I-90 Bus Crash AAR and Video

I-90 Bus Crash Incident Commander Interview
Thank you to Tony Leibelt for sitting down with the REDi Healthcare Coalition staff for an interview regarding the November 22, 2018 I-90 Bus Crash. This video highlights key elements of the bus crash involving 56 members of the University of Washington marching band on I-90 MP 143 at 5:24 p.m. near George, WA. The crash resulted in 31-46 college-aged patients being transported to four local hospitals and one western Washington hospital. The remaining students and staff were sent to an Emergency Center set up at George Elementary School.

Key findings in the After Action Report were identified through a Community After Action Review held on November 29, 2018, in Quincy, WA, led by Tony Leibelt, Grant County Fire District 3, and facilitated by Travis Nichols, REDi Healthcare Coalition. A sincere thank you to the over 40 partners representing 22 agencies who contributed to creating this Community After Action Report (AAR) and who remain committed to the safety of our community. REDi HCC Toolkit for Exercises Support CMS Emergency Preparedness Rules

The Frozen Frenzy Introduction to the Toolkit is Now Available
 
Partners not directly involved in exercise planning, can participate through the REDi Situational Awareness Response Process on Friday, March 15, 2019. By participating in this exercise, facilities can use this external trigger to initiate their internal exercise play based on their agency's emergency operations plan. Combining the REDi HCC driven community based information sharing process with an internal functional (CMS defined ‘full-scale’) exercise is an opportunity to meet annual ‘community based full-scale’ exercise requirements.

We have published the Frozen Frenzy toolkit introduction to further explain the details of how this process supports meeting the full-scale, community-based CMS exercise requirements. To participate, please read the toolkit blow and ensure your facility is signed up for the Situational Awareness Response Process.

Coalition Surge Test

March 29, the REDi HCC will be exercising patient placement, patient tracking, and medical surge protocols in response to a hospital evacuation scenario. Opportunities for participation in this exercise outside of the facilities directly involved in supporting the evacuation, lie in WATrac participation. In-patient facilities using WATrac, can support the exercise by using WATrac to communicate bed availability to assist with placement of evacuated patients. 

A toolkit will be made available in March 2019, outlining how facilities can use WATrac participation to kick off an internal facility exercise and support meeting the full-scale, community-based exercise requirements as defined by CMS. Agencies not currently using WATrac can submit a request for a WATrac account by clicking this link.

This MCI exercise includes patient placement coordination, patient tracking, communications and medical surge objectives. Given the nature of the exercise scenario, exercise play is most relevant to hospital and EMS partners in the Tri-Cities catchment area, along with other community partners that have been participating in the exercise planning process.
