90by30 is a stalwart organization demonstrating what can happen with persistence and curiosity. "We have been contacted by other Oregon counties as well as other jurisdictions around the country – and a few from other countries – to assist in replicating the 90by30 effort in their own communities. Our answer is consistent: We are not there yet. We want and need another five years of truly developing and evaluating our own effort to show that this initiative is successful in preventing child abuse and neglect in one county: Lane County. Then, and only then, will we be ready to assist others in replicating a model that is locally led, where decisions are made in local communities, and where enough local residents are engaged for all chosen strategies to succeed. "

Instead of favela slums or tent cities, Eugene could have planned communities on its outskirts with all the infrastructures of modern life. Instead of being regarded as objects of charity, or as criminals, the homeless could develop themselves into a solid resource. I believe the incidence of crime, addiction and mental illness would be greatly reduced by such an approach. ~ David Hazen

When Tony ends up homeless after losing his job as a waiter, he is faced with the daily struggles of life on the streets. His search for housing begins, but then turns into a quest for solutions to homelessness, not just for himself, but for thousands people living on the streets across the county. The investigation takes him to the top levels of government locally and to regions across the country where progress is being made. What do communities do to significantly reduce homelessness?
