Please note that for H2020 calls, you can always make an expertise offer in the Programme’s Partner Search Tool in order to participate and contribute to projects being promoted by other organisations. In this case, please contact the BRU-IUL Office for how to proceed.
Topic 1: Multi-topic 
Scientific Areas: Economics, Data Analytics, Management
FCT Call for Research Projects “Commemoration of the V Centenary of Circumnavigation”
  • Application period: 7thMarch – 17thApril 2019
  • Maximum funding: 300 000 €
  • Project duration: up to 36 months
  • Eligible Topics:
    • Earth Observation & Knowledge including data science, modelling and forecasting systems;
    • Climate Change, including data analytics and development of integrated models;

  • Research projects in these topics must adopt a multidisciplinary and international perspective, fostering collaborations with international experts and institutions in order to further the R&D agenda in Atlantic Interactions

Gulbenkian Prize for Cohesion, Knowledge and Sustainability

  • COMPETE2020: System of Incentives for Research and Technological Development (SI R&D) - Projects in Co-operation - International Partnerships (MIT-Portugal, UTA-Portugal and CMU-Portugal)

    • Projects of R&D in co-promotion: projects promoted by national companies and carried out in partnership between them and non-corporate entities of the R&D System (min. 2 research units involved); at least one principal investigator from MIT/UTA/CMU must  also be involved, although the costs of their participation are not eligible

      • MIT - between 1.5 to 2 million EUR (4 to 5 projects expected to be funded under this call)
      • UTA – 1.25 million EUR (4 projects expected to be funded under this call)
      • CMU – 1.25 million EUR (4 projects expected to be funded under this call)
    • Financing rate: participating companies must contribute with 20% of the total of eligible costs; co-financing rate for Research Units depends on geographical location (max. 40% for Lisbon; up to 75% for other regions)

    Topic 2: Economia do Mar
    Scientific Areas: Economics, Management, Human Resource Management
    MAR2020: ADREPES - Apoio à Execução das Estratégias (DLBC) - Reforço da competitividade do turismo, Reforço da competitividade da pesca e Melhoria dos circuitos de bens alimentares e mercados locais, no âmbito do Mar
    • Período de candidatura: 5 Fevereiro – 30 Abril 2019
    • Financiamento: até 200 000€ (ou 500 000€ se o promotor for uma entidade pública); taxa de financiamento entre 50% e 80% dependendo do tipo de promotor e especificidades do projeto 
    • Âmbito geográfico: Alcochete, Almada, Moita, Montijo, Palmela, Sesimbra, Setúbal

    Topic 3: Energy
    Scientific Areas: Economics, Data Analytics, Finance, Management 
    H2020: Support for the opening of low-carbon energy research databases in Europe
    • Application period: open until 27thAugust 2019
    • Coordination and Support Action: min. of 1 legal entity 
    • Recommended overall budget per project:  between 0.5 to 1 million EUR (2 to 4 projects expected to be funded under this call)
    • Scope: Proposals will develop together with energy research communities several of the items below (a broad coverage of the issues is encouraged):
      • Development and use of data management practices that follow findable, accessible, interoperable, re-usable (FAIR) principles, and to the validation of data quality measures;
      • Coordination of existing data repositories and databases, including those from SETIS and from the IEA;
      • Access to tools to manage energy data with FAIR principles; promotion of open source access of such tools;
      • Access to analytics to exploit energy data; promotion of open source access of such tools;
      • Capacity building of data experts for the domain of low-carbon energy research;
      • New research topics based on the analysis of large data sets in the energy domain;
      • Trans-disciplinary research combining data from different domains and at different scales;
      • Development of partnerships with industry to promote the opening of large datasets of interest to foster research into future technologies and services.

    H2020: Innovative financing for energy efficiency investments
    • Application period: 12thMarch – 3rdSeptember 2019
    • Coordination and Support Action: min. of 1 legal entity 
    • Recommended overall budget per project:  between 1 to 1.5 million EUR (2 to 4 projects expected to be funded under this call)
    • Scope:
      • Proposals should address the development or replication and implementation of innovative financing schemes for energy efficiency investments. 
      • These schemes should address the provision of finance as well as the structuring of demand, in particular at regional/national level, and target specific areas (e.g. energy-intensive industries, buildings etc.). 
      • Proposals should justify how the proposed schemes complement already available funding and how they are tailored and innovative for the targeted regions and market segments; as well as clearly demonstrate the market potential, as well as business case and financial viability of the scheme (including investment sizes targeted, expected savings, transaction and management costs, expected returns etc.).
      • Proposals should address one or more of the following points:
        • Establishment of new innovative, operational financing schemes;
        • Replication of previously successful solutions 
        • Establishment of regional/national aggregators which are able to develop large (standardized) project pipelines;
        • Creation of EU or regional/national energy efficiency investment roundtables/platforms to organise dialogue with and between the relevant stakeholders. 
        • Proposals should include a clear action plan to communicate across Europe towards potential replicators.

