Face Covering Resolution

The bulk of last week’s Council Meeting was spent debating the Face Covering and Restaurant Occupancy legislation. Since the meeting, the Governor has issued a statewide face covering mandate, thereby making most of the resolution redundant. However, it is my position that it is still necessary to pass our own face covering legislation because doing so would make any violation of the resolution a non-criminal offense (it’s a criminal offense under the Governor’s mandate) and some courts have held that the Governor’s mandate is unenforceable.
 
The resolution in its original form would have required restaurants to reduce their occupancy by 50% or 25% upon an approval of a site plan. As I wrote in last week’s newsletter, I objected to this blanket reduction because many Lakewood businesses have invested in safety measures to comply with the State’s Sector Specific Operating Requirements. Mayor George has provided Council with a revised version that replaces the reduced occupancy requirement with the following language:

"Businesses and operations which have the onsite consumption of food, beer, wine and liquor must have their customers seated, with tables limited to no more than 10 persons and must maintain six foot social distancing for both employees and members of the public at all times  including, but not limited to, when customers are standing in line, following the orders of the Director of Health as applicable to that individual business. Restrictions on businesses and operations shall not apply to religious gatherings or health care facilities including but not limited to medical offices, emergency departments, and nursing homes.”
 
The resolution will be discussed further at tonight’s Health & Human Services Committee meeting at 7:00 PM.

Budget Priority Process

Councilmember Tom Bullock, Chair of the Finance Committee, has announced the start of the City Council Budget Priority Process. This process allows Councilmembers to submit items that we believe should be made a priority in next year’s budget to afford the Administration the ability to incorporate our priorities into their budget document.

Electric Vehicle Grant

NOPEC has awarded Lakewood a $35,000 grant to support and expand our electrical vehicle charging infrastructure. There will be discussion in the near future on whether these funds should be used for City vehicle charging or for creating more public charging stations.

Paycheck Protection Program

We recently learned that 716 Lakewood businesses were able to participate in the Paycheck Protection Program. Over $41 million was loaned to our businesses and over 6,500 jobs were able to be retained!

New Surveillance Cameras

The Board of Control approved a $65,000 contract for new police surveillance cameras. This is the fifth year that Lakewood has been able to install surveillance cameras at new locations. The cameras will be installed in the following 14 locations by the end of the year:

  3. Cove Methodist Church, 12501 Lake Ave
  4. 13216 Detroit Ave
  5. 18206 Detroit Ave
  6. Lakewood Heights and Bunts NE
  7. Lakewood Heights and Warren NE
  8. 14018 Lakewood Heights Blvd
  9. 13402 Lakewood Heights Blvd
  10. 1314 W. 117th (Sapell’s)
  11. W. 117th and Clifton NW
  12. 1584 W. 117th
  13. 1366 W. 117th (Norton Industries)
  14. W. 117th S. of Edgewater

As of yesterday, there were 100 days until Election Day (November 3rd)!
 
Make sure you're prepared -go to VoteOhio.gov to:
(1) Register to vote (if you haven't yet)
(2) Make sure your voter information is up-to-date (Have you moved recently?)
(3) Print your absentee ballot application
