FEBRUARY 8, 2019- Bills have begun to move through the process. What to do with the so-called "$1 Billion surplus" is one of the biggest matters that we are dealing with. The Majority Plan includes a major effort to pay-down "roll-over debt" from past years. While the State is performing at its economic peak, it is the majority consensus that it is time to retire as much debt as possible. We are in the longest economic recovery in history, and stewards of the public purse, debt is a drag on our state budget, which directly affects taxpayers. On the matter of responsible retirement of public debt, if not now, when?

PROTECTING PUBLIC LANDS USE

Now that the House and Senate have finalized the Arizona component to the Drought Contingency Plan (DCP) and the Governor has signed it, it is time to turn our attention to land stewardship. One reason that the Arizona watershed has lost ground over the last few decades is poor stewardship of our public lands. HB-2547 would authorize a cooperative public lands management agreement between the Bureau of Land Management and the State of Arizona. This is not a seizure of public lands, as the Arizona Wildlife Federation has claimed.

GOVERNOR DUCEY VETOS HB-2522  

Also known as the Income Tax Reform bill,  HB 2522 passed overwhelmingly through the House and Senate. The bill would have preserved the federal income tax reductions for Arizona residents, in effect helping taxpayers keep the benefit of what the federal government left in their pockets We don't buy the claim that this is not a tax increase. CLASSROOM CODE OF ETHICS

Much has been made of the simple proposal for a Classroom Code of Ethics for K-12 education. HB-2002 does what parents and some teachers have been demanding.  It keeps political advocacy for parties, people and agendas out of the schools. While state statutes prohibit the promotion of personal political positions by teachers and administrators, parents and teachers report such activity is out of control. While there is a union code of ethics, there is no official consequence for disregarding it. Teachers and parent have stepped forward to challenge the pervasive problem.

House Bills Introduced For Consideration

HB2001 would eliminate the ability of a County Board of Supervisors to stand in the way of County Sheriff's and County Prosecutor's doing their job. This bill is a response to the Pima County BOS making a purely and admittedly, grotesquely political statement by rejecting Operation Stonegarden Federal funding for law enforcement operation along the border. The Pima County Sheriff's office does more than just arrest people, they interdict drugs and save lives of those stranded in the desert.

HB2002 would require the State Board of Education and the State Superintendent of Public Instruction to adopt a Code of Ethics for Educators. While it is true that the national teacher's union, the National Education Association, has a code of ethics, it is not binding on teachers in Arizona, and there is no consequence for violating the code of conduct that it enshrines. The bill would also prohibit the promotion or disparagement of political persons or parties, something which many parents and teachers have told me is a pervasive behavior in some K-12 class rooms.

HCR2001 is a resolution calling for an Article V Convention of States to adopt a Constitutional Amendment to end voter suppression by defining the term "citizen" and by requiring positive identification of United States citizenship to vote. When an individual who is not a legal elector votes in an election, the individual suppresses the vote of someone who is.

HB2522 deals with an offset for a formulaic tax increase that is a consequence for all Arizonan's who previously used an IRS Schedule C for deductions. This move prevents a tax increase, it does not give a tax cut.
