Bellevue Pavement Condition Study and Maintenance Plan



A comprehensive pavement study and maintenance plan for Village roads was presented at the May 27 Village Board meeting. Over the next several weeks, we will be highlighting the procedures used in our review, the findings of our roadway conditions, and recommendations for future roadway maintenance and paving. The Village has approximately 71.58 certified miles of public streets under its jurisdiction. Almost all Village streets are asphalt roadways. Maintaining streets in good repair requires a combination of scheduled maintenance activities and timely capital improvements to protect the investment of tax dollars. This provides a sustainable transportation system for residents and businesses, safely transporting goods and services within and through our community.

Part 5 – Road Resurfacing Recommendations and Costs

Last week we focused on the types of asphalt paving projects and costs associated with these projects. We want to get to a point where we have simple mill and overlay projects.  These can be done at a lower life cycle cost than full depth paving, which will save money for both assessment payers and village taxpayers.
Today we will complete our review of paving and share our proposed plan for maintenance and paving projects.

Paving projects review

Village staff is committed to finding the best-suited maintenance program and paving project for each roadway. Unfortunately, many Village roads are in need of full-depth paving, because consistent maintenance or timely resurfacing was not done in the past. We propose a change.The miles paved through Village projects in the year 2017 were 2.7 miles, and in 2019 was 1.4 miles. Paving is generally in odd-numbered years. This equates to just over 1.0 miles per year the past 4 years. At the current pace, it will take 70 years to repave all Village roads, which is not realistic to maintain our roadways.It is recommended the Village target at least 3.25 miles of paving each year with a combination of full-depth paving and mill & overlay projects. This will allow roads to be paved within the expected useful life cycle. Over time the trend can move from full depth projects to more overlays, which will save costs.To note, over 15 miles of improved roads (21% of all village streets) were built in the late 1980s and early 1990s and are due for paving. Over half of these roads are rated in poor condition and in need of immediate attention.These 15 miles include most subdivision roads in the Skyview/ Lyndale area, Keehan/ Bluestone/ Vandenbergh, Aquarius/ Gemini/ Conesta, Verlin/ Eldorado/ Seville, Cumberland/ Canyonland, and many other segments. All of these streets are recommended for paving in the next few years. A list of streets under consideration in 2023 can be found on the Village website at: Website

Maintenance and Paving Plan

Public Works advises a more aggressive maintenance program to keep roadway pavements serviceable longer. Timely maintenance will allow pavements to exceed the expected useful life. Staff advises to use mastic patching in spot locations and to begin a pavement sealing program for pavements that can benefit from this approach. These activities combined would increase overall maintenance costs by $150,000 per year.

Staff also advises a target of at least 3.25 miles of paving each year on average over the next several years to address pavements in need of repair. A combination of mill and overlay and full-depth pavement replacement will be used to increase the miles of paving. The following table summarizes the recommended approach and costs for pavement maintenance and capital projects.



This concludes our review of the paving study and recommendations.
