April 1st Marks the One-Year-Out Point to Census 2020
U.S. Census Bureau Now Hiring in KIPDA Region
The United States Census Bureau is now hiring at the National Processing Center in Jeffersonville, Indiana, directly across the Ohio River from downtown Louisville, Kentucky. The National Processing Center in Jeffersonville is the nation's primary center for mail processing, survey processing, geographic and warehouse operations. Department for Local Government Now Accepting Applications for 2019 Community Development Block Grant (CDBG) Projects
The Department for Local Government (DLG) is now accepting applications for funding cycle 2019 grants through the Community Development Block Grant (CDBG) program.

The CDBG program is federally funded through the U.S. Department for Housing and Urban Development. It provides assistance to communities for use in revitalizing neighborhoods, expanding affordable housing and economic opportunities, providing infrastructure and improving community facilities and services. 

“The Community Development Block Grant program is the largest of the federally funded programs administered by the Department for Local Government,” DLG Commissioner Sandra K. Dunahoo said. “Each year, CDBG funds are used to build important community spaces, create jobs and more. The impact of these investments cannot be understated.” 

For the 2019 funding cycle, DLG expects to have approximately $22.5 million available for Kentucky public projects across six program areas. 

Those program areas, along with their application windows, are as follows:

  • Community Projects: These grants are used to support needed projects that small communities find difficult to fund on their own. Examples include volunteer fire departments, libraries, health centers food banks and senior centers. Applications are due by July 1, 2019.

  • Public Facilities: These grants support water and sewer projects. Applications are due by July 1, 2019.

  • Economic Development: These grants support projects that create jobs. Examples include equipment financing, land acquisition and site infrastructure. Applications are due by Jan. 31, 2020.

  • Public Services (Recovery Kentucky): These grants contribute to operating expenses at substance abuse recovery facilities across the Commonwealth. Applications are due by Jan. 31, 2020.

  • Housing: These grants are used to rehabilitate low-income properties and convert properties into senior or low-income housing. Applications are due by Jan. 31, 2020.

  • Community Emergency Relief Fund (CERF): CERF funds are reserved for emergencies declared by the governor. If an emergency is declared, the commissioner of DLG has the authority to move funds from other program areas to address the Commonwealth’s needs.

  • Nine urban areas in Kentucky are provided a direct allocation from the U.S. Department for Housing and Urban Development and therefore are not eligible to apply for funding through DLG. Those areas are Louisville Metro, Lexington/Fayette Urban County Government, Ashland, Covington, Bowling Green, Hopkinsville, Henderson, Owensboro and Elizabethtown.

    Communities interested in applying for funding through the CDBG program will be required to meet with DLG staff to discuss their projects. If you have questions or want to set up a meeting with a DLG staff member, call 800-346-5606.

Land and Water Conservation Fund Grant Application Process is Now Open
The Department for Local Government is now accepting applications for funding cycle 2019 grants through the Land and Water Conservation Fund (LWCF).

The Land and Water Conservation Fund provides federal funds to protect important natural areas, acquire land for outdoor recreation and to develop or renovate public outdoor recreation facilities such as campgrounds, picnic areas, sports and play fields, swimming facilities, boating facilities, fishing facilities, trails, natural areas and passive parks. Cities, counties, state and federal agencies can request a minimum of $25,000 and a maximum of $250,000 for their project. This grant requires a 50/50 match and is funded through the National Park Service.

The LWCF provides federal grant funds to protect important natural areas, acquire land for outdoor recreation and to develop or renovate public outdoor recreation facilities such as campgrounds, picnic areas, sports & playfields, swimming facilities, boating facilities, fishing facilities, trails, natural areas and passive parks.

Application Process: The LWCF Application is now available to download. The deadline to submit an application is May 30, 2019.
Recreational Trails Program is now Accepting Applications for 2019 Grants
The Department for Local Government is now accepting applications for funding cycle 2019 grants through the Recreational Trails Program (RTP).

Grants through the Recreational Trails Program can be used to provide assistance for acquisition of easements, development and/or maintenance of recreational trails and trailhead facilities for both motorized and non-motorized use. City and county governments, as well as state and federal agencies, can request a minimum of $25,000 and a maximum of $250,000 for their project. This grant requires an 80/20 match and is funded through the Federal Highway Administration.

April is National Donate Life Month

“For the 2019 National Donate Life Month theme, Donate Life America was inspired by bicycles and the phrase “Life is a beautiful ride.” Like the donation and transplantation journey, a bicycle serves as a symbol of progress, renewal and the moving circle of life.” –Donate Life America

National Donate Life Month is an annual awareness campaign that is observed in April. It is a national celebration organized by Donate Life with hopes to educate and encourage Americans to become donors and remember the many lives that are saved by giving the gift of life. People can register to be organ, eye, and tissue donors. One organ donor can save up to 8 lives and an organ, eye, and tissue donor could save up to 75 lives.

