Kentucky HEALTH status & FAQs
Status of Kentucky HEALTH as of 3/27/2019
Given the legal decision blocking Kentucky HEALTH, no part of the waiver was implemented on April 1, 2019, or for the foreseeable future (pending the possibility of appeal or approval of a new waiver request). Any Kentucky HEALTH requirements or benefit changes outlined in the recently mailed "notice of eligibility" no longer apply to beneficiaries' coverage. New notices of eligibility will not be mailed out. Below are some useful FAQs from the Kentucky HEALTH team.
Kentucky HEALTH Ruling Frequently Asked Questions
1. When will Kentucky HEALTH begin in Kentucky?
As of March 27, 2019, the Kentucky HEALTH program is not live and does not have an anticipated start date. Any updates to the implementation timeline of Kentucky HEALTH will be made available at KentuckyHEALTH.ky.gov.
2. What does the legal decision mean for Medicaid beneficiaries?
Due to the delay of Kentucky HEALTH, there will be no changes for Medicaid beneficiaries. For the most up-to-date information about coverage and benefits, individuals should contact their Managed Care Organization (MCO).
3. Does the Notice of Eligibility that beneficiaries received still include the most up-to-date information?
Due to the recent legal decision, the information about Kentucky HEALTH in the Notices of Eligibility is now outdated. For the most up-to-date information about coverage and benefits, beneficiaries should contact their MCO.
4. Can beneficiaries still accrue My Rewards dollars?
Yes. Though the Kentucky HEALTH program has been delayed, beneficiaries can continue accruing My Rewards dollars. Should Kentucky HEALTH take effect in the future, some Kentucky HEALTH beneficiaries will be able to spend My Rewards dollars on some dental and vision services.
5.Should providers continue to submit Medically Frail Attestation Forms on behalf of beneficiaries?
No. At this time, Managed Care Organizations will not be accepting Medically Frail Attestation Forms. More information will be provided in the future.

The Latest from ERS on Rural Poverty and Well-Being
The Economic Research Service (ERS) at the U.S. Department of Agriculture released data from its research on the economic, social, and demographic factors affecting rural poverty. The ERS reports that there are 353 persistently poor counties in the United States, meaning that 20 percent or more of their populations were living in poverty over the course of several decades. Eighty-five percent of these counties are rural. In 2017, more than one-third of non-metro families headed by a female with no spouse present were poor (33.8 percent), and nearly half of those with related children were poor (44.4 percent).

Statewide tobacco-free-schools bill finally passes, and the governor is expected to sign it into law, effective July 1, 2020
A bill to ban the use of tobacco products in all Kentucky public schools and events finally passed on the last day of the legislative session and is on the way to Gov. Matt Bevin's desk for his signature or veto.
Because it was the last legislative day, Bevin's decision will be final. Sen. Ralph Alvarado, Bevin's running mate for lieutenant governor, reiterated that Bevin had told him he would sign the bill if it comes to his desk, and said he would be shocked if he didn't.

Quarterly 340B Program Registration
Quarterly 340B Program site registration is open from April 1 to 15. Health centers are still able to register a site that has been verified as implemented and with a site status reflected as “active” in EHBs Form 5B through Friday, May 24, after which the system will close to prepare for the July 1 start. Email the 340B call center or call 888-340-2787 (Monday-Friday, 9:00 a.m.-6:00 p.m. ET) to register a new site or ask questions.
You will need to provide the following information when calling:
- Health center name,
- Site/clinic name,
- Site IDs for all sites,
- HRSA/BPHC grant number,
- Contact name and email address, and
- Authorizing official name and email address.
The authorizing official will receive an email message that the account is unlocked and a registration may be submitted.

A Fatal Blow? Depression and Opioids
New research from Purdue University finds that there is a stark relationship between depression and increased rates of opioid deaths, especially in areas with shortages of mental health providers and high rates of underinsurance.
Deaths attributable to overdoses of prescription narcotics "have really skyrocketed" during the last few years across much of the nation, reported Laura Schwab-Reese, a Purdue University researcher, in a recent webcast. "It's pretty bad, and we are seeing that it's getting quite a bit worse."

