We've Got Big News!

Biggs Cardosa Associates, Inc. is a California-based structural engineering and construction management firm. We have experienced steady growth over the past 33 years. In order to continue the firm’s progression as we continue to grow and diversify, several key senior staff have received well-deserved promotions.

Roy Schnabel, PE, Managing Principal

Roy began his engineering career at Biggs Cardosa in 1987. In addition to his project management and structural engineering design expertise, Roy has provided company leadership over the past 30+ years and was promoted to Principal in 2001. In addition to his current project management roles, Roy’s expanded role as Managing Principal will continue to strengthen the firm’s goals and direction shared by all our management staff.

Kathleen Dillon, PE, SE, Principal

Kathleen joined Biggs Cardosa in 1986 as one of the first employees of the company. During the past 33 years Kathleen has successfully led design teams for a variety of new design and seismic renovation projects involving challenging engineering, management and construction issues. Project types include manufacturing facilities, theaters, historic building retrofits, municipal buildings and high density mixed-use commercial/residential structures. Her clients include developers, architects, builders and public agencies. She places great emphasis on responsiveness, quality control and client satisfaction, which has led to long-standing relationships in the design and construction community.

Ron Oen, PE, Principal

Ron began his career at Biggs Cardosa in 1988. He has over 30 years of engineering, construction management and project management experience and has led design and construction teams for numerous complex transportation projects. In 2010 Ron expanded his role to include Construction Manager with the goal of growing the firm’s Construction Management Department. Ron has led the construction management of several large construction projects including five bridge retrofits and one bridge replacement for the City of Oakland and the recently completed South Airport Boulevard Bridge Replacement project in South San Francisco.

Ines Li, PE, Associate

Ines began her career with Biggs Cardosa in 1991 and has over 27 years of experience in structural engineering and project management with an emphasis on transportation and infrastructure projects. Ines has acted as Project Manager or Lead Engineer on numerous transportation projects including new construction, rehabilitation and seismic retrofit of various highway, pedestrian, and heavy and light rail projects. Ines is the Project Manager for the Bayfront Pedestrian Overcrossing at Facebook in Menlo Park, which is currently under construction, and the Lead Engineer for the Eastridge to BART Regional Connector / Capitol Expressway Light Rail Project in San Jose, which includes over $140 million of new structures.
