Dear National Coordinators,

Thank you for submitting the nominations to the EITI International Secretariat. We continue to be grateful for serious engagement and support of governments across the implementing countries. The EITI international Board serves as a platform to shape the development and practice of the EITI, showcase and share experience as well as draw on good practice from elsewhere. 

EITI implementing countries are now invited to vote for nominees to the EITI Board 2019-2022 (to be formally approved at the Members' Meeting on 17 June). The list of candidates can be found on our website.

The implementing countries constituency guidelines will guide you through the process thoroughly.

We encourage you to consult with your multi-stakeholder groups and national champions to decide who to cast your vote for. Voting will close on 14 March 2019.

When casting your vote, please bear in mind that the Board meets between two and four times a year in different locations globally, with each meeting normally spread over a day and a half. The Board members participate in committee work on specific issues, such as EITI implementation, validation, policy and governance.  Each Board member is expected to serve on about two committees.

2. Election process 
In accordance with the procedures outlined in the National Secretariat Circular sent on 15 January 2019, the next steps for elections are as follows:
  1. From 15 February 2019 to 14 March 2019, the countries within each of the six groups in the table below will be asked to vote for the nominee that will represent their regional group on the EITI Board. Voting should be done by the National Coordinator on behalf of the country but can be done by proxy by whomever the National Coordinator assigns to this purpose. Countries may vote for their own candidate.
    When casting votes, countries have the right to rank up to four nominees in their respective groups. Four points will be attributed to a country’s first choice, three to the second, two to the third and one to the fourth. If there is an insufficient number of nominees and they indicate clearly whether they wish to be Board Members or Alternates, voting can be waived.
    Countries should note that their voting may be affected by a decision to not exercise all options (i.e. ranking only first and second choices).

     
  2. Tally and nomination to the EITI Members’ Meeting. Voting will take place by email. The EITI International Secretariat will guarantee that the individual votes are not disclosed. Records will be kept.
    The International Secretariat will count and tabulate the results. The Secretariat will then post the list of the results on its website and send it to all National Coordinators.  The nominee with the highest score in each group will receive the first member seat in this group, the second ranking nominee the alternate member seat, unless otherwise agreed between the successful candidates.
It is proposed that at least two-thirds of the total number of eligible country representatives in the respective groups cast a vote in order for the selection to be considered valid (except for Region 1 which contains three supporting countries who might wish to abstain). If countries from a group are not able to select their nominees by 14 March, the Secretariat will initiate a selection by lot, observed by neutral third parties.

Please note that the above means that each country will only vote for the candidates in their region. Region 5 (Africa 3) and Region 6 (Latin America and the Caribbean) have agreed amongst themselves to adapt the procedures.

*Note: Three of the countries in Region 1 are both implementing countries and supporting countries. Countries that are categorised as both implementing and supporting countries will be represented on the EITI Board through the supporting country sub-constituency.
