Update for SA Harness Racing participants
30th July 2020

As we are all aware, the effects and consequences of COVID-19 are still very much at the forefront of the way we conduct ourselves in everyday life.
This includes our industry where, while there have been some concessions achieved with respect to raceday practices, we very much are operating in a fragile and ever-changing environment.
To this end we all must ensure that the achievements made with respect to harness racing continuing in the state are not compromised through inattention or non-observance of the requirements imposed by both the State and Federal authorities.
This including ensuring that our day-to-day practices in no way compromise the ability of harness racing to continue unimpeded in SA.
Resultantly, if anyone thinks they may have been put at risk of contracting the virus then they should take immediate precautionary steps to mitigate any potential risk to both themselves and the industry.
In conclusion, SA harness racing participants have done a remarkable job in observing and accepting all the impositions made, BUT the war is not over, and we all need to keep our foot on the pedal to ensure racing continues uninterrupted. This being particularly relevant at this time given the worsening situation interstate.
Finally, I wish you all well with your engagements over the coming weekend.

Every Tuesday a lucky trainer will be drawn from race meetings held over the course of the week. The recipient will receive a bag of Fiber Fresh (collectable on the night if they have a runner).

Globe Derby Park - Saturday 1 August 2020
Overview of meeting:

Race 1: TAB LONG MAY WE PLAY PACE
WHOEE JOHNSON (6) was extremely impressive during his last start where he sat outside of the leader and defeated SHARDONANT by a half head. He is an ultra-consistent and honest horse who always tries hard. He will be around the mark tonight.
OUT OF CHARACTER (5) was beaten a half head behind CELESTIAL DAYBREAK at Port Pirie last week. He has been racing well without winning over his last two starts. If he can lob into a nice position during the run tonight then he will be right in the mix.
AQUAFLIGHT (2) is a smart beginner and looks to be the likely leader tonight. He is worth consideration.
AVEROSS MAC (7) is drawn awkwardly but is back racing in his best form. He could be right in the mix if he manages to get the right run.
PINNACLE HOPE (4) and BIEN HOA (9) are also chances.
 
Race 2: 2020 SA BOTRA STALLION TENDER CLAIMING PACE
THE CULLECTOR (7) returns from a spell tonight. He has been doing a majority of his racing in Victoria recently where he has been encountering tough fields. He has the tricky draw to overcome tonight but he looks to be a major threat against this field.
EVERYTHING (1) has won four of his last five. He ideally drawn tonight but this is a slightly tougher field compared to recent starts. He is still worth strong consideration though.
GLENFERRIE BUNTER (8) is having his first start for Ryan Hryhorec tonight. He should be able to lob into a nice position off the second row. It may pay to keep him safe.
ALWAYS MY MATE (4), POCKET THEDEAL (6) and JULIUS FRANCO (5) are also chances.
  
Race 3: MEL MARA PACE
SIR LUCAS (4) returned from a lengthy spell last start and managed to score a victory over MICROMETEOR by a half head. He doesn’t necessarily have to lead to win. He can come from behind and run over the top if he gets the right run. I expect him to be doing that tonight.
IT AINT THE MONEY (3) returned from a spell at Port Pirie last week when he won and defeated SHARDONANT by 3.3 meters. He has now won four of his last five. He looks to be a major winning chance again tonight.
PAY ME INTEREST (9) and DONT TELL ALICE (6) look the next best.
 
Race 4: HYGAIN FIBER PROTECT PACE
ABOVE AVERAGE (9) was extremely impressive when he defeated MICROMETEOR by 15.1 meters on Monday. He has a tricky draw tonight but his recent form suggests he will be right in the mix.
WESTAR SAM (8) is going for five wins in a row tonight. He has been very hard to fault recently. He is locked away on the inside of the second row tonight but he is good enough to overcome that. He is a major winning chance.
SHESASHARK (3) and BEZZA (1) are also chances.
 
