Estimados compañeros-as en el Ministerio,
Como miembros de la Iglesia Evangélica Luterana en América; nuestra misión y compromiso son proclamar el Evangelio, y seguir las enseñanzas de Jesús en el cuidado del prójimo. Por dicha razón, el equipo de la Estrategia Latinx del Sínodo Metro Chicago le hace una invitación urgente, para que usted se una a ésta importante conversación, y nos organicemos en contra de los recientes anuncios y planes del Servicio de Inmigración y Control de Aduanas (ICE, por sus siglas en inglés) de los Estados Unidos, que busca establecer una "Academia para Ciudadanos sobre Operaciones de Control y Retiro (ERO)". Dicha academia, busca crear un grupo que vulnere la protección, y seguridad de las comunidades inmigrantes de manera arbitraria.
Sí no se detiene esta iniciativa; dicha academia abrirá el 15 de septiembre en Chicago. El director de la oficina de ICE en Chicago, Robert Guadian, declaró que "los asistentes participarán en una capacitación basada en escenarios ... que incluyen, entre otros, tácticas defensivas, familiarización con armas de fuego y arrestos selectivos".
Le instamos a que usted se comunique con su congresista, senadores locales, y con los presidentes asignados en los Comités de Asignaciones de la Cámara de Representantes de EE. UU., y el Subcomité de Seguridad Nacional con respecto a:
A. Desfinanciación de la academia permanentemente
B. Desfinanciación de ICE y la agencia que detiene a niños y familias en la frontera, Aduanas y Protección Fronteriza (CPB), en el próximo presupuesto federal
C. Financiación orgánica a USCIS, pero sugiriéndoles que limpie su mala administración y priorice en:
● aceptar nuevas solicitudes de DACA.
● Renovación de Tarjetas Verdes y Permisos de Trabajo
● Tramitar Solicitudes de Ciudadanía
D. Instando a ICE y DHS a cerrar de inmediato ésta y futuras academias.
E. Instando al DHS a centrar sus esfuerzos y recursos en emitir orientación para aceptar nuevas solicitudes de DACA de inmediato, ya que el tribunal ha ordenado que DACA lo haga.

Dear Partners in Ministry,
As members of the Evangelical Lutheran Church in America, whose mission is to proclaim the Gospel and follow in Jesus’ footsteps in caring for our neighbor, the Latinx Strategy team of the Metro Chicago Synod is asking that you join us in speaking out against the recent announcement by the U.S. Immigration and Customs Enforcement's (ICE) plans to establish an "Enforcement and Removal Operations (ERO) Citizens Academy." If not intercepted, this academy will open on September 15th in Chicago. ICE Chicago Field Office Director Robert Guadian stated that “attendees will participate in scenario-based training… including, but not limited to defensive tactics, firearms familiarization, and targeted arrests.”
We urge you to write to your Congressperson, Senators, and the chairs of the U.S. House Appropriations Committee and Homeland Security Subcommittee regarding:
- Defunding the academy permanently
- Defunding ICE and the agency that detains children and families at the border, Customs and Border Protection (CPB), in the next federal budget
- Fully funding USCIS, but requiring it to clean up its mismanagement and prioritize:
- accepting new DACA applications
- renewing green cards and work permits
- processing citizenship applications
- Urging ICE and DHS to immediately shut this and future academies down
- Urging DHS to instead focus its efforts and resources on issuing guidance to accepting new DACA applications immediately as the court has mandated DACA to do