    H2020: Business case for industrial waste heat/cold recovery
    • Application period: 12thMarch – 3rdSeptember 2019
    • Coordination and Support Action: min. of 1 legal entity 
    • Recommended overall budget per project:  between 1 to 2 million EUR (2 to 5 projects expected to be funded under this call)
    • Scope: Proposals should improve the energy efficiency of industrial parks districts and clusters by unlocking the market potential and supporting the demand and offer of high-quality energy services by addressing at least one of the following points:
      • The development and testing of instruments facilitating, at customer/ business level, the actual implementation of energy cooperation such as setting up appropriate process and business organisation, operation and plant design, cooperation mechanisms, related contractual and financial arrangements, better planning, good practices. Proposals need to include capacity building activities such as skills development and engagement of senior and executive management (e.g. CEO, CFO, energy managers) of companies from industrial parks and other related stakeholders.
      • The development and testing of replicable business models and service concepts, at service provider level (i.e. ESCOs or other relevant 3rd party organisations such as DHC operators), for joint energy services such as identification of horizontal energy services attractive for businesses, identification of the most relevant innovative technical solutions, setting up contractual and financial arrangements, best practices, cost-reduction models. Proposals need to include capacity building activities such as sharing skills, know-how and specific expertise of ESCOs or other 3rd party organisations that would boost the market uptake for such joint energy services contracting in industrial parks.
    • Proposals need to also address legal issues in order to adapt regulatory and legal frameworks at local, regional and national level.

    H2020: Socio-economic research conceptualising and modelling energy efficiency and energy demand
    • Application period: 12thMarch – 3rdSeptember 2019
    • Research and Innovation Action(see page 10): min. of 3 legal entities from 3 different countries
    • Recommended overall budget per project:  between 1 to 1.5 million EUR (2 to 4 projects expected to be funded under this call)
    • Scope: Deepen the demand side-related parameters in existing models and include new aspects and data sources (e.g. by tapping DSOs modelling for forecasting of distributed loads). In general, it is to be expected that the introduction of smart meters and smart equipment will lead to more accurate consumption data providing for a more holistic mapping of the demand side and thus for better projections inside energy policy development and a more effective regulatory framework
    • The action should complement the existing demand side energy models by developing multiple-agent energy models and/or modelling segments and/or developing methodologies on how to improve and enhance the demand side aspects in modelling. These models and/or methodologies should:
      • be compatible with the energy models most commonly used at European level;
      • model more accurately those aspects not yet sufficiently considered in the existing models;
      • make use of new data sources, including big data as for example generated by smart meters, smart buildings and smart equipment;
      • identify and refine the structure and patterns of demand and how it will develop;
      • contribute to an enhanced demand-side model to be consistently used at European level.

    • Topic expected to open again in 2020
    H2020: Mainstreaming energy efficiency finance
    • Application period: 12thMarch – 3rdSeptember 2019
    • Coordination and Support Action: min. of 1 legal entity 
    • Recommended overall budget per project:  between 1 to 1.5 million EUR (4 to 6 projects expected to be funded under this call)
    • Scope: Proposals should address at least one of the following issues:
      • Development, demonstration and promotion of frameworks for the standardisation and benchmarking of sustainable energy investments. This could include for example, but not exclusively, labelling schemes, project rating methodologies and risk assessment tools, standardised legal and financial structures of assets (loans, guarantees, energy performance contracts etc.) in order to develop securitisation for energy efficiency based financial products. Proposals integrated in a broader approach such as socially responsible investment should focus on the energy component;
      • Capacity building for banks and investors at the national and local level, in particular on underwriting sustainable energy investments;
      • Gathering, processing and disclosing large-scale data on actual financial performance of energy efficiency investments, in order to create a track record for energy efficiency in different sectors (buildings, industry, transport, etc.) 
      • Further integration of non-energy benefits in project valuation, in particular in the building sector, leading to evolution of existing financial products or creation of new targeted products;
      • Targeting institutional investors (e.g. public pension schemes) in order to increase the share of their funds invested in energy efficiency, or to develop specific funds or investment products. Supporting the integration of energy efficiency in portfolio management strategies for institutional investors and/or fund managers, including through re-definition of fiduciary duties;
      • Exploring the impact of revised risk ratings and requirements for energy efficiency on financial regulations (Basel III, Solvency II).

