New Broadband Legislation Would Achieve NCACC’s Top Legislative Priority
Last week, Representatives Josh Dobson, David Lewis, John Szoka, and Kevin Corbin introduced HB 431, FIBER NC Act, which encourages the creation of public-private partnerships to bring better broadband access to more areas of the state. The legislation would broaden the authority of local governments to lease broadband infrastructure to internet service providers, who would then provide retail service to customers. It is a crucial role of the sheriff’s department to serve and protect the citizens of a county, and in New Hanover County, this includes building a network of support for formerly incarcerated individuals so that they “are released from jail with a plan, instead of questions; hope, instead of worry,” through a project called Community1.
We’re joined by the founder of the Community1 program, Officer Anthony Johnson from the New Hanover County Sheriff’s Office, as well as Sarah Stoloff, an intern with the program, to talk about the collaborative process that brought about this one-of-a-kind project.

Jones and Pamlico Counties Awarded Funds for Hurricane Recovery
Jones and Pamlico Counties were among eleven local government entities awarded more than $16.5 million in grants and no-interest loans to assist with Hurricane Florence recovery. The grants and loans are available through the North Carolina Office of Recovery and Resiliency (NCORR) and local governments can still apply. Read full press release here.

Deadline Extended for Public and Private Landowners to Apply for Floodplain Easement Program
Funding is available for the USDA Natural Resource Conservation Service (NRCS) Emergency Watershed Protection Floodplain Easement program, which purchases easements on public or private agricultural and residential properties impacted by natural flooding events. Interested participants have until May 20, 2019 to submit a letter of interest.

Each spring, the NCACC hosts a series of District Meetings throughout the state. For 2019, these meetings will follow a revamped format and schedule. Districts will be paired into smaller groups, so that they can focus on regionally specific topics with local speakers and perspectives.

Basics of County Human Services
April 9 - Durham County
Basics of County Human Services is part of a four-part continuum of critical topics for county commissioners to know and understand at an introductory level. Through a budget development simulation, both new and experienced commissioners will develop a much deeper understanding of their governance roles and responsibilities in this wide array of services (Social Services; Public Health; and Mental Health, Developmental Disabilities, and Substance Abuse Services) so important to the quality of life in their counties. Instructors include UNC School of Government faculty members Mark Botts, Jill Moore and Aimee Wall.

Medicaid Transformation Convening
April 10 - Durham County
The shift from fee-for-service to a managed care structure represents the most significant change in the Medicaid program since its inception, and the impacts of this transformation will be felt wide and deep in county governments. This Medicaid convening represents an opportunity for county commissioners and management staff to learn about challenges and opportunities associated with this change, share feedback with Department of Health and Human Services leadership, speak with representatives of Prepaid Health Plan providers, and learn about next steps – including how the new Behavioral Health, Intellectual and Developmental Disabilities Tailored Plans will impact Local Mental Health Entities/Managed Care Organizations (LME/MCOs).
