FREMONT'S NEW COMMUNITY DEVELOPMENT DIRECTOR
Fremont's new Community Development Director Dan Schoenholz has over 20 years of experience working in our city and has been serving as Fremont’s Interim Community Development Director since May 2018. In his new role, Dan plans to continue the City’s focus on creating mixed use communities in Downtown Fremont and Warm Springs, generating more affordable housing, and making Fremont more sustainable. IRVINGTON COMMUNITY WORKSHOP
In November 2018, City of Fremont Planning staff received direction from the Fremont City Council to conduct a community workshop to provide an overview of the City’s General Plan as it applies to the Irvington Community Plan Area. The plan is intended to strengthen the historic heart of Irvington and allow it to grow in a healthy and vibrant way that maintains its neighborhood character. The City invites the Irvington community to attend the workshop on Wednesday, January 16. The workshop will provide an opportunity to discuss the General Plan as it applies to Irvington and explain the new state legislation that affects local planning efforts. City staff from Planning, the Police Department, and Transportation Engineering will also be available to answer questions.

CLOVERLEAF BOWL UPDATE
On December 18, 2018, the City Council considered an historic evaluation prepared for the Cloverleaf Family Bowl to determine if it is eligible for listing on the Fremont Register of Historic Resources. Although it was determined that the building is eligible for listing, the property owner submitted a formal objection. Under the City’s Historic Resources Ordinance, if a property owner objects, the City Council cannot list a resource until the objection is removed. Nevertheless, the City Council designated the Cloverleaf Family Bowl as eligible for listing as a potential register resource, which affords the building protection under the Historic Resources Ordinance and California Environmental Quality Act (CEQA).
Any proposal that would result in demolition, modification or relocation of the building would require Historic Architectural Review Board review and evaluation under CEQA to determine potential impacts. Demolition would be considered a significant impact and would require preparation of an Environmental Impact Report.
It should be noted that designation as a potential register resource would protect the building, but it would not guarantee that the building would continue to be used as a bowling center.

NEW STORMWATER REQUIREMENTS
In an effort to streamline stormwater development review, the City launched a new Stormwater Control Plan (SCP) submittal and review process which includes:
- A two-question survey to quickly determine what stormwater requirements a project is subject to
- SCP checklists to know what documents to submit for review
- An SCP Guidance Manual for step-by-step instructions on SCP compilation
- Updated Stormwater Operations and Maintenance (O&M) Agreement process
- Stormwater Management Measures Operations and Maintenance Agreement templates
- Updated forms and worksheets
These improvements apply only to new projects submitted on or after January 2019 and are available at the City's one-stop-shop for all stormwater development review needs: Fremont.gov/Stormwater.

DOWNTOWN CALL FOR ARTISTS
We’re happy to announce a new opportunity for the artist community! The City has issued a call for artists for a temporary art installation as part of our Downtown Fremont Public Art Program. The theme is “Community: Sharing Energy and Collaborating.” The new piece will replace the Space Glow sculpture located at the corner of Capitol Avenue and Fremont Boulevard, which is scheduled to leave in May 2019. The deadline to apply is this Friday, January 11. Apply now!

DEVELOPMENT COMMUNITY WORKSHOP
The City and PG&E's California Multifamily New Homes Program (CMFNH) invite developers, builders, contractors, architects, energy consultants, and asset managers to join us on Friday, January 25, 2019 from 12:30 p.m. to 2:00 p.m for a free community workshop. The workshop will take place in Fremont at the City’s Development Services Center located at 39550 Liberty Street.
Attendees will learn how CMFNH helps builders cost-effectively develop high-performance buildings by providing cash incentives, technical assistance, and design charrette coordination to participants. The workshop will also discuss how California's 2019 building code update will affect the industry.
About CMFNH
CMFNH delivers design assistance and incentives for energy efficient new multifamily buildings. CMFNH developers work with Title 24 consultants to model buildings in comparison to the 2016 Title 24, which took effect in January 2017. To qualify, your project must be in PG&E territory and have three or more attached units per building.
