Domestic Violence Shelter Analysis
The NHIP completed a review of raw data from the 2018 PIT Count from Domestic Violence emergency shelters and transitional housing facilities. A total of 1,459 emergency DV facilities and 496 transitional DV facilities reported point-in-time count occupancy. Highlights include:
- Emergency DV shelters reported an occupancy of 69% (25,280/36,436)
- Transitional DV housing reported an occupancy of 78% (9,187/11,800)
- Overall DV ES/TH occupancy of 71% (34,467/48,236)
- States with highest utilization included Connecticut (94%), Massachusetts (88%), Rhode Island (88%) and New York (87%). The Virgin Islands reported all 18 beds DV beds occupied.
- States with the lowest utilization included Arkansas (45%), Montana (39%), and West Virginia (35%)
The NHIP believes that DV facilities should not be included in the general homeless shelter numbers - since the event is linked to an on-going crime and has different casual factors than homelessness. Data need to be separated out during any PIT or enumeration count. It is not expected that all DV facilities will be fully occupied due to fluctuations in community demand. However, low occupancy can be a red flag for communities where people needing these services have trouble with access. High occupancy can be a sign for additional needed capacity.

NHIP requests participation in our 2019 PIT Unsheltered Count Survey to collect information on implementation of the street count. Dallas reported significant increase in 2019
The Dallas Continuum of Care reported a 9 percent increase in its homeless count from 4,140 in 2018 to 4,538. The unsheltered count found 111 more persons than last year and reported a total of 1,452 persons living without shelter. The count found a spike in homeless veterans with 431 reported sheltered or unsheltered homeless. For more information, read the Dallas Morning News Report.
