Mid-Winter Swim

The weather gods were certainly on our side as 78 people took the polar plunge at Waikanae Boating Club's mid winter swim on Sunday. The community event drew a good crowd too with over 150 people coming down to the beach.

Our youngest swimmers were Tilly and Raffy Parr who had a great time. 

Fourteen year old Lucille Delaney was first to swim round the buoy as was 15 year old Sonny Edwards.

But it wasn't just about the kids, adults of all ages joined in including a couple of crazy pirates and toga lovers.

"WBC was super proud to support this community event, the gold coin donations raised will be split between the Boating club, Coast Guard and the Surf Club - who all play a part in keeping our coast safe while we are having fun out on the water." says Jeanette Manson WBC committee.

All in all it was a great morning with well deserved hot milos and sausages being dished up after the swim.

I would like to thank and acknowledge the support of the Waikanae boating club, Waikanae surf club, Coastguard Waikanae, Waikanae Fire brigade and all our local community who came down to watch, cheer on and swim in this event.

KCDC Beach Bylaw Review
This year the KCDC are reviewing the Kāpiti Coast District Council Beach Bylaw.
Formal consultation on a revised Beach Bylaw will begin in October 2020. Earlier this year we heard from the community about how they think our beaches are being managed and protected. We've captured the perspectives and opinions of as many people as possible to reflect in a revised Bylaw that reflects the values and needs of our community.
All beaches in New Zealand are subject to a range of central, regional and local rules and ours are no different.
Drop-in sessions
We have set the dates for the final stage of our pre-consultation engagement and will be hosting a series of drop-in sessions over the next few weeks to deepen our understanding of the issues and test our thinking of the feedback we’ve heard so far.
These will be held around Kāpiti on:
  • 29 July, 6.30-7.30pm at Paraparaumu Library
  • 31 July, 6.30-7.30pm at Waikanae Baptist Church
  • 1 August, 2.00-3.00pm at Bus Stop Café, Te Horo
  • 5 August, 6.30-7.30pm at Ōtaki Surf Lifesaving Club
Beach Bylaw review consultation period finalised

The public consultation period for the review of the Kāpiti Coast District Council’s Beach Bylaw will kick off in October this year.
Consultation was originally proposed to take place in May, but as a result of the COVID-19 lockdown could not proceed as planned.
The Beach Bylaw creates the rules for Council-managed areas of beach for important things like health and safety, litter, access, vehicles, horses, motorised watercrafts and environmental protections. Bylaws are required to be reviewed every 10 years and the Beach Bylaw process must be complete by 30 June 2021.
Kāpiti Coast District Council Environmental Standards Manager Jacquie Muir says a survey conducted in February and March drew over 1700 responses, and a series of meetings and workshops has provided additional feedback which will be used to update the Bylaw.
“We’d like to thank everyone who has provided us with feedback so far and for your patience as we work through this process,” Ms Muir says.
“Following the lifting of the COVID-19 lockdown we’ve been working to reschedule further community meetings and set a new timeframe for revising the Bylaw to bring to the community for consultation.”
 The updated timeline will see:
  • Formal consultation on the updated bylaw is expected to run for five weeks from 12 October 2020 to 13 November 2020.
  • Following formal consultation, hearings will take place in late November. This will be an opportunity for the public to speak to their submissions.
  • Over summer council staff will incorporate the results of public consultation into what will be the Kāpiti Coast District Council Beach Bylaw 2021.
  • A finalised Beach Bylaw is expected to be presented to Council for adoption in March 2021.
Ms Muir says Kāpiti beaches are a taonga and play an important part in everyone’s lives and in the district’s identity, and it is important we take the time to get the best outcome.
“We’ve had a fantastic response that will help provide the district with a robust set of guidelines for how we use and protect our beaches.”
