2019 Water Supply Evaluation Update
In 2016, Zone 7 staff completed the Water Supply Evaluation Update (2016 WSE Update), which evaluated a number of water supply options including California WaterFix, potable reuse (purified recycled water), and desalination. Since then, new information on the various projects has become available. For example, the Joint Tri-Valley Potable Reuse Technical Feasibility Study was recently completed in May 2018, providing a more detailed evaluation of the potential yield and cost range of potable reuse. In addition, the Board has approved consideration of other water supply alternatives, such as Sites Reservoir and Los Vaqueros Reservoir Expansion, since the 2016 WSE Update was completed. Finally, the State of California has begun rolling out the Long-Term Conservation Framework, which goes beyond the Water Conservation Act of 2009 and will have a major impact on demands throughout the State.  Staff therefore prepared the 2019 Water Supply Evaluation Update and shared this information with the Board on January 16, 2019. Overall, the findings were that Zone 7 will need to continue to invest in additional water supply and reliability projects, but that there are options available to meet future demands. The Board also discussed the need to continue working with the retailers on studying long-term water demand and regional water conservation. A more in-depth analysis of these items will be undertaken with the 2020 Urban Water Management Plan.

Preliminary Water Supply Operations Plan for 2019 
Zone 7 is able to meet water demands under ever-changing water supply scenarios by constantly planning based on current and expected conditions. The State Water Project (SWP) is the main source of incoming water supply for Zone 7. Each December, the Department of Water Resources announces an initial SWP allocation for the next year. This year, Zone 7’s initial allocation is 10%. Given that the final SWP allocation is typically not issued until April or May, it is imperative to develop a preliminary water supply operations plan to cover a range of water supply conditions to prepare for the upcoming calendar year, particularly under below average conditions. Zone 7 has developed various operations plans to operate with as low as 10% SWP allocation. The Preliminary Plan shows that additional supplies can be pulled from SWP Carryover (water saved from the 2018 allocation), Lake Del Valle Reservoir, local groundwater banks, water transfers and, if necessary, water stored in Kern County groundwater banks.

Report a Spill or Dumping

Zone 7 owns many flood control channels and creeks in the Cities of Livermore, Pleasanton and Dublin, and in unincorporated areas of Eastern Alameda County. If you see a spill or dumping in any waterway, follow the directions below to report it:

1. If a spill is currently happening, call 911.

2. If the situation is not urgent, call: 

  • Zone 7 Administrative offices at (925) 454-5000 during business hours, Monday-Friday, 8 a.m. to 5 p.m.
  • Water Treatment Plant Operator at (925) 447-6704, ext. 1, during non-business hours

Participation in Two Water Storage Projects Could Improve Reliability
The 2019 Water Supply Evaluation Update confirms the need for Zone 7 to continue to pursue water supply options to enhance storage flexibility and improve long-term water supply reliability for the Livermore-Amador Valley.

One of the water supply reliability projects that Zone 7 has been considering is the Sites Reservoir Project, which would construct a new 1.8 million acre-foot (AF) offstream reservoir in Colusa County. Staff’s latest analysis indicates that the Sites Reservoir Project could significantly improve the reliability of Zone 7’s water supply system by providing storage and a new water supply. Zone 7 previously committed to Phase 1 of the project, at a commitment of 20,000 AF. Phase 2 is about to begin, and Zone 7 is continuing its participation in the project’s planning activities at a reduced level of 10,000 AF.

Another project Zone 7 is considering is Contra Costa Water District’s potential expansion of Los Vaqueros Reservoir. The project would also construct new diversion and conveyance facilities, which would connect the reservoir to the South Bay Aqueduct system. Because of the potential benefits of the project, Zone 7 participated in the first phase of the project with a contribution towards preparation of required environmental documents. The project is now about to enter the next phase, and Zone 7 will be continuing its participation as part of a Multi-Party Agreement that will establish the terms of continued participation in the project.

Coming Soon! Regional Qualified Water Efficient Landscaper Training Program
Zone 7 announces its participation in the Regional Qualified Water Efficient Landscaper Program (BayQWEL). Zone 7 ran a similar program locally on its own in the past, which trained Tri-Valley landscaping professionals on local water conservation measures such as the California Code of Regulations, compliance with local water-use restrictions, Zone 7’s water system, and reducing long-term landscape water use.

BayQWEL will provide a series of classes taught by QWEL-certified instructors across the Bay Area. Class size would be limited to 40 students per class, with the goal of training approximately 1,200 landscape professionals over the next two years. BayQWEL would provide professionals with consistent water management training across the Bay Area and potentially reach a broader audience more cost-effectively. Classes could also be offered in Spanish. Nine other public water agencies are participating in this regional training program, including: Alameda County Water District, Bay Area Water Supply and Conservation Agency, City of Napa, Contra Costa Water District, East Bay Municipal Utility District, Santa Clara Valley Water District, San Francisco Public Utilities Commission, Solano County Water Agency (SCWA), and Sonoma County Water Agency.