Immunization Data
Immunization data is live in the Kentucky Immunization Registry! As part of our HIE implementation project, we've reached a key milestone of ensuring all immunization connections are complete. We appreciate the patience and flexibility shown from everyone as we transitioned these feeds over to the immunization registry. At this time, all immunizations data submitted from participants are being sent to the Kentucky Immunization Registry. When viewing information in the registry now, you will be able to see the the most recent immunizations.
Web Services
We are currently working through the web services migration plan. We are aware of your time and resources. We are reaching out individually to web services connected participants to discuss this transition approach. Over the next month, we will work with you to schedule your cut-over. We will provide updates as necessary.

New Funding Opportunities

New Supplemental Funding Opportunity Available: FY 2019 Integrated Behavioral Health Services
On Friday, March 29, HRSA announced the availability of $200 million in supplemental funding to health centers for Integrated Behavioral Health Services (IBHS). IBHS funding will increase access to high-quality integrated behavioral health services, including prevention or treatment of mental health conditions and/or SUDs, including opioid use disorder (OUD).
Eligible health centers will receive emails announcing the availability of the Electronic Handbooks (EHBs) application module on Friday, April 5. Applications are due in EHBs by Monday, May 13, at 5:00 p.m. ET.

New Funding Opportunity: Oral Health Infrastructure
On Friday, March 22, HRSA announced the availability of $76 million in one-time supplemental funding for Oral Health Infrastructure (OHI) to support health center infrastructure enhancements. These investments will increase access to new or enhanced high-quality, integrated oral health services, including those provided via telehealth and virtual dentistry
Applications are due in Grants.gov by Monday, April 22 (11:59 p.m. ET), and EHBs by Tuesday, May 21 (5:00 p.m. ET). Visit the OHI TA webpage for more information and contact the OHI TA Team with questions.
National Health Service Corps develops new Rural Community Loan Repayment Program
National Health Service Corps (NHSC) officials have announced that a new financial assistance program for health care providers -- the Rural Community Loan Repayment Program -- will accept applications later this spring. The program is designed for professionals working to combat the opioid epidemic in the country's rural communities.
Developed in coordination with the Federal Office of Rural Health Policy's Rural Communities Opioid Response Program initiative, the NHSC's new program seeks to expand access to evidence-based substance use disorder treatment, assist in recovery, and prevent overdose deaths.

Pharmacy Update: Medication Adherence Tip of the week
Provide enhanced patient counseling. Counseling considers a patient’s lifestyle and diet based on region and culture. These factors can have varying effects on the way a medication may work in a person’s body. Use the teach-back method during counseling to determine if a patient comprehends the information provided. Also have your patient summarize the information discussed regarding drug therapy. If patients understand their drug therapy and buy into it, they are more likely to adhere.

Pharmacy Access Office Hours on Thursday April 18, 2:00 ET will focus on Clinic-Administered Drugs
Pharmacy Access Office Hours are a monthly opportunity for health center and PCA staff to ask questions and share information about pharmacy-related issues access activities. They are supported by NACHC’s cooperative agreement with BPHC, and are held the third Thursday of each month at 2:00pm Eastern. This month’s session will include a brief presentation about reimbursement, 340B, and related issues involving clinic-administered drugs. Participation is free and there is no pre-registration; simply log-in here at 2:00pm ET on Thursday, April 18. Questions submitted in advance to Colleen Meiman at cmeiman@nachc.org will receive priority.
Ceiling price for drugs purchased under 340B is now available on HRSA database
Effective Monday April 1, health centers and other 340B-eligible providers can verify the “ceiling price” for all the drugs they purchase under 340B. The ceiling price is the maximum amount that a manufacturer may charge for a drug; however, it may not match a health center’s actual cost for a drug, as it does not include fees paid to distributors, or additional discounts that the manufacturer offers voluntarily. More information on HRSA’s Ceiling Price Database – including who can access the pricing data and the confidentiality restrictions that apply -- is available in this HRSA webinar. More information on 340B pricing is available in Chapter 4 of the NACHC 340B Manual for Health Centers.