    National Volunteer Appreciation Week     April 7th - 13th, 2019

National Volunteer Week is an annual celebration observed in April to promote and show appreciation for volunteerism. It is organized by the Point of Light foundation which is the world’s largest organization dedicated to volunteer service; it mobilizes millions of people to take action and change the world. During National Volunteer Week we have an opportunity to recognize and thank volunteers who lend their time, talent, voice and support to causes they care about.
Besides the benefits to society, scientific studies have shown that individuals who volunteer enjoy psychological and physical benefits, including increased satisfaction, improved sense of belonging, lower blood pressure, increased protection from Alzheimer's, and decreased mortality.
Volunteers are an essential part of the KIPDA provider network, and we would like to say a big THANK YOU to all who contribute their time to make a positive impact in our communities.  If your organization has volunteers and you are thinking of planning a volunteer appreciation event, here are some ideas:
  • Let KIPDA know, we’d love to say a thank you as well!
  • Host a small reception or luncheon to recognize your volunteers during National Volunteer Week
  • Write a press release  about the National Volunteer Week and how your organization is recognizing volunteers
  • Send a letter to the editor and highlight the role of volunteers and the difference they make in your community
    Get Involved in National Healthcare Decisions Day on April 16th
KIPDA, along with other national, state and community organizations, is leading a massive effort to highlight the importance of advance healthcare decision-making—an effort that has culminated in the formal designation of April 16 as National Healthcare Decisions Day (NHDD).
 
NHDD organizers are asking interested organizations and individuals throughout the country to help raise awareness about the importance of advance care planning on this Get special day—and throughout the year. To help realize this goal, they have created a Web site with information and tools for the public to talk about future healthcare decisions and execute written advance directives (healthcare power of attorney and living wills) in accordance with their applicable state laws.
 
The Web site (NHDD.org) also includes tips on how advocates can raise awareness in their communities. In addition to signing up your organization to participate, here are some of the ways others in the community can help this important cause:
 
  • First and foremost, lead by example…be sure you have thoughtfully considered and made your own healthcare decisions known.
  • Next, make sure everyone in your organization is informed about NHDD (including staff, board of directors, volunteers and others) and ask for their involvement to promote NHDD in your community. (Suggestion: Have staff wear a button that says “Ask Me About Advance Directives!”)
  • Provide a link on your organizational Web site to NHDD.org. It features a variety of information for the public and providers on advance care planning.
  • Set up an exhibit about NHDD at your main entrance and offer information about advance care planning as people come by.
  • Distribute NHDD promotional materials and advance care planning educational brochures at upcoming community events or health fairs. 
  • Partner with your community library to set up a display highlighting books about advance healthcare decision-making and use NHDD promotional resources.
  • Partner with local retail businesses by asking them to place a promotional flyer about NHDD in every bag. 
  • Distribute flyers about NHDD in local physician offices and other strategic locations such as elevators in public buildings. 
  • Encourage your state leaders to establish a state-sanctioned, secure on-line advance directive registry.
  • Contact local media (newspapers, TV, and radio) and encourage them to write a piece about NHDD and advance healthcare planning.
 
Although several states have engaged in advance directives awareness events and numerous organizations have devoted substantial time and money to improving education about advance healthcare planning, only a small minority of Americans has executed an advance directive. NHDD seeks to address this issue by focusing attention on advance healthcare planning from a variety of directions simultaneously.
 
Organizations and coalitions interested in participating are encouraged to sign up at the NHDD Web site. State coordinators are also being recruited to develop statewide networks and outreach activities. For details, visit NHDD.org.

IAP2 Skills Symposium Offers Training in Public Participation Processes and Methods

The International Association of Public Participation (IAP2) held it’s 2019 Skills Symposium in Austin, Texas from February 15 - March 1. Participants could choose between one, two or three day courses featuring experts in the practice of community engagement.

Ashley Tinius went on behalf of the Transportation Division and completed the Foundations of Public Participation program. The Skills Symposium was a great way to meet other professionals in public engagement and to acquire applicable tools and techniques to help you learn from the past and accomplish future goals. Courses included: Group Facilitation Skills for Pubic Involvement; Strategies for Dealing With Opposition and Outrage; Social Media and P2; how to Design and Host Effective Online Engagement; Designing for Diversity;, and Evaluating and Measuring Public Participation. Attendees engaged in hands-on exploration and left with many lessons learned on designing and managing effective public participation.
 
KIPDA Participates in Jeffersontown Business Expo

Every year in March, 100 vendors and over 1,000 attendees invade the Triple Crown Pavilion at the Ramada Plaza in Jeffersontown. It’s not as wild as a March Madness game, but the annual Jeffersontown Chamber of Commerce Business Expo is a lot of fun and a great opportunity to meet members of the community and talk about KIPDA. The Transportation Planning Section teamed up with Ticket to Ride/Rideshare to host a booth at the event this year on March 21st from 1 p.m.-5 p.m. It was a busy day of face-to-face communication with business owners and professionals from the area working to showcase their companies.
The Business Expo also includes a luncheon, vendor booths, silent auction, the Taste of Jeffersontown (with 18 local restaurants) and grand prize drawings.