Race 5:  DOWNLOAD THE TAB APP PACE
HOCKYGREG (3) ran home strongly last week when he finished second behind UNCLE LEO and was only beaten by 5.6 meters. Tonight is a step down in class for him. He will be right in the mix if he is at his best.
IM THE MIGHTY JUDD (2) could possibly lead tonight. He was beaten by 3.4 meters behind PINNACLE HOPE in his most recent start at Port Pirie. He had to sit outside the leader on that occasion. He is worth consideration tonight.
WHITE STAR STEPHIE (5), KENTSFORD KENNY (7) and BELLA SOFIA (8) are also chances.
 
Race 6:  LONSDALE SAND & METAL PACE
THE SPARROW HAWK (3) looks to be the likely leader tonight. He was an impressive winner on Monday when he defeated MAJOR KIWI by 34.4 meters. He will find tonight a lot tougher but will still be hard to beat.
GREY MAVERICK (6) returned to the winners list last week when he defeated DONT TELL WILLIAM by 5.8 meters. He has been hard to fault during his current preparation. I expect another strong run from him tonight.
VEE ROCK (7) is an ex Victorian who now joins the well respected David Harding stable. He has had the 66 career starts for 14 wins and 13 placings. He has the tricky draw to overcome tonight but he is worth strong consideration based off his Victorian record. It may pay to keep him very safe in this.
BULL MARKET (8) looks the next best.
 
Race 7: ALDEBARAN EAGLE TROTTERS DISCRETIONARY
REILS (9) has been hard to fault since coming to South Australia. He was a winner on Monday when he defeated GHENT by 7.2 meters. He comes off the 20 meters handicap tonight which will be handy for him. He is worth strong consideration.
MILLYS MAGIC (2) is having a major step up in class tonight but she has won four of her last five. She is also drawn off the front and is worth strong consideration despite the step up in class.
GODOFTHUNDER (10), FOURSHARESMOREBEERS (11), SUN VALLEY ROAD (5) and GHENT (6) are also strong chances.
 
Race 8: NEWSPOT MOTOR GROUP PACE
YANKEE CLIPPER (7) was a big winner in his most recent start when he defeated BAY LOUIE by a massive 39.9. meters. He has the tricky draw to overcome tonight but if he gets the right run into the race he will be very hard to beat.
VILLA BOY (6) returned to the winners list last start when he defeated BOTTLE ROCK by a half head. He will be around the mark tonight.
WHITE STAR VILLAGE (1) and PINKIE PROMISE (9) look the next best.

SOCIAL MEDIA POLICY

Stewards would like to take this opportunity to remind all participants of AHRRule 248 which stipulates:
A person shall not say, publish or write or cause to be said, published or written anything malicious, intimidatory or otherwise improper about the Controlling Body, its members and employees or the Stewards or anyone else associated with the harness racing industry.
The Stewards firmly remind all participants of the need to be mindful of any content or comments they elect to put on any social media platform, Stewards will not tolerate unacceptable commentary directed at the Controlling Body, its members, employees, the Stewards or any one associated with the Harness Racing Industry. Failure to adhere to these expectations will result in significant penalties being imposed.
WHIP USE
  
At the recent “Integrity Conference” conducted by Harness Racing Australia (HRA) it was made clear that whip use continues to be a major concern to the HRA Executives and animal welfare groups alike. Harness Racing Australia and the Executives have made it clear that unless the whip is used in accordance with the recent whip rule amendments, then there would be an expectation that whips would be banned altogether.
 
The amended whip rule 156(2)(a) now stipulates: A driver shall only apply the whip in a wrist only flicking motion whilst holding a rein in each hand with the tip of the whip pointed forward in an action which does not engage the shoulder.
 
The rule now has a sub-section that gives an explanation of how the whip is to be used, which must be adhered to, part (b) stipulates: For the purpose of sub-paragraph (a), “wrist only flicking motion” means-
(i) Ensuring no force is generated by the use of the elbow or shoulder when applying the whip
(ii) The forearm is not raised beyond forty-five degrees relative to the racing surface.
(iii) Not applying the whip with overt force.
 
