide feedback:

Where: Meetings are currently held via Webex, a virtual meeting platform, due to precautions related to COVID-19. 

Please scroll down to Upcoming Events on the Planning Commission website and click on the related agenda for the meeting in question.

Most agendas and content are posted at least one week prior to the meeting date and will explain how to view, listen to, provide comment, and/or participate in the virtual meeting. Once the meeting has started, the meeting can also be live-streamed by clicking the hyperlink for video in progress. 

When: 2nd and 4th Mondays of every month unless specified

Flammable Vegetation & Creating Defensible Space


The City has recently received calls from concerned neighbors regarding flammable vegetation. Help us to prevent wild fire from occurring within city limits by using your property to create a defensible space
 
A defensible space is created by removing flammable vegetation from your property.

This can include weeds, grass, vines, brush and low-hanging limbs or other vegetation. City code requires property owners to cut or remove all flammable or potentially flammable vegetation as close to the ground as is reasonably practical or by the application of an EPA approved herbicide. This method of creating defensible space helps to prevent fire from easily spreading between properties.

Bend City Council Preliminarily Approves Core Area Tax Increment Finance Plan

 
During the latest City Council meeting, the Council, by a vote of 6-1, gave preliminary approval to adopt the Core Area Tax Increment Finance Plan and establish the Core Area Tax Increment Finance Area. The plan identifies up to $195 million in tax increment financing for projects that support the development and redevelopment of the 637-acre Core Area over a 30-year period. Final approval is scheduled for August 19.
 
The Core Area primarily includes the Bend Central District, East Downtown, inner Highway 20/Greenwood, and KorPine opportunity areas from the 2016 Urban Grown Boundary expansion and Comprehensive Plan update, which identified the need for about 1,900 new housing units and about 1,700 new jobs to meet our state-mandated housing and employment goals.

Revenue generated from tax increment financing (TIF) are to be invested in capital projects, such as:
  • Transportation, streetscape and utility infrastructure
  • Affordable housing assistance, partnership and support
  • Business assistance, partnership and support
  • Open space, facilities, amenities and wayfinding
  • Plan administration, implementation, reporting and support
SCNA was recently contacted by our regional census manager who reported that our NA has only reported 64.5% (view response rates). Please stand up and be counted!

The decennial census determines the way federal funding is distributed throughout the country, our representation in congress, redistricting by the state, and much more. Census responses are protected by law, personal information is not shared, and it only takes minutes to respond.
