Public Comment Period for Medeiros Parkway Notice of Intent to Adopt a Mitigated Negative Declaration Open Through January 22

Zone 7 reminds the community that the Initial Study/Mitigated Negative Declaration (IS/MND) for the Arroyo Mocho Medeiros Reach Floodplain Reconnection Project is currently available for public review. A Mitigated Negative Declaration means that Zone 7 has studied the effects the project may have on the environment, and identified measures that will reduce potential impacts to less than significant. The scope of this project has been reduced from the prior project for which a similar California Environmental Quality Act document was released for public review in April 2018. Major changes include no excavation in the area known as Oak Grove Nature Reserve and no earthwork in the channel of the Arroyo. The Proposed Project is located along the Arroyo Mocho in Livermore between Arroyo Road and Holmes Street. Proposed activities include lowering a section of the Arroyo Mocho Trail to allow high flows to spill into Oak Grove Nature Reserve. Invasive species removal throughout the property and trail improvements in Oak Grove Nature Reserve are also proposed and are contingent on grant funding.

Report a Spill or Dumping

Zone 7 owns many flood control channels and creeks in the Cities of Livermore, Pleasanton and Dublin, and in unincorporated areas of Eastern Alameda County. If you see a spill or dumping in any waterway, follow the directions below to report it:

1. If a spill is currently happening, call 911.

2. If the situation is not urgent, call: 

  • Zone 7 Administrative offices at (925) 454-5000 during business hours, Monday-Friday, 8 a.m. to 5 p.m.
  • Water Treatment Plant Operator at (925) 447-6704, ext. 1, during non-business hours

Zone 7 Awarded Prestigious "Excellence in Budgeting Award"

Zone 7 has been awarded the California Society of Municipal Finance Officers (CSMFO) Operating Budget Excellence Award for its Fiscal Year 2018-2019 Operating Budget. The CSMFO Budget Awards Program is designed to recognize those agencies that have prepared a budget document that meets the highest criteria and standards applied to municipal budgeting. This is the fourth consecutive CSMFO operating budget award presented to Zone 7. 

"We are honored to receive this award, a recognition of the Agency’s efforts to put forth a clear and detailed budget document to the public," said Zone 7 Board President Angela Ramirez Holmes. "The award validates the Board's continuing commitment to fiscal accountability and transparency."

In order to receive this award, a governmental body must publish a budget document that meets programmatic criteria as a policy document, an operations guide, a financial plan and a communication device. CSMFO has two different budget awards that are presented to public agencies. The initial level is a “Meritorious Budget Award” and the advanced level is an “Excellence in Budgeting Award”. Zone 7 received the highest level rating.

General Manger Valerie Pryor said that she was “pleased that the Zone 7 Finance Team was recognized for its commitment to best practices in financial reporting and financial transparency. The award is a testament to the hard work and professionalism of Zone 7 staff”.
