Recovery Planning for Public Health and Healthcare Organizations
Online
May 6 - 31, 2019
This four week, fully online course will guide learners through guidance and best practices for long-term recovery planning, with opportunities for group discussion and planning with peers throughout Massachusetts. The goal of this course is for learners to recognize their role in long-term recovery planning, both within their organization and as a part of the larger public health and healthcare system, and to take steps to incorporate recovery planning into their existing emergency plans based on current guidance, emerging research, and best practices.

Case Study: The Role of the Healthcare Coalition in Planned Events

Massachusetts Health and Medical Coordinating Coalitions (HMCCs) often support regional planned events and mass gatherings that involve health and medical stakeholders. The annual Boston Marathon provides a case study from which to draw best practices that may be applied to other large events. 
The Boston Public Health Commission's Stephen M. Lawlor Medical Intelligence Center (MIC) operates at full activation level for the marathon, to carry out the Boston Healthcare Preparedness Coalition (HPC)'s role in this planned event, including:
  • Providing situational awareness updates to support a common operating picture. This includes sending out notifications, situation briefings, and overall incident information including patient tracking data that provides a picture of the medical impact of the event. 
  • Coordinating resources and human services required due to the medical surge. This includes provision of family reunification services and being poised to surge disaster behavioral health services in the event of an unplanned incident during the planned event. 
  • Supporting Medical Reserve Corps (MRC) volunteer training, coordination and deployment.

New Tools to Support Use of HHS emPOWER Data

The HHS emPOWER Program, a partnership between the HHS Assistant Secretary for Preparedness and Response (ASPR) and the Centers for Medicare and Medicaid Services (CMS), provides dynamic data and mapping tools, such as the HHS emPOWER Map, to help communities protect the health of more than 4.1 million Medicare beneficiaries who live independently and rely on electricty-dependent medical equipment and health care services.
