(CHINS) CHILDREN IN NEED OF
CARE AND SUPERVISION REFORM WORKGROUP

We want to share a report developed by a CHINS Reform Workgroup.   CHINS stands for “Child in need of Care and Supervision”. The CHINS (Children in Need of Care and Supervision) Reform Workgroup is comprised of leadership from the Judiciary, the Office of the Defender General, the State’s Attorneys and Sheriffs Association and the Department for Children and Families. Since August 29th, the group has convened nine times to discuss strategic reforms to the CHINS system. CHINS is itself complex, as are the needs of the children and families who are engaged in this system. What follows are a series of recommendations, some still under development, that consider the needs of vulnerable families to help them avoid CHINS system involvement; provide supports to help families achieve resolution; and improving the system. Thank you!

Mentor Program Launches
We are excited to provide you with the updated materials for the Foster Kin Mentor Program.  Notice the new look and the updated information. 

We will continue to accept Mentor and Mentee referrals from the Resource Coordinators.  In addition, Foster or Kin Caregivers can now apply to be a Mentor by filling out an application and sending it to me, the Foster/Kin Care Manager, Joan Rock.  Mentees can self-refer through a similar process and send the forms to me at Joan.Rock@vermont.gov.   If you would like to contact me by phone, the number is 802-760-0594.

The Child Welfare Training Partnership (CWTP) will continue to offer training for Mentors.  The next classroom offerings will be January 15, 2019 in Brandon, February 13, 2019 in Brattleboro and in Milton on March 9, 2019.  Those of you have expressed an interest in becoming a Mentor may have received a listing of dates from Sharon O’Neill recently.  We realize that it is difficult to attend a regional training so we are working with CWTP to provide an online Mentor training that will be available soon.  To provide on-going support to Mentors, we will be offering quarterly GoTo Meetings beginning in March of 2019 and a gathering of Mentors once per year.  More information about the meetings will be provided in a future COW and in Fostering Vermont, our E-News letter to Foster and Kin Caregivers.

Announcement

Some of us come into the world knowing exactly who we are or who we will become as we grow. "Someday, I'm going to be a famous gymnast," he may say. Or, "I love tinkering with mechanical things; I'm going to be an engineer," she may insist.

For others, knowing who you are is not always easy to express. If there's no one to hear you and support your discovery of who you are, it can be challenging and emotionally difficult. For children in foster care this can be even harder.

That's why we need open, inclusive and supportive foster homes for youth who may be dealing with issues related to gender identity/expression and sexual orientation.

Could you provide the unconditional care and support these children and youth need?

If so, we'd love to hear from you! It will be challenging, but it will also be one of the most meaningful decisions you'll ever make.
