This monthly newsletter provides updates on what has recently occurred and what is coming up next for the St. Louis Complex Coordinated Terrorist Attack (CCTA) Program. You are receiving this either because you attended a meeting or exercise or have expressed interest in future involvement.

What is a Complex Coordinated Terrorist Attack (CCTA)?
CCTAs are acts of terrorism that involve synchronized and independent team(s) at multiple locations, sequentially or in close succession, initiated with little or no warning, and employing one or more weapon systems: firearms, explosives, fire as a weapon, and other nontraditional attack methodologies that are intended to result in large numbers of casualties.

PROGRAM TIMELINE AND ACTIVITIES
Hagerty Consulting is a nationally recognized emergency management and homeland security firm. Leveraging a team of project managers and subject matter experts, Hagerty provides on-site support to administer an intensive 2-year track of preparedness activities through planning, training, and exercises. Every program deliverable is intended to address pre-identified gaps and build upon the region's foundation of capabilities to respond to a CCTA through regional partnerships and collaboration between public safety agencies and whole community partners.

PLANNING AND TRAINING WORKSHOPS

Planning Workshops

The planning workshops are intended to develop simple, user-friendly operational guides for frontline responders. These guides are not intended to replace any existing standard operating procedures; instead, they will provide a regional resource for best practices and guidance for tactical, operational, and strategic issues.

There are only two workshops left in the planning series for Command and Control and Communications and Dispatch. All stakeholder groups are invited to attend to provide perspective to the interagency response in a CCTA.

Training Workshops

Beginning in March, the operational guides developed in the planning series will be trained through a facilitated discussion-based exercise. Each workshop will be an interactive, six-hour training workshop that will allow representatives from all functional areas to gain an understanding of the purpose of the operational guide, when to use them, and how to use them.   

These training workshops will focus on reviewing specific functional-area guides. We request participation from all stakeholder groups at each workshop to test interoperability, regional collaboration, and multi-disciplinary response.

Featured Person: David Fellows

For February's featured person, it seemed only appropriate to introduce David Fellows, who has been actively involved in nearly every meeting and initiative since the beginning of the program. Even before the program began, Dave was integral in soliciting letters of support from Illinois agencies.

David is a Regional Planning Coordinator at the Illinois Law Enforcement Alarm System (ILEAS), a post 9/11 consortium of 983 local, county, and state law enforcement agencies in Illinois to coordinate the use of mutual aid, emergency response, public safety resources, and terrorism prevention and response that represents over 96% of all law enforcement in the state. 

His expertise is greatly needed and appreciated. Since 2011, Dave has made attempts to address a significant issue that would affect law enforcement on both sides of the river in the ability to perform law enforcement functions and particularly arrests by an out of state agency in the event of a complex coordinated terrorist attack when local resources are exhausted. David stated that “I foresee this CCTA grant as helping facilitate the crafting of such an agreement and thank STARSS and all the CCTA grant stakeholders for supporting this effort”.

Bomb Scene First Responder and Homemade Explosives Class


Responding to the scene of a bombing requires special training, as first responders may have to locate and aid survivors, preserve evidence, and look for secondary devices in an extremely chaotic situation.  This three-session class is provided by the St. Louis County Police Training Academy.

Go to the St. Louis County Police Academy website to sign up. Both classes are post-certified. Classes are open to all first responders, fire, ems, police, etc.

Regional PIO Meeting and TTX

The next St. Louis Regional PIO meeting will discuss current training opportunities and finalize the details in the PIO Mutual Aid Plan, in addition to a tabletop training exercise.  All PIOs and Communication Managers who work for first responder agencies, government agencies, schools, public utilities, transportation, private sector, and the healthcare industry are encouraged to attend.

Fusion Center and Suspicious Activity Reports
The St. Louis Fusion Center is a public safety partnership consisting of law enforcement, fire EMS, public health, and emergency management agencies, and private sector. As a regional intelligence center, it provides a multi-jurisdictional, multi-disciplinary approach to the collection, analysis, and dissemination of information used to detect, defend against, or respond to acts of terrorism.
St. Louis area professionals (such as law enforcement officials, fire/emergency medical personnel, emergency management employees, public health administrators, corporate security, etc.) with a responsibility to detect, defend against, or respond to any acts of terrorism are encouraged to become a liaison through this website
