Diverting Young Criminals from a Life in Prison

The Ministry for Children, Oranga Tamariki, runs 4 youth justice residences and a handful of community remand homes. They house many young people waiting to go to court, but also a small hardcore of repeat offenders. From July next year, new legislation comes into force that raises the age range to include teenagers up to their 18th birthday. But is Oranga Tamariki succeeding with these young people now and how will it cope with even great numbers?

Meet this week's reporter - Philippa Tolley

Philippa Tolley found it pretty sobering to see inside a youth justice facility in South Auckland, which despite it's youth focus, was like a prison. Starting out in radio in the regions, she then worked for the BBC for more than a decade. Back home, she roamed the Pacific for RNZ's International service, presented World Watch and is now delighted to delve behind the headlines and commission and make Insight programmes, with some early morning presenting shifts on Morning Report thrown into the mix. This year Philippa won the Association of International Broadcasters Sustainability Award for her documentary Climate Change Politics and Action
