IBPSA-USA ARCHITECT and UTILITY ENGAGEMENT

Request for Qualifications

Overview:

The objective of this project is to increase the use of energy modeling tools in building design and operation by collaborating with organizations representing two primary consumers of building energy modeling (BEM): architects and energy-efficiency program administrators. The selected consultant will coordinate with IBPSA-USA to identify impactful members from these constituencies and coordinate with them to understand their needs, educate them about capabilities and possibilities of BEM, and establish continuing dialog.

Funding is provided by the U.S. Department of Energy, and the anticipated budget for this scope of work is $35,000 to $45,000.

Scope of Work:

• Task 1 – Project Coordination: The consultant will participate in a project kickoff meeting and monthly project coordination meetings.

• Task 2 – Preliminary Data Gathering: The consultant will review documentation from similar past efforts focused on increasing the use of energy modeling in the building industry. The consultant will produce a memo documenting concepts that have been proposed along with a status report on whether these concepts have been adopted and how successful they have been.

• Task 3 – AIA Engagement: The consultant will assemble a stakeholder group consisting of AIA members, gather information on how they use BEM, and develop concepts for how they can increase their use of BEM.  The consultant will host at least 2 web-based meetings with the AIA group, and develop a report that outlines a plan for how to increase the use of BEM by architects. The consultant will develop presentation materials to share these concepts at future AIA and IBPSA-USA BPAC/SimBuild conferences.

• Task 4 – Utility Engagement: The consultant will assemble a stakeholder group consisting of utility program managers, gather information on how they use BEM, and develop concepts for how they can increase their use of BEM. The consultant will interview stakeholders and develop a report that outlines a plan for how to increase the use of BEM in utility incentive programs.  The consultant will develop presentation materials to share these concepts at future IBPSA-USA BPAC/SimBuild conferences.

Format for Submittals:

1. Description of Approach: Up to two pages describing the consultant’s approach to meeting project objectives.

2. Team Expertise: Description of general qualifications, specific evidence of relevant experience, and a listing of key personnel that would be available to work on this project.

3. Comparable Projects: Summary of past projects that demonstrate the consultant’s expertise.

4. Cost. Proposed hourly billing rate for each team member. Description of any match funding or in-kind contributions that would be provided.

 

Evaluation of Submittals:

Consultants responding to this RFQ must demonstrate relevant expertise and capability in the following criteria:

• Detailed understanding applying BEM across a variety of use cases including, but not limited to, conceptual design, system design, utility incentive program analysis, code compliance analysis, and green building rating system analysis

• Experience in recruiting members for technical advisory groups

• Experience in developing agendas, presentation materials, and hosting technical advisory group meetings

• Exceptional written and oral communication skills

• Past experience in working with key collaborators is preferred including, but not limited to, IBPSA-USA, U.S. Department of Energy, utility program managers involved in code compliance or beyond-code compliance programs, and AIA members

• US company or US based team for a foreign owned company

 

IBPSA-USA will evaluate all submittals to determine which Consultants have the experience and qualifications that are best suited for this project.  

IBPSA-USA may in the course of soliciting proposals:

• modify the timeline
• negotiate with one or more respondents to modify the proposed scope
• solicit contracts with one or more respondents for all or a portion of the work
• opt not to pursue any proposals at the current time