    Topic 4: Human Resources
    Scientific Areas: Organizational Behaviour and Human Resources 
    SHRM (Society for Human Resource Management) Foundation Dissertation Grants
    • Application period: Until 1stMay 2019
    • Prize: 5000 USD
    • Applicants should be promising researchers in the field of human resource management at the dissertation stage of their doctoral education; the applicant’s dissertation must address a phenomenon that is of importance to the field of human resources and have potential applicability to HR practice
    • Both the applicant and their dissertation advisor must be members of the HR Division of the Academy of Management
    • Applicants must have had their dissertation proposals approved by their dissertation committees prior to application; applicants who will have defended their dissertation by the submission deadline or who will do so within 6 months after the deadline are ineligible

     DG Employment, Social Affairs & Inclusion: Information and training measures for workers' organisations
    • Application period: 14thFebruary – 6thJune 2019
    • Co-financing rate: max. 90% of eligible costs 
    • Recommended overall budget per project:  between 150 000 to 500 000 EUR (10 to 34 projects expected to be funded under this call)
    • Lead applicant must be a workers organisationat European, national or regional level while co-applicantsmay be non-profit organisations, universities and research institutes, public authorities, international organisations. However, if not the lead applicant in not a workers organisation at European level, the consortium must also involve a workers organisation from another country anda European-level social partner organisation.
    • Project duration: 12 to 24 months
    • Scope: Strengthening the capacity of workers' organisations to address, at EU/transnational level, challenges related to changes in employment and work and social dialogue such as: modernisation of the labour market, job creation and job matching, quality of work, anticipation, preparation and management of change and restructuring, digitalisation of the economy and society – including artificial intelligence, the greening of the economy, flexicurity, skills, intra-EU labour mobility, migration, youth employment, health and safety at work, modernisation of social protection systems, reconciliation of work and family life, gender equality, action in the field of anti-discrimination, active ageing, healthier and longer working lives, active inclusion and decent work.
    • Type of activities to be funded: conferences, seminars, round tables, studies, surveys, publications, training courses, development of training tools, the setting up of networks and the development and exchange of best practices.

    Call for Papers on the Portuguese Economy: “R&D and Innovation in Digital Economy”
    • Application period: Until 30thApril 2019
    • Applicants: Senior professionals from academia, central banks and research institutions internationally recognised as experts in their field of research who wish to take a period of leave or a sabbatical from their current place of work
    • Successful candidates will conduct economic research in the ECB’s Directorate General Research (DG/R) for a period of two to twelve months

    • Research projects that are consistent with IFREE’s Mission Statement and IFREE’s “principles of belief”; IFREE does not supportexperiments that focus on individual decision making, including risk and time preferences, individual investment or portfolio allocation, elicitation of individual willingness to pay/accept, ability of individuals to perform tasks or make decisions under stress or cognitive load

    Topic 6: Public Sector 
    Scientific areas: Data Science; Management; Organizational Behaviour & Human Resources; Economics
    FCT Call for Research Projects in Data Science and Artificial Intelligence in Public Administration
    • Application period: 1stMarch – 16thApril 2019
    • Maximum funding: 240 000 €
    • Project duration: 24 to 36 months
    • Research activities that can contribute to identifying and developing algorithms (that can eventually be implanted as functional prototypes) able to process data available within public administration in order to improve services provided to citizens and enterprises as well as decision-making processes
    • Topics:
      • Analysis of great volumes of administrative micro-data resulting from the regular functioning of public administration entities
      • Analysis techniques associated with Artificial Intelligence and Data Science including predictive analysis, natural language processing, pattern analysis, machine learning
      • Projects resulting in algorithms and data analysis models, to be implemented in functioning prototypes for experimental use in the public administration entities involved

    IBM Center for The Business of Government Call for Research Report Proposals
    • Next Deadlines: 1stApril 2019; 1stNovember 2019; 1stApril 2020
    • Stipend: 20 000 USD
    • Project duration: Research Report to be delivered in 6 months
    • Purpose: Practical findings and actionable recommendations – not just theory or concepts – to assist public managers in responding more effectively to mission and management challenges 
    • Research Priorities:
      • Insight - Using data, evidence and analytics to create insights that influence decision making, actions, performance, and results
      • Agility - Adopting new ways for government to operate using agile principles, putting user experiences and program results at the forefront

    U.S. Embassy Lisbon, Public Affairs Section Small Grants Program
    • Next Deadlines: 31stMay 2019; 31stJuly 2019
    • Funding: 3000 - 25 000 USD
    • Project duration: 1 to 24 months (3 to 30 projects expected to be funded depending on amounts)
    • Proposals from academic institutions for projects that strengthen the bilateral ties between the U.S. and Portugal; only grants that have an American component or aspect in their proposal will be considered
    • Priority Program Areas (relevant to BRU-IUL’s areas):
      • Trade and Investment: activities which support the expansion of U.S. exports and investments, improve the connections between U.S. and Portuguese businesses, and/or expand economic opportunities for women and underserved populations.
      • Technology and Innovation: activities which support cooperation in such areas as space exploration, energy, firefighting, and reforestation, as well as solutions to transnational, regional, and global challenges, including cybersecurity, terrorist, environmental, and health threats.
      • Student Mobility: activities which promote exchanges and mobility for American and Portuguese higher education students.