Stewards intend to police the whip rules stringently, to ensure compliance, so that whips will be permissible in the foreseeable future. As of the 1st of July 2020 there will no longer be reprimands or suspended fines for a breach of any of the whip rules. The new penalty structure will be as follows:
 
First Offence: $100.00 fine
Second Offence: $250.00 fine
Third Offence: Suspension of your drivers licence.
A further breach would see the suspension of your licence increase.
At the completion of two calendar months a driver’s record will be cleared, any breach beyond that timeframe would be considered their first offence.
 
Whilst we have seen improvement over time, in the way the whip is used, it is imperative that drivers strive to minimise the focus surrounding the use of whips in harness racing, so it has never been more important that drivers are diligent with respect to their whip use.   

 
OFFSET SULKIES
With the 1st of September quickly approaching I think it is appropriate to remind the participants of the fact that as of the 1st of September, offset sulkies will be banned.

INDUSTRY NOTICE
Email/Mail Out Requesting Retired and Deceased Information

 

Harness Racing Australia has recently conducted a mail/email out requesting updated information on horses considered ‘inactive’.
In this case the definition of ‘inactive’ comprises of horses aged 4 years and older which have not raced or bred in the past 2 years.
If you are listed as the Managing Owner of a horse that falls within this category you will receive an email (or postal letter if your email address is not on file) detailing the horses in your care that require updating.
The process can be completed online in HarnessWeb or via a downloadable paper form.
The notification of any movements of horses including retirement and death is covered under the AHRR and penalties can be applied for not providing information or for providing incomplete or fraudulent information.
This mail out forms part of a larger strategy that HRA, along with all states are implementing to expand equine traceability throughout the industry and to safeguard its greatest assets - the horses.

LICENCE RENEWALS
 Licence renewals should now have been received. Please contact the office on 82852899 or email saharness@saharness.org.au if you have not received yours.
 
Please note, although the preferred method of payment is by direct bank deposit or credit card,  we are unable to process any renewals without the appropriate paperwork being completed and received, which includes a drivers renewal without the accompanying medical.  

Therefore, please ensure, prior to making payment, that your licence renewal has been received in the office and is fully completed which includes being signed on the back.

ONLINE NOMINATIONS
Trainers are reminded that effective 1st July 2020 all nominations must be made by way of HarnessWeb.
Please note this also includes trial nominations.
When nominating for the trials, trainers will be given the option of nominating for a stand or a mobile trial and the Racing Office will place horses in appropriate divisions.
For horses which are attempting to qualify, be reinstated in the barrier draw or requiring to trial to the satisfaction of the stewards, trainers can notify in the comments box provided when nominating.
Trainers that are having any difficulties nominating for a race or trial online are asked to contact HRSA and you will be assisted through this transition.
ALL PARTICIPANTS PLEASE NOTE:

Before lodging documents, please take a moment to ensure everything has been completed and signed where appropriate.

In recent times, HRSA has experienced a spike in incomplete and/or unsigned documents, which causes delays in processing.

Participants are also reminded that the witnessing of documents should be taken seriously, and a person should never sign as witnessing a document when it has not been physically witnessed.
ACCOUNT PAYMENTS DURING RESTRICTED OFFICE HOURS

Payment of accounts – Could all persons, where possible, please pay their account direct through our bank account (BSB 035-047; Account  194535; Account name: Harness Racing SA Ltd) or by credit card over the phone (08 8285 0730)
 
HRSA no longer holds cash on the premises. If you have to pay by cash please be sure you have the correct money as no change can be given.

Please ensure when making payments direct to HRSA bank, that you provide your HRSA customer code and name in the description in order for your payment to be allocated to the correct customer code. 

Please also send a follow up email to knicolai@saharness.org.au to advise that payment has been made to HRSA bank account.
